WVR - On December 9, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) held a High-level Pledging Event for the Central Emergency Response Fund (CERF) at the United Nations headquarters in New York, USA.

The event was attended by the UN Secretary-General along with representatives from member states and international humanitarian partners.

In his opening remarks, UN Secretary-General António Guterres emphasized that CERF has been at the “forefront of the UN humanitarian system”, providing emergency relief to people in areas suffering from prolonged conflicts, crises, and extreme natural disasters. He urged the international community to enhance their commitments and shared responsibilities to ensure CERF maintains its rapid response capabilities.

Under-Secretary-General for Humanitarian Affairs Tom Fletcher praised the valuable contributions from member countries, noting that at the time of the event, CERF had received over $300 million in pledges from around 40 countries. He expressed hope that this year's total commitments would surpass the $351 million mark of 2024, moving closer to the $1 billion target.

Representatives from various countries expressed deep concern over the increasing demand for aid, while resources remain limited. Many emphasized the necessity of maintaining a strong, flexible, and well-funded CERF to effectively respond to emergencies.

Several countries announced new commitments to CERF, demonstrating their determination to partner with the United Nations in protecting people in the most vulnerable areas.

Speaking at the Session, Ambassador Do Hung Viet, Head of the Permanent Mission of Vietnam to the United Nations, shared that for two consecutive years, amid severe natural disasters from Typhoon Yagi to successive storms and floods this year, Vietnam received emergency support from CERF, including a newly announced $2.6 million. This aid facilitated timely essential relief activities for affected communities.

On this occasion, the Ambassador extended sincere gratitude to CERF, UN agencies, and donor countries for their timely and effective support to Vietnam.

Discussing Vietnam's contributions and humanitarian support through bilateral and multilateral channels, including multi-year commitments to CERF, Ambassador Do Hung Viet affirmed that Vietnam will continue to partner with CERF in the spirit of solidarity and shared responsibility. He pledged ongoing efforts to contribute further when conditions allow, in line with Vietnam's capabilities, to help CERF continue its mission: acting swiftly, timely, and leaving no one behind.

The Central Emergency Response Fund (CERF) was established in 2005 to enhance the rapid response capability of the UN humanitarian system to global crises.

CERF provides emergency support for relief activities within the first 72 hours, focusing on essential needs such as food, healthcare, shelter, clean water, sanitation, and protection.

The Fund operates entirely on voluntary contributions from countries and donors, aiming to maintain an annual budget of up to $1 billion to meet the growing global humanitarian needs.
