Vietnam, Algeria Prime Ministers hold talks, elevate relations to Strategic Partnership

Prime Minister Pham Minh Chinh expressed his pleasure to visit Algeria in the historic month of November, marking the beginning of the Algerian people's struggle for independence (November 1, 1954). He thanked the Prime Minister, the Government, and the people of Algeria for their warm and respectful reception.

The Prime Minister affirmed that over six decades of friendly cooperation, Vietnam has always remembered Algeria's support and assistance in Vietnam's past struggle for national liberation and its current development efforts.

The Vietnamese leader expressed his emotion and pride in the special affection Algerians have for Vietnam and President Ho Chi Minh, as evidenced by two major boulevards in Algiers and Oran being named after him.

On this occasion, Prime Minister Pham Minh Chinh conveyed greetings and congratulations from General Secretary To Lam and other Vietnamese leaders to the newly appointed Prime Minister.

Algerian Prime Minister Sifi Ghrieb warmly welcomed Prime Minister Pham Minh Chinh, praised President Ho Chi Minh, and acknowledged Vietnam's heroic history, affirming that Vietnam has been an inspiration for Algeria's independence movement.

Prime Minister Sifi Ghrieb emphasized that Prime Minister Pham Minh Chinh's official visit is pivotal in shaping the bilateral relations. The two leaders shared their pride in the historical solidarity during their respective struggles for independence, which serves as an inspiration for global revolutionary movements and strengthens their bilateral ties to overcome challenges.

Both leaders emphasized the historical and present-day connections, the solidarity of the past, present, and future as the foundation for building strong nations.

Prime Minister Sifi Ghrieb expressed his delight at the strong development in bilateral relations across various fields, meeting the aspirations of both nations' leaders and people. Given the exceptional relationship, based on similarities and complementarities, economic-trade cooperation and the business communities of both countries face vast opportunities. Algeria is ready to facilitate Vietnamese businesses and serve as a gateway for economic cooperation with Africa.

During the talks, both sides informed each other about their respective countries' situations and discussed specific directions and measures to enhance the traditional and friendly cooperation between Vietnam and Algeria, as well as exchanged views on international and regional issues of mutual concern.

Prime Minister Sifi Ghrieb affirmed the Algerian Government's determination, under President Abdelmadjid Tebboune's guidance, to maintain and further develop the traditional and friendly cooperation between the two countries, rooted in their shared history of struggle for independence and freedom.

Prime Minister Pham Minh Chinh congratulated Algeria on its significant achievements in building a "New Algeria" with comprehensive economic, cultural, and social development, gaining an increasingly important role on the international stage. He emphasized that Vietnam values its traditional friendship and brotherly solidarity with Algeria.

In this spirit, both sides agreed to elevate bilateral relations to a Strategic Partnership, committing to continue strengthening high-level exchanges and cooperation in various fields through existing cooperation mechanisms.

Prime Minister Pham Minh Chinh proposed initiatives to further deepen bilateral relations. He emphasized that in the current context, both countries need to "unite for strength – cooperate for mutual benefit – dialogue for trust" with the motto "listen together, understand together, trust together, act together, develop together" to create breakthroughs in bilateral relations.

In this spirit, the Prime Minister suggested that both sides prioritize implementing key solutions, including enhancing political trust, increasing delegation exchanges, and prioritizing each other in foreign policy.

The Vietnamese leader expressed his hope that Algeria would continue to support the Vietnam National Oil and Gas Group (PVN) in expanding its investment and operations effectively, contributing positively to Algeria's development, serving as a successful symbol of bilateral cooperation. He urged for enhanced investment cooperation, market access for each other's key products, increased trade exchanges, and balanced benefits for both nations. He also requested Algeria's support for Vietnamese businesses in digital transformation projects and cooperation in telecommunications.

Moreover, promoting defense and security cooperation is a new pillar in bilateral relations, including participation in each other's defense exhibitions and cybersecurity cooperation. The two sides will boost agricultural cooperation and continue organizing cultural and educational exchanges to honor past generations, strengthen friendship and solidarity, and enhance mutual understanding between the younger generations and people of both countries. The Prime Minister requested Algeria to facilitate the Vietnamese community living in Algeria.

The Vietnamese leader also proposed the establishment of joint subcommittees on science and technology, digital transformation, healthcare, education and training, labor cooperation, and other specialized fields. He encouraged businesses from both countries to actively cooperate in key areas through specific, practical, and effective programs and projects. He also requested Algeria's support for Vietnam in promoting cooperation with regional organizations and member countries such as the African Union (AU) and the Arab League.

Both sides agreed to continue coordinating and supporting each other in multilateral forums where Vietnam and Algeria are members, especially at the United Nations, the Non-Aligned Movement, and to jointly promote South-South cooperation, enhancing the role and position of developing countries, and strengthening cooperation in science and technology, digital transformation, and new development fields.

In the spirit of international solidarity and adherence to the rule of law and the fundamental principles of the United Nations Charter, Prime Minister Pham Minh Chinh emphasized Vietnam's readiness to join the international community in peacekeeping efforts.

Regarding the South China Sea issue, Prime Minister Pham Minh Chinh requested Algeria's support for ASEAN's stance, advocating for freedom of navigation and overflight in the South China Sea, respecting the interests of coastal states in accordance with international law, especially the United Nations Convention on the Law of the Sea 1982 (UNCLOS 1982).

Prime Minister Sifi Ghrieb agreed with the proposals of the Vietnamese Prime Minister, committing to direct relevant Algerian agencies to closely coordinate with Vietnam to effectively implement the commitments and cooperation orientations.

On this occasion, Prime Minister Pham Minh Chinh extended a cordial invitation to Prime Minister Sifi Ghrieb to soon pay an official visit to Vietnam.

Immediately after the talks, the two Prime Ministers adopted a Joint Declaration to elevate bilateral relations to a Strategic Partnership and witnessed the signing of six cooperation documents, including: the Minutes of the Joint Committee on Economic, Scientific, and Technical Cooperation; a Memorandum of Understanding in the field of housing and urban and city planning; an Annex to the Protocol on comprehensive debt settlement between the two Governments; an Agreement on educational cooperation; a Memorandum of Understanding between VCCI and the Algerian Chamber of Commerce and Industry; and a Letter of Intent between the Vietnamese Ministry of Industry and Trade and the Algerian Ministry of Foreign Trade and Export Promotion on initiating negotiations for a bilateral preferential trade agreement.
