1. The Politburo issued Resolution No. 71-NQ/TW on breakthroughs in education and training development, affirming that education and training are decisive factors for the nation's future and key drivers for the country's breakthrough development

On August 22, 2025, the Politburo issued Resolution No. 71-NQ/TW on breakthroughs in education and training development. The resolution reaffirms the view that education and training are top national policies and is the first Party resolution to affirm that education and training are decisive factors for the nation's future and key drivers for the country's breakthrough development.

At the national conference to implement the Central resolutions, including Resolution No. 71-NQ/TW, General Secretary To Lam emphasized: Investing in education is investing in, nurturing, and enhancing the "national essence", investing in the nation's future. This is the core of all cores, the fundamental driver of productivity growth, national competitiveness, and the aspiration for development.

Previously, over more than 10 years of implementing Resolution No. 29-NQ/TW on fundamental and comprehensive renovation of education and training, our country achieved many important results, laying the foundation for breakthroughs in education and training development in line with the spirit of Resolution No. 71-NQ/TW.

2. The Party and State show special attention to education through numerous important policies and decisions

Besides Resolution No. 71-NQ/TW, the Politburo has agreed on many strategic policies and decisions regarding education and training. These include the decision to waive all tuition fees for students from preschool to the end of public high school nationwide; the consensus on building a national target program to modernize and improve the quality of education and training from 2026 to 2035; and the consensus on investing in building 248 inter-level boarding schools at primary and secondary levels in border communes, with 100 schools to be completed in 2026.

Based on the report from the Party Committee of the Ministry of Education and Training (MOET) and opinions from some related agencies, General Secretary Tô Lâm concluded and agreed on the policy of organizing two-session school days at primary and secondary schools (depending on local conditions); the State supports lunch meals for primary and secondary students in border communes.

These policies demonstrate the Party's special attention to education and training, serving as an important political foundation for the National Assembly and Government to issue a series of legal documents to institutionalize and implement them.

3. Breakthroughs in building educational institutions, with the largest number of laws, resolutions, decrees, and circulars issued in a single year

The year 2025 is considered a breakthrough year in building educational institutions, with 99 legal documents, resolutions, decrees, and circulars issued, demonstrating the great effort and determination of the Ministry of Education and Training (MOET).

For the first time in a year, four education-related law projects were passed by the National Assembly, including: the Teachers Law; the Law amending and supplementing some articles of the Education Law; the amended Higher Education Law; and the amended Vocational Education Law.

Also in the year, the MOET led the drafting and submission of four resolutions to the National Assembly, including: the Resolution on universal preschool education for children aged 3-5; the Resolution on tuition fee exemptions and support for preschool children, general education students, and learners in the national education system; the Resolution on some special mechanisms and policies to achieve breakthroughs in education and training development; and the Resolution on the investment policy for the national target program to modernize and improve the quality of education and training from 2026 to 2035.

These are important and comprehensive legal foundations for operating a modern, synchronized, and effective education system in the coming time.

In addition to legal documents and resolutions, in 2025, the MOET completed 31 documents under the authority of the Government and the Prime Minister; 60 documents under the authority of the Minister. Many new policies were issued, many bottlenecks were removed, and the educational institution not only continued to improve but also closely adhered to reality, creating momentum for education and training development.

4. The first Party Congress of the Ministry of Education and Training for the 2025 – 2030 term opens a new phase of development with new opportunities and strengths

On August 21, the first Party Congress of the Ministry of Education and Training for the 2025 – 2030 term was held in the context of our country achieving great achievements, affirming its strong position, potential, and international prestige.

The congress holds special significance, setting strategic directions for the education and training sector to continue innovating, improving quality, meeting the demand for high-quality human resources, and contributing to realizing the country's socio-economic development goals for the 2025 – 2030 term.

5. Successfully organizing a series of important and meaningful events to commemorate the 80th anniversary of the education sector

The 80th-anniversary celebration of the education sector, held alongside the opening ceremony of the new academic year on the morning of September 5, was an unprecedented special event attended by leaders of the Party, State, leaders of provinces and cities; about 26 million students and 1.6 million teachers studying and teaching at over 50,000 educational institutions nationwide. This was not only an occasion to review the proud achievements of the education sector over 80 years of nation-building but also an opportunity to show the special attention of the Party, State leaders, and the entire society to the cause of "cultivating people".

Earlier, from August 28, within the framework of the national achievement exhibition themed "80 Years of Independence – Freedom – Happiness", the MOET organized the "80 Years of Education Developing the Nation" exhibition. The exhibition was an occasion to honor the outstanding achievements of the education sector, affirming the key role and historical mission of education in the cause of building, protecting the Fatherland, and international integration; at the same time spreading the spirit of "respecting teachers", encouraging generations of students to follow in the footsteps of their predecessors, contributing to building a prosperous, civilized, and happy country.

In 2025, the 8th National Patriotic Emulation Congress of the Education Sector (2020-2025) was held alongside the celebration of Vietnamese Teachers' Day on November 20. The congress was not only an occasion to honor more than 300 exemplary collectives and individuals from educational and training institutions but also a great spiritual motivation, inspiring trust, pride, aspiration, and determination to rise in each teacher, each staff member, and each student in the education sector.

6. The Ministry of Education and Training streamlines its organizational structure and implements a two-level local government model nationwide

In 2025, following the Plan of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW on streamlining the political system's organizational structure for efficiency and effectiveness, the Ministry of Education and Training submitted to the Government the issuance of Decree No. 37/2025/NĐ-CP on February 26, 2025, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training. Accordingly, the organizational structure of the Ministry of Education and Training includes 18 units, reducing one General Department to a Department; reducing six Departments. The Ministry of Education and Training also completed the transfer of state management functions on vocational education from the Ministry of Labour, Invalids and Social Affairs; reorganized the Ministry's Inspectorate into the Government Inspectorate.

Implementing the two-level local government model, the Ministry of Education and Training advised on issuing and issued under its authority two Decrees and six Circulars on decentralization and delineation of powers of the two-level local government (in which, the Ministry of Education and Training decentralized and delegated 87/181 tasks to localities, achieving a rate of 46.5%); established six inspection teams and issued many documents to remove difficulties; organized online training for 50,000 commune-level officials and principals of general schools at 3,343 locations.

7. Completing the cycle of renewing the general education program and textbooks; organizing the first high school graduation exam under the 2018 general education program with many "special" features

The year 2025 marks the completion of a cycle of implementing the general education program and textbooks comprehensively from grade 1 to grade 12, achieving many results in both breadth and depth, meeting the goal of comprehensive innovation in general education. The 2018 general education program has many different, "non-traditional" elements, requiring strong adaptation, shifting from knowledge transmission to developing learners' qualities and competencies. Textbooks have been transformed from "knowledge packages" to open learning materials, helping teachers guide students in developing their abilities.

The year 2025 is also the year the Ministry of Education and Training began implementing the policy of using a unified set of textbooks nationwide from the 2026-2027 school year and by 2030 providing free textbooks for all students according to Resolution 71-NQ/TW of the Politburo and the National Assembly's Resolution on some special mechanisms and policies to achieve breakthroughs in education and training development.

The 2025 high school graduation exam is the first exam for students under the 2018 general education program, while still ensuring the exam for students under the 2006 general education program. This is the largest exam ever with over 1.1 million candidates registered, an increase of nearly 100,000 candidates compared to 2024. The exam was organized in the context of reorganizing the inspection system at all levels, ending the activities of district-level police. The exam organization was conducted with three-level local government, but the exam marking and result announcement were conducted with two-level local government.

This is also the first year to apply the high school graduation exam regulations with many new provisions to reduce pressure, ensure fairness, and security, such as reducing the number of compulsory subjects; reducing the weight of school report scores; eliminating the addition of vocational certificate points; not allowing the conversion of foreign language certificate points; for the first time, transporting exam papers through the cryptographic system... Along with issuing directives early, issuing telegrams, in 2025, the Prime Minister chaired a national conference on preparing for the high school graduation exam. At the 2024-2025 school year summary conference, the Prime Minister evaluated the 2025 high school graduation exam as professional.

8. Specialized education continues to be promoted and achieves many proud results

In 2025, Vietnam had seven teams with 37 students participating in international and regional Olympic competitions. As a result, all contestants won prizes, including 13 Gold Medals, 16 Silver Medals, and 8 Bronze Medals – an increase of 1 Gold Medal and 1 Silver Medal compared to 2024 and the highest in many years.

In their first "deployment", all eight members of the Vietnamese national team participating in the 2025 International Artificial Intelligence Olympiad won prizes, including 3 Gold Medals, 1 Silver Medal, 3 Bronze Medals, and 1 Certificate of Merit, placing Vietnam 4th out of 60 participating countries.

Additionally, Vietnamese students achieved outstanding results in many other competitions such as: the 2nd International Mathematical Olympiad in Turkmenistan; the 9th European Physics Olympiad in Bulgaria; the Mendeleev International Chemistry Olympiad; the Abu Rayhan-Beruni International Chemistry Olympiad; the Artificial Intelligence Olympiad in China.

Notably, 2025 marks the first time the Vietnamese team achieved the highest results at the International Science and Engineering Fair (ISEF) in the United States with 2 Second Prizes, 1 Third Prize, 3 Fourth Prizes, and 4 Special Prizes from sponsors. This is the highest achievement since Vietnam began participating in ISEF in 2013.

These outstanding achievements continue to affirm Vietnam's position in the region and the world, reflecting the remarkable development of general education.

9. Higher education makes breakthroughs, elevating national status, developing key resources for the country's future

In 2025, the Ministry of Education and Training presented and implemented many key projects on developing science and technology, innovation, and training high-tech human resources. Higher education institutions proactively expanded and improved the quality and systematized training standards in key fields such as semiconductor industry, artificial intelligence, Industry 4.0, high-speed rail, and other strategic technology sectors.

Higher education recorded a clear breakthrough when, for the first time, 16 Vietnamese higher education institutions entered the THE Impact Rankings. Enrollment in STEM fields increased significantly, with the number of candidates registering for the first choice increasing by 10.5%. The entrance scores for teacher training, strategic technology, science and engineering, and semiconductor training fields increased, reflecting social trust and the renewed attractiveness of the teaching profession and science and engineering fields.

The percentage of lecturers who are professors, associate professors, and doctors reached over 35%, along with increased indicators of scientific publication and technology development in the university system, leading to a significant increase in international scientific publications compared to previous periods.

The triple helix model (university – government – enterprise) began to be widely implemented and gradually proved effective, especially in foundational technology fields such as artificial intelligence, big data, robotics, and automated systems in production and transportation. The University – Enterprise Cooperation Forum serves as a bridge to help students access professional working environments early, increasing the rate of students finding jobs in their field after graduation.

10. Digital transformation in education, implementing English as a second language in schools, and training high-quality human resources

In 2025, the digital transformation activities of the education sector continued to record significant milestones. The education sector's database system was basically completed with 24.55 million records connected to the national database. The online registration system for exams and admissions on the National Public Service Portal was completed at the "full process" level, allowing 100% of candidates to register for high school graduation exams and university and college admissions entirely online.

In 2025, over 10 million school records and over 1.5 million high school graduation diplomas were issued as digital diplomas, and the process of digitizing diplomas was completed, synchronized with the Ministry's centralized database, and connected to the national database and VneID e-wallet. Learners can look up school record and diploma information on VneID.

In the 2025-2026 school year, the Ministry of Education and Training will implement nationwide digital school records at all educational levels and digital diplomas from high school to postgraduate, while digitizing data for previously issued diplomas.

Following Conclusion No. 91-KL/TW on August 12, 2024, of the Politburo on continuing to implement Resolution No. 29-NQ/TW on fundamental and comprehensive renovation of education and training, in 2025, the Ministry of Education and Training developed and submitted to the Prime Minister Decision No. 2371/QĐ-TTg on October 27, 2025, approving the Project "Implementing English as a Second Language in Schools from 2025-2035, with a Vision to 2045". Currently, the Ministry of Education and Training has developed a plan to implement the above decision to improve English proficiency for children, students, and students, contributing to the development of Vietnamese people in the era of science and technology, the digital age, and enhancing international integration.

Additionally, implementing the policy of integrating artificial intelligence (AI) into the education and training program, the Ministry of Education and Training plans to pilot AI education content at some general education institutions and pilot AI applications in management, supporting teachers in lesson planning and innovating assessment methods.
