On October 10, at the headquarters of the Consulate General of Vietnam in Osaka, the Consulate General of Vietnam in Osaka, in collaboration with the Ministry of Education and Training, organized a meeting with Vietnamese intellectuals, experts, and students in the Kansai region, on the occasion of the working delegation from the Ministry of Education and Training, led by Deputy Minister Le Quan, visiting Japan to attend the Fourth Conference of Rectors of Vietnamese and Japanese Universities.

The program was attended by representatives from the Vietnamese Embassy in Japan, leaders and representatives from Vietnamese universities, along with over 50 Vietnamese scientists, experts, lecturers, researchers, and students studying, researching, and working in Japan. The Vietnam-Japan Women's Intellectual Association participated in organizing the program.

The meeting aimed to create a direct exchange forum between the Ministry of Education and Training, domestic universities, and the Vietnamese intellectual community in Kansai regarding the development orientation of Vietnam's education, training, science, and technology in the new phase. It also sought to strengthen connections, leveraging the knowledge, experience, and expertise of Vietnamese intellectuals abroad to serve the country's development.

In his welcoming speech, Consul General Nguyen Truong Son emphasised that Kansai is one of Japan's major centres for higher education, scientific research, technology, and innovation. The Vietnamese community in the area, with numerous scientists, experts, lecturers, and students, is a valuable resource that needs to be effectively connected and utilized.

The Consul General affirmed that the Consulate General of Vietnam in Osaka will continue to accompany and act as a bridge between domestic educational institutions, research institutes, and the Vietnamese intellectual community in Japan. It will promote cooperation activities in training, scientific research, expert exchange, and technology development, contributing to turning the connections formed at the meeting into practical and long-term cooperation activities.

Additionally, establishing suitable connection mechanisms that align the expertise of professionals with domestic practical needs will help concretize the spirit of relevant strategic resolutions of the Politburo, thereby promoting specific, practical, and effective cooperation programs and projects.

Speaking at the meeting, Deputy Minister of Education and Training Le Quan provided information on the Party and State's policies in developing education, training, science, technology, and innovation. He also emphasized the policy of attracting, utilizing, and promoting the intellectual resources of overseas Vietnamese to contribute to national construction and development.

The Deputy Minister highlighted the significance of mobilizing professional resources, international experience, and the cooperation network of overseas intellectuals in the context of Vietnam's vigorous implementation of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation, and Resolution No. 71-NQ/TW on breakthroughs in education and training development by the Politburo.

Deputy Minister Le Quan also commended the Consulate General of Vietnam in Osaka for proactively coordinating the organization of the meeting, facilitating direct exchanges between the Ministry, domestic universities, and the Vietnamese intellectual, expert, and student community in Kansai.

Deputy Minister Le Quan listened to, exchanged with, and acknowledged many opinions and proposals from Vietnamese scientists, experts, lecturers, and students in Kansai regarding strengthening connections, research cooperation, and leveraging the expertise of overseas intellectuals.

Besides the desire to contribute to the homeland, the delegates expressed concerns about opportunities and the working environment upon returning to the country, especially for those pursuing specialized fields and new technologies such as quantum technology and artificial intelligence (AI).

The opinions emphasized the necessity of aligning policies to attract intellectuals with the actual needs of universities, research institutes, and businesses, thereby creating conditions for experts to utilize their capabilities, continue research, and apply knowledge in practice.

At the meeting, intellectuals, experts, scientists, and students shared their experiences in studying, teaching, researching, and working in Japan, applying technology and developing expertise in an international environment, focusing on fields with significant potential for development and cooperation such as medicine, artificial intelligence, information technology, computer science, and data science. These contributions helped clarify the expertise, experience, and strengths of the Vietnamese intellectual community in Kansai, while also suggesting directions for connecting with domestic higher education institutions.

The meeting also provided an opportunity for representatives of Vietnamese universities to meet, interact, and connect directly with the team of Vietnamese intellectuals, experts, and scientists studying, researching, and working in Kansai. Through this, the parties had the opportunity to understand each other's fields of expertise, needs, and strengths, initially discussing the potential for cooperation in training, scientific research, and technology development in the future, laying the groundwork for continued contact and promoting suitable collaboration directions.

Held in an open, frank, and constructive atmosphere, the meeting contributed to strengthening the connection between the Vietnamese intellectual community in Japan and domestic higher education institutions. It also demonstrated the interest of the Ministry of Education and Training and the Vietnamese Representative Missions in Japan in promoting the intellectual resources of overseas Vietnamese.

In the coming time, the Consulate General of Vietnam in Osaka will continue to coordinate with the Ministry of Education and Training, universities, research institutes, and the Vietnamese community in Japan to promote professional connections, support partner searches, and develop suitable cooperation initiatives.

Through this, it will contribute to leveraging the intellectual resources of overseas Vietnamese, enhancing domestic education, science, and technology capabilities, and promoting Vietnam-Japan cooperation to become more profound, practical, and effective.
