During the meeting with Mr. Yamamoto Ichita, Governor of Gunma Prefecture, Prime Minister Pham Minh Chinh highly appreciated the robust development of the Vietnam-Japan Comprehensive Strategic Partnership, marked by significant, substantive, and effective achievements with increasing political trust.
Local cooperation, cultural exchanges, human resource connections, and people-to-people exchanges between the two countries have become increasingly close and effective. Quang Ninh is notably connected with Japan, as evidenced by existing projects such as Bai Chay Bridge, the Vietnam-Japan Labor Culture Center, environmental projects, and cultural exchanges.
Recognizing the effective cooperation between Gunma Prefecture and Vietnamese localities, the Prime Minister expressed his desire for the Governor of Gunma to continue fostering business cooperation between Gunma enterprises and Vietnam, particularly in Quang Ninh, focusing on science and technology, innovation, and supporting the Vietnamese community in Gunma – the Japanese locality with the largest Vietnamese population. He also encouraged the promotion of cultural and people-to-people exchanges between Gunma and Vietnamese provinces.

Mr. Yamamoto Ichita, Governor of Gunma Prefecture, expressed his pleasure at meeting Prime Minister Pham Minh Chinh for the second time and shared his sympathy with Vietnam and its people affected by natural disasters, hoping for their swift return to normalcy.
Expressing his honor to attend the Vietnam-Japan Local Cooperation Forum, the Governor noted that many Japanese businesses are eager to invest in Vietnam, and the forum will provide an opportunity for Japanese localities and businesses to connect and explore cooperation with Vietnamese counterparts in the future.
The Governor requested the Prime Minister's continued support to facilitate Gunma's enhanced cooperation with Vietnam, as well as with Vietnamese businesses and localities.

Immediately afterward, Prime Minister Pham Minh Chinh held a separate meeting with Japanese local delegations attending the Vietnam-Japan Local Cooperation Forum.
Prime Minister Pham Minh Chinh welcomed the Japanese localities to Quang Ninh, Vietnam, home to the beautiful Ha Long Bay, a World Natural Heritage site, to participate in the forum.
The Prime Minister affirmed that this forum not only deepens the Vietnam-Japan relationship as the two countries elevate their ties to a "Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World".

The Prime Minister urged Japanese localities to continue focusing on human resource training and supporting Vietnamese residents living and working there; enhancing people-to-people diplomacy and tourism between provinces and the two countries; promoting innovation and digital transformation; and improving the effectiveness of business cooperation between local enterprises.
The Prime Minister hoped the forum would become an annual event, providing a solid foundation to promote deep, effective cooperation that brings tangible benefits to localities and both nations.
The Prime Minister noted that Vietnamese and Japanese provinces share many commonalities, offering opportunities for exchange, cooperation agreements, and joint efforts to boost socio-economic development and cultural and people-to-people diplomacy.
The Prime Minister expressed his desire for Japanese and Vietnamese provinces to continue developing cooperation agreements and signing partnerships for further development in the coming period. These local cooperation agreements will be a distinctive feature, serving as an important cooperation channel between the two countries.
He affirmed that Vietnam will always facilitate foreign businesses, including those from Japan, to invest in the country.
