Prime Minister Le Minh Hung holds working session with MOFA, calls for comprehensive renewal of foreign affairs

WVR - On the morning of May 11, Prime Minister Le Minh Hung chaired a working session with the Ministry of Foreign Affairs (MOFA) to evaluate the implementation of tasks in recent times; discuss key, urgent, and strategic directions and tasks for the future; and consider proposals and recommendations related to foreign affairs in the new phase.

Attending the working session were Standing Deputy Prime Minister Pham Gia Tuc; General Phan Van Giang, Politburo member, Deputy Prime Minister, Minister of National Defense; Politburo member, Foreign Affairs Le Hoai Trung; Minister, Chairman of the Government Office Dang Xuan Phong; and leaders of various ministries and agencies.

At the meeting, delegates focused on evaluating the achievements, clarifying difficulties and obstacles that need to be addressed, and identifying the causes; thoroughly analyzing global trends and their impacts on Vietnam, and the issues arising in building the diplomatic sector...

Additionally, discussions were held on the key tasks and solutions for the Ministry and the diplomatic sector in the near future, especially in implementing foreign affairs tasks according to the orientations and directives of the Party Central Committee, the Politburo, and the Secretariat; solutions to deepen and make bilateral and multilateral relations more substantive, diplomacy for development, and other aspects of foreign affairs.

The meeting also considered and addressed the Ministry of Foreign Affairs' proposals and recommendations to the Government and the Prime Minister regarding personnel, mechanisms, policies, and resources to build a comprehensive and modern diplomatic foundation.

In his concluding remarks, Prime Minister Le Minh Hung emphasized that the 14th National Party Congress identified “enhancing foreign affairs and international integration as a crucial and regular task”; this marks a significant strategic shift in the Party's thinking, highlighting the high regard for the important role and position of foreign affairs and diplomacy.

Additionally, after reorganizing the apparatus, the Ministry of Foreign Affairs performs the function of unified state management of foreign affairs within the political system; advising on strategic orientations for the Party and State and organizing the implementation of Party foreign affairs, State diplomacy, and people-to-people diplomacy.

Recently, the global situation has been changing rapidly, complexly, and unpredictably, while even small or large fluctuations have direct impacts on Vietnam, with a highly multidimensional and inter-sectoral transmission mechanism; posing many challenges, requiring proactive strategic forecasting, policy responses, and scenarios to cope with potential situations.

All these factors pose a very heavy task for the Foreign Ministry and the diplomatic sector, not only this year but in the coming years, Prime Minister Le Minh Hung stated clearly.

On behalf of the Government, Prime Minister Le Minh Hung acknowledged and highly appreciated the Ministry of Foreign Affairs for its efforts in implementing tasks over the past period, contributing to maintaining peace, stability, the development environment of the country, and friendly relations with other countries; contributing to the completion of theoretical thinking, the Party's foreign policy, especially the strategic shift in foreign affairs at the 14th National Party Congress; promoting the advisory role in orientation and leveraging external resources for development, expanding markets for Vietnamese goods; preparing well for high-level foreign affairs activities, enhancing the country's position and prestige, actively participating in and successfully assuming many important positions on the international stage; closely integrating the three pillars of Party foreign affairs, State diplomacy, and people-to-people diplomacy, linking national defense, security, foreign affairs with economic and social development.

The Prime Minister also noted that, alongside achievements, it is necessary to clearly identify limitations, difficulties, challenges, and their causes to improve further in the future, especially in changing thinking and working methods to meet new requirements and tasks; research, forecast, and advisory work, particularly in expanding markets and leveraging the country's advantageous sectors; coordination and role division among agencies sometimes lack effectiveness and synchronization.

Regarding key tasks and solutions for the future, the Prime Minister emphasized the need to build a clean and strong Party committee; especially focusing on and doing well in Party building, internal political protection, especially in important areas, with timely measures from early, from afar when issues arise.

Additionally, thoroughly researching, urgently concretizing, and institutionalizing the foreign policy of the 14th National Party Congress into specific plans, projects, and solutions, ensuring progress and quality; focusing on the Politburo's Resolution on implementing the foreign policy of the 14th Congress, Resolution 59 of the Politburo on international integration in the new situation, Conclusion 18-KL/TW of the 2nd Plenum of the Party Central Committee, Resolution 250 of the National Assembly on specific mechanisms and policies to enhance international integration efficiency, Resolution 109/NQ-CP of the Government updating and supplementing the Action Program to implement the 14th Party Congress Resolution and Conclusion 18-KL/TW of the Party Central Committee, and other strategic resolutions related to international integration.

The Prime Minister required these tasks to be submitted to the Government and the Prime Minister in May, Quarter II/2026, and issue documents, circulars for guidance (if any) to ensure immediate implementation; at the same time, the development and issuance of legal documents, projects, and submissions already in the 2026 Work Program must ensure the correct progress.

The Ministry of Foreign Affairs should coordinate with relevant ministries and agencies to urgently review, propose amendments, and supplement the Decree on the functions, tasks, and organizational structure of the Ministry of Foreign Affairs; urgently develop KPIs to have a basis for evaluating officials and civil servants; proactively build a mechanism for managing focal points of foreign affairs activities, especially in foreign economic relations, investment attraction, tourism promotion, technology diplomacy...

The Prime Minister also directed the organization of a good foreign affairs program for high-level leaders; to be more active and proactive, coordinating with relevant ministries and agencies in advising, proposing, and building plans; comprehensive and strong renewal in both content and form of organization towards savings, substance, and efficiency; closely aligning with the partner's requirements and our needs to prepare content for exchanges, ensuring specificity and practicality.

At the same time, accelerating digital transformation associated with digitalization mechanisms, urgently building a digital management system, reviewing, monitoring, managing, urging the implementation of international commitments and agreements (clarifying implementation results, difficulties, obstacles, proposals, and recommendations for solutions), especially commitments and agreements following high-level leaders' visits; simultaneously focusing on preparing high-level leaders' activities in the near future.

The Prime Minister demanded improving the quality of research, advice, evaluation, and forecasting of the world and regional situations, adjusting strategies and policies of major and important partners to promptly provide information, advice, recommendations on policies, measures, and response scenarios to avoid passivity and surprise, aiming to prevent from early, from afar the risks impacting the country's security, defense, and development, particularly enhancing research and advisory work to closely and effectively serve the goal of "double-digit" growth, transition, establishing a new growth model based on science and technology, innovation, and digital transformation.

Emphasizing the need to build a comprehensive, modern, and professional diplomatic sector, the Prime Minister noted that Vietnamese Representative Missions abroad should be more proactive and active, closely following the global situation and the host country, firmly grasping the situation in the area, promptly reporting and advising on policies and measures to further strengthen cooperation between Vietnam and other countries in areas of interest and focus; expanding import-export markets, promoting cooperation in science, technology, labor...

The Diplomatic Academy should focus on developing a professional faculty team, innovating training; enhancing strategic research, advisory work; strengthening cooperation with universities, research institutes, leading experts domestically and internationally to build a cooperative network serving evaluation, advisory, policy, and diplomatic strategy formulation aligned with domestic and global situations.

Also at the meeting, the Prime Minister provided opinions on the Ministry of Foreign Affairs' proposals and recommendations; in which the Prime Minister requested an urgent report on the draft Decree detailing certain provisions on mechanisms and policies to leverage resources to enhance international integration efficiency according to Resolution No. 250/2025/QH13 of the National Assembly; coordinating with the Ministry of Culture, Sports and Tourism to research and develop the Cultural Diplomacy Strategy until 2035, with a vision to 2045, reporting to the Prime Minister in Quarter II/2026.

The Prime Minister directed relevant ministries and agencies to closely coordinate with the Ministry of Foreign Affairs to study the content of recommendations, proactively implement tasks and solutions according to their functions, tasks, authority, and state management areas assigned, reporting to the Prime Minister on issues beyond their authority.
