Prime Minister Pham Minh Chinh: Considering all 3 investment models for North–South high-speed railway

WVR - On the afternoon of January 31, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Steering Committee for key projects and important national railway projects, chaired the sixth meeting of the Steering Committee; held online with 18 provinces and cities through which the railway projects pass.

Also in attendance were Deputy Prime Ministers Pham Thi Thanh Tra, Tran Hong Ha, Ho Duc Phoc, Le Thanh Long, Bui Thanh Son, Mai Van Chinh; Ministers, leaders of ministries, sectors, Steering Committee members; Chairpersons of the People's Committees of provinces and cities with railway projects.

During the meeting, the Steering Committee reviewed the progress of the tasks set out, especially the difficulties, obstacles, and bottlenecks that need to be resolved; lessons learned and tasks, solutions to be implemented in the near future to promote project implementation.

The Steering Committee reviewed the progress of Component Project 1 and Component Project 2 of the Lao Cai - Hanoi - Hai Phong standard railway project; negotiations on the cross-border railway connection agreement between Vietnam and China; the progress of surveys and feasibility study reports for the high-speed railway project on the North-South axis; the implementation of urban railway lines in Hanoi, Ho Chi Minh City, and other lines such as Ben Thanh - Can Gio, Hanoi - Bac Ninh, Yen Tu - Ha Long, Lang Son - Hanoi; the construction of the railway industry complex...

The Steering Committee also reviewed the situation of building and completing the institutional framework, railway development policies; training human resources for the railway sector; establishing standards, regulations, selecting technology for railway lines; discussing and researching investment forms including State, enterprises, and public-private partnerships for railway lines...

According to the Steering Committee, since the fifth meeting on January 6, 2026, the Prime Minister and Deputy Prime Ministers have held meetings to direct and assign 36 tasks to ministries, sectors, and localities to focus on resolving difficulties, accelerating the preparation procedures for project investment.

Agencies are actively focusing on implementing 17 tasks as regular directive and operational work; 8 tasks are not yet due; only 1 task has not met the progress due to involvement with foreign partners and requires time to follow their procedures.

Agencies have completed and submitted important decrees to the Government for the implementation of projects such as: Decree on task assignment, ordering; Detailed Decree of the Railway Law; Decree on overall technical design... Ho Chi Minh City has commenced the Ben Thanh - Tham Luong Line 2 Project from January 15, 2026.

Ministries and agencies are implementing the railway human resource development plan approved by the Prime Minister, with a training plan for the 2026-2035 period; accelerating the feasibility study report for the Lao Cai - Hanoi - Hai Phong railway project; signed a consultancy contract for management support, preparation of documents, and technology selection for the feasibility study phase of the North-South high-speed railway project; localities are implementing land clearance work...

Concluding the meeting, Prime Minister Pham Minh Chinh directed, with the action spirit of the 14th Party Congress, that ministries, sectors, localities, and each Steering Committee member, based on their functions, tasks, and authority, proactively implement their work and tasks; promote self-reliance, self-strengthening, without waiting or relying on others; continue to deeply grasp the spirit of "6 clears": clear people, clear tasks, clear time, clear responsibility, clear products, clear authority; complete each task thoroughly; once committed, act, only discuss actions, not retreat.

The Prime Minister emphasized that our Party and State have no greater goal than bringing happiness and prosperity to the people and maintaining independence, sovereignty, and territorial integrity. The Prime Minister requested, based on the identified railway project routes, to urgently organize land clearance for implementation, ensuring the legitimate, fair rights and interests of the people, with their new living conditions better than the old ones, while preventing negativity and corruption. Localities, based on the Resolutions of the National Assembly and Government, coordinate with the Ministry of Finance to allocate funds for land clearance.

Regarding the investors of railway projects and the railway industry complex, restructuring the Vietnam Railway Corporation, Prime Minister Pham Minh Chinh stated that the Government's policy is to assign localities and the Vietnam Railway Corporation to implement, therefore, relevant ministries and agencies must submit proposals for the Government and Prime Minister to issue decisions.

Relevant ministries, sectors, and agencies should review standards, regulations, norms, processes, and procedures according to legal regulations, supplementing if lacking, with respect for practical realities, using practice as a measure. Alongside, parties should review authority in resolving and implementing work content, based on which, if issues, content, or work fall under the authority of any agency or level, assign that level, sector, or agency to resolve.

For the Lao Cai - Hanoi - Hai Phong railway project, the Prime Minister requested focusing on accelerating the implementation of Component Project 1; urgently completing the feasibility study report; selecting a design consultancy contractor based on legal regulations to ensure timely progress; promoting loan negotiations if necessary; accelerating negotiations on the loan agreement and the agreement to build the railway bridge across the Vietnam-China border.

For the Hanoi - Lang Son and Hai Phong - Mong Cai railway lines, the Prime Minister encourages localities to be the investors, proceeding with similar steps as the Lao Cai - Hanoi - Hai Phong railway line.

Regarding the high-speed railway project on the North-South axis, the Prime Minister emphasized that this is an urgent project, contributing to achieving double-digit growth targets and the country's development needs, so it is urgent to apply current laws for implementation. In this, relevant parties need to urgently complete the pre-feasibility and feasibility study reports; simultaneously carry out other tasks such as land clearance...; continue to research and consider all three methods: State, private, and public-private partnerships, ensuring balanced benefits for the State, enterprises, and people.

Regarding urban railway projects, the Prime Minister stated that currently, there are no significant obstacles, and requested the Ministry of Science and Technology to coordinate with localities to urgently issue the national technical standards for urban railways for application. Additionally, ministries, sectors, and localities should research the development of future subway lines.

Prime Minister Pham Minh Chinh outlined the "5 transformations" spirit in implementing railway projects, including: digitalization, greening, optimizing efficiency, intelligent management, harmonizing benefits of the State, people, and enterprises. The implementation of projects is based on the "3 haves" and "2 no's", where "3 haves": benefits for the State, benefits for the people, benefits for enterprises and "2 no's": no corruption, negativity and no asset, effort, or financial waste of the people.

With the spirit of "4 no's": no wasting a day, no delay for a week, no missing opportunities in a month, no being passive in a year, Prime Minister Pham Minh Chinh believes that in the coming time, the implementation of the Steering Committee's work and railway projects will be faster and more efficient, ensuring the completion of set goals and tasks.
