During the inspection of the Phu Quoc International Airport Expansion Project, including the runway and T2 Passenger Terminal, Prime Minister Pham Minh Chinh emphasized the significant importance of the APEC Economic Leaders' Week 2027.

Therefore, the workforce must recognize the honor of participating in constructing these key APEC 2027 projects, contributing to enhancing the nation's position, developing infrastructure, working creatively, ensuring compliance with construction regulations, maintaining progress, quality, environmental cleanliness, and unity. They must also consider the challenging conditions of maintaining normal operations at the existing Phu Quoc International Airport while expanding it.
The Prime Minister urged the units to adhere to the project timeline, uphold a high sense of responsibility, and avoid wasting any time or missing opportunities.
Regarding land clearance, An Giang Province must expedite the process, have a forward-looking vision, and ensure good resettlement for the people, guaranteeing that those relocated have a life at least equal to or better than their previous one.
The Prime Minister also requested local authorities to coordinate with units to ensure materials for the project, maximizing the use of locally excavated soil...

* On the same morning, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for two projects serving APEC: Bai Dat Do Mixed-use Urban Area and Nui Ong Quan Eco-tourism Mixed-use Urban Area, key projects for the APEC 2027 Conference. Deputy Prime Ministers Nguyen Chi Dung and Bui Thanh Son also attended.

The two projects are expected to add approximately 12,000 hotel rooms, serviced apartments, and international-standard commercial centers and landscapes, preparing the best accommodation infrastructure to meet the stringent requirements for the high-level APEC 2027 diplomatic event. They will also contribute to creating a new urban hotel and commercial landscape for Phu Quoc.
The Bai Dat Do Mixed-use Urban Area, covering 88.4 hectares with a total investment of about 64 trillion VND, is being developed along the APEC Boulevard, flanked by towers up to 40 stories high, integrating luxury hotels, commercial centers, and seaside squares...

The highlight of the project is a cluster of 15 high-rise beachfront hotels with nearly 6,500 rooms, creating a "hotel city" in the heart of Phu Quoc Island. This complex is expected to transform Bai Dat Do into a "second Sydney," world-class yet rich in local character.
Gathering here will be 13 luxury hotel brands owned by five of the world's leading hotel groups, with many high-end brands making their debut in Vietnam, such as SO, Conrad, and W Hotels.

The Prime Minister highlighted that Vietnam has successfully hosted the APEC Economic Leaders' Week twice in Hanoi and Da Nang. A key pillar of the event's success is strategic infrastructure. This is a crucial task for ministries, agencies, businesses, and citizens.
The Prime Minister noted that the number of key projects for APEC 2027 will exceed 21, further elevating the country's position and reputation on the international stage and contributing to local socio-economic development.

Emphasizing the directives from the Politburo, especially from General Secretary To Lam, to successfully organize the APEC Economic Leaders' Week 2027 in terms of infrastructure, content, and organization, the Prime Minister urged ministries, An Giang Province, and Phu Quoc Special Zone to achieve the set goals, particularly implementing the "Five Transformations" for Phu Quoc Special Zone: Green Transformation, Digital Transformation, Optimization of unique potential, outstanding opportunities, and competitive advantages; Smart management and governance; Harmonization of benefits for the State, people, and businesses.
"Four No's": No wasting a day; No delays of a week; No missed opportunities in a month; No passivity in a year. "Three Yes's": Contribution from the State; Contribution from businesses; Contribution from the people.

The Prime Minister commended An Giang Province and Phu Quoc Special Zone for quickly implementing projects in accordance with the law, facilitating businesses in executing important projects. He also praised Sun Group and contractors for their high sense of responsibility, working "three shifts, four teams," "eating quickly, sleeping promptly," working through holidays, "overcoming sun and rain, not losing to storms," "only discussing progress, not setbacks"...
The Prime Minister demanded that all entities involved in the projects strictly comply with the law, adhere to timelines, ensure quality, meet technical and aesthetic requirements, maintain environmental hygiene, labor safety, and optimize efficiency during construction.
Ministries and agencies must support businesses and citizens during the implementation of key projects for APEC 2027; the public is encouraged to continue supporting these projects.

* According to the An Giang Provincial People's Committee, the APEC Economic Leaders' Week 2027 is a particularly important political and diplomatic task, reflecting the trust of the Party and State in assigning An Giang Province the responsibility of implementing infrastructure projects for the Conference in Phu Quoc Special Zone. This is both an urgent task and an opportunity to create a breakthrough in infrastructure, services, and development space for the province and the Special Zone.

Strictly implementing the conclusions and directives of the Government Leaders in the notifications from the Government Office, the Provincial People's Committee organizes management according to a centralized and unified mechanism, linking the responsibility of the head; assigning provincial leaders to directly oversee and direct each project/group of projects and sub-schemes; while assigning departments, sectors, and localities to take charge according to their fields, closely coordinating with Central ministries and agencies to complete all procedures related to investment, land, construction, environment, land clearance, and investor selection.

Simultaneously, the province operates a "green corridor" mechanism for documents and procedures related to APEC projects, prioritizing reception-processing-advisory, shortening circulation time, enhancing interconnection, unifying focal points, minimizing procedural loops, ensuring compliance and quality of the projects.
Based on the overall progress, the Provincial People's Committee maintains weekly briefings and field inspections at least once a week, promptly concluding and directing in writing and urging implementation according to the "6 clear" principle (clear person, clear task, clear time, clear responsibility, clear product, clear authority), especially for key projects, to ensure synchronized implementation and meet the progress for the APEC 2027 Conference.
During the implementation process, many key projects have recorded outstanding results, with significant progress, reflecting the province's high determination and proactive, decisive approach in organizing the tasks for the APEC 2027 Conference. Notable projects include:
Phu Quoc International Airport: Key components are being implemented synchronously, with construction volume increasing rapidly; the T2 Terminal has completed basic construction, and the VIP terminal has achieved significant volume and is being completed. The runway component is being accelerated, with cumulative implementation value of approximately 2,370 billion VND.
Main completion milestones include: Runway by June 30; VIP terminal by September 30; T2 Passenger Terminal (Phase 1) by December 30, 2026. The handover of aviation infrastructure assets has been organized in accordance with Directive No. 625/TB-VPCP.
APEC Boulevard: The project has been adjusted and completed for implementation based on Decision No. 2730/QD-UBND dated December 31, 2025; disbursement has reached 56.4% of the 2025 plan, and a portion of the site has been handed over for construction.
The province is focusing on completing compensation procedures, payment, and handing over the remaining site according to the February 2026 schedule, facilitating the acceleration of main components.
APEC Conference Center (including embankment, land reclamation of 57 hectares) and functional facilities: The project has completed major investment preparation steps (policy, investor selection, detailed planning); construction has been organized with an overall volume of about 33%, with the service road 100% completed. Specialized procedures are being coordinated by the leading agencies to ensure overall progress.
To enhance the long-term quality and capacity of the route, following the directive of General Secretary To Lam and the Central Working Group during a meeting with the An Giang Provincial Party Committee in Phu Quoc (November 20, 2025), the province has reviewed and oriented the expansion and upgrade of the route to better standards and scale.
Accordingly, the project needs to update the scope, scale, design-estimate documents, and fully implement the appraisal and approval process according to regulations; this is a mandatory technical-legal requirement to ensure project quality.
The Provincial People's Committee is focusing on shortening document processing time while maintaining construction organization according to actual site conditions, ensuring the overall progress of the project.
