Attending the reception were Politburo member, Minister of Foreign Affairs Le Hoai Trung; Deputy Prime Ministers; leaders of various central committees, ministries, and agencies; Palestinian Ambassador to Vietnam Saadi Salama, Head of the Diplomatic Corps in Vietnam, along with ambassadors, chargés d'affaires, and heads of international organizations in Hanoi, accompanied by their spouses.
Speaking at the event, on behalf of General Secretary To Lam, the Party, State leaders, and the people of Vietnam, Prime Minister Pham Minh Chinh extended the best New Year wishes to the ambassadors, heads of international organizations, and all distinguished guests. He noted that the year 2025 had passed, leaving behind a mix of emotions and breakthroughs, with unexpected, unusual, and uncertain elements; difficulties, challenges, and opportunities intertwined, but overall, challenges outweighed opportunities.

Nevertheless, amidst these "headwinds", peace, cooperation, and development remain the main currents, connecting us all, and are the core values that every nation and people aspire to.
For Vietnam, Prime Minister Pham Minh Chinh stated that 2025 was a comprehensive test of the governance capacity, adaptability, and resilience of the entire political system, businesses, and the people.
In a constantly changing world, Vietnam has chosen a path of decisive, consistent, and responsible action, actively and effectively participating in addressing global, comprehensive challenges.

With the spirit of "The Party leads, the Government unites, the National Assembly agrees, the people support, the Fatherland expects, international friends assist, we only discuss how to act, not retreat," Vietnam has overcome difficulties and challenges to achieve significant developmental milestones, laying the foundation, momentum, position, strength, and confidence to stride into a new era of development.
Among these, growth reached 8.02%, the highest in the region and among the top-growing countries globally; achieving and exceeding all 15 key socio-economic targets.
Acknowledging that these achievements are due not only to Vietnam's efforts but also to the invaluable companionship, support, and cooperation of international friends, Prime Minister Pham Minh Chinh, on behalf of General Secretary To Lam and the Party and State leaders of Vietnam, expressed sincere gratitude to the ambassadors, heads of international organizations, partners, and extended thanks to the states, governments, senior leaders, and people of other countries for their steadfast support, "sharing joys and sorrows," "standing together through thick and thin" with Vietnam in the process of building and defending the Fatherland.

The Prime Minister stated that in the new development phase, adhering to the spirit and goals set by the 14th Party Congress, Vietnam continues to pursue an independent, self-reliant, diversified, and multilateral foreign policy, being a good friend and reliable partner to all countries worldwide, and a responsible member of the international community for the goals of peace, cooperation, and development in the region and globally; while identifying foreign affairs as a crucial, regular task.
Confident that diplomats living and working in Vietnam feel the warm, sincere, friendly, trustworthy, united, responsible, and caring atmosphere of the Party, State, and people of Vietnam; with a secure, stable, and creatively dynamic environment, the head of government hopes to continue receiving the valuable companionship and assistance of international friends - sincere partners and friends of Vietnam - to jointly realize the vision: "Vietnam develops sustainably - ASEAN closely connected - Asia prosperously linked - The world peacefully harmonious - Humanity equally advancing".

The Year of the Horse 2026 is not just the beginning of a new year but also the start of a new era of development for Vietnam with a vision for the next 100 years, aiming for a prosperous, civilized, and happy nation advancing rapidly and strongly towards socialism. Prime Minister Pham Minh Chinh noted that in Vietnamese culture, the Horse symbolizes continuous movement, endurance, and the aspiration to go fast and far but sustainably; while "Binh" - the flame - symbolizes light, life, enthusiasm, and new developmental energy.
Prime Minister Pham Minh Chinh hopes and believes that the ambassadors, chargés d'affaires, and heads of international organizations in Hanoi will continue to effectively play their special bridging roles, fostering increasingly strong, deep, practical, and effective friendships and cooperation between countries, international organizations, and Vietnam; so that each nation and people can develop more robustly, for a world of peace, friendship, cooperation, and prosperous, sustainable development.

The head of the Government calls on the delegates to join hands in promoting the spirit of "3 creations": Unity to create strength; cooperation to create resources; dialogue to create trust; together wishing for peace, prosperity, civilization, and happiness in the world; the friendship and cooperation between Vietnam and other countries, international organizations are continuously strengthened, enhanced, and developed; everyone, every family celebrates Tet with abundant health, full of happiness, and many successes.

Speaking at the reception, on behalf of the Diplomatic Corps, Palestinian Ambassador to Vietnam Saadi Salama, Head of the Diplomatic Corps in Vietnam, emphasized that the past year 2025 was significant for Vietnam, marked by many positive and encouraging results across various fields. Notably, the successful organization of the 14th National Congress of the Communist Party of Vietnam marked a new development phase for Vietnam.
Additionally, the socio-economic achievements in 2025 continue to reflect the persistent efforts of the Government and people of Vietnam in maintaining growth, macroeconomic stability, and improving people's lives. Vietnam remains an attractive destination for investment, trade, and development cooperation, while gradually implementing effective strategies for digital transformation, sustainable development, and green growth.

Ambassador Saadi Salama noted that based on these results, Vietnam is entering an impressive development phase - an era of strong renewal aspirations, enhancing growth quality, and maximizing human potential, continuing the achievements made while opening up modern and sustainable pathways for the future.
In foreign affairs, Vietnam continues to strongly promote its role as a reliable partner, an active and responsible member of the international community, making practical contributions to peace, stability, and cooperation in the region and globally. These efforts are recognized and highly appreciated by the international community and the Diplomatic Corps in Hanoi.
The Head of the Diplomatic Corps emphasized that as 2026 begins, Vietnam continues to pursue new development goals with many significant events, including the election of the 16th National Assembly. This is a meaningful milestone, reflecting the stable operation of state institutions, as well as the commitment to continuously improving national governance systems to meet the demands of the new development phase.

Noting that in a world still facing many challenges, enhancing dialogue, cooperation, and mutual understanding among nations becomes increasingly necessary, the Ambassador is confident that shared values such as peace, respect for international law, mutually beneficial cooperation, and solidarity will continue to be the foundation for the international community to work towards a more stable and prosperous future.
On this occasion, Ambassador Saadi Salama expressed sincere gratitude to the Party, State, Government of Vietnam, and various ministries, especially the Ministry of Foreign Affairs, as well as the authorities and people of Hanoi for their continuous attention, support, and facilitation for diplomatic missions, international organizations, and their families living and working in Vietnam.

According to the Ambassador, the open, safe, friendly, and heartfelt environment that Vietnam provides for the international diplomatic community not only allows ambassadors, chargés d'affaires, and heads of international organizations to confidently contribute to the development of friendly cooperative relations but also nurtures sincere feelings and deep bonds, making Ambassadors, Chargés d'affaires, and Heads of representatives missions increasingly fond of Vietnam and its people.
The Ambassador wishes Vietnam continued stable, sustainable development, continuously advancing strongly and affirming its increasingly high position in the new era; the friendship and cooperation between nations are increasingly consolidated and strengthened, in a spirit of trust, respect, and mutually beneficial cooperation, for a world of peace, stability, prosperity, and sustainable development.
