Prime Minister Pham Minh Chinh requested Ambassador He Wei to convey warm regards, sincere affection, and best Lunar New Year wishes to General Secretary, President Xi Jinping, Premier Li Qiang, Chairman of the National People's Congress Zhao Leji, Chairman of the CPPCC Wang Huning, and other Chinese leaders.
Introducing to Ambassador He Wei the significant outcomes of the 14th National Congress of the Party, especially the high determination, new points, major goals, orientations, and breakthrough solutions approved by the 14th Congress to transform Vietnam into a developed socialist-oriented country, Prime Minister Pham Minh Chinh sincerely thanked the Central Committee of the Communist Party of China for promptly sending congratulatory messages to the 14th Congress of the Communist Party of Vietnam. Both sides sent special envoys to visit each other to congratulate and inform about the success of the 14th Congress.
Prime Minister Pham Minh Chinh affirmed that Vietnam is steadfast in its foreign policy of independence, self-reliance, peace, friendship, cooperation, development, diversification, and multilateralization of foreign relations. Strengthening and developing relations with China is a consistent policy, an objective requirement, a strategic choice, a natural and top priority for Vietnam. Vietnam is ready to work with China to further consolidate the political, material, and social foundations of the Vietnam-China relationship.

Expressing sincere gratitude to Prime Minister Pham Minh Chinh for taking the time to meet and providing important insights on the direction and tasks to promote China-Vietnam relations in the coming time, Ambassador Ha Wei conveyed New Year greetings from senior Chinese leaders to Prime Minister Pham Minh Chinh and Vietnamese leaders.
Ambassador He Wei congratulated Vietnam on successfully organizing the 14th National Congress of the Communist Party of Vietnam and the significant development achievements of Vietnam in recent years, especially during the 13th Party Congress term. He expressed confidence that under the resilient leadership of the Central Committee of the Party, headed by General Secretary To Lam, Vietnam will certainly achieve the goals and tasks set by the 14th Congress, fulfilling the "two centenary goals" on the occasion of the Party's and the country's founding.
In a friendly, open, and trusting atmosphere, Prime Minister Pham Minh Chinh and Ambassador He Wei reviewed the very positive progress in Vietnam-China relations in 2025. They discussed measures to effectively implement the common understanding of the highest leaders of the two Parties and countries, promoting bilateral relations to new heights in the coming time.
Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts, dedication, and positive contributions of Ambassador He Wei and the Chinese Embassy in Vietnam to the progress in bilateral relations. Both sides agreed that Vietnam-China relations have made positive developments in recent times, following the "6 more" orientation: close strategic exchanges, enhanced political trust; increasingly comprehensive and diverse cooperation mechanisms reflecting high trust; substantial cooperation with many new breakthroughs in quality; bilateral trade turnover in 2025 reached a record level; the progress of implementing three standard-gauge railway lines connecting the two countries was accelerated; tourism recovered positively, with China returning as Vietnam's number one tourist market; local cooperation and people-to-people exchanges were vibrant.

Emphasizing the special significance of the very successful phone call between General Secretary To Lam and General Secretary, President Xi Jinping right after the success of the 14th National Party Congress, Prime Minister Pham Minh Chinh proposed that from the beginning of 2026 and the start of the 14th Congress term, both sides should thoroughly grasp the common understanding of the two General Secretaries and immediately implement measures to continue maintaining the positive development momentum of bilateral relations.
Prime Minister Pham Minh Chinh proposed that both sides further strengthen mutual understanding, enhance political trust through well-organized exchange activities, contacts, and high-level delegation exchanges; better utilize cooperation mechanisms, encourage ministries, sectors, and localities to promote exchanges and cooperation; vigorously implement the pillar of defense-security cooperation; improve and enhance the effectiveness of intergovernmental working mechanisms in key areas.
Regarding practical cooperation areas, Prime Minister Pham Minh Chinh proposed promoting more balanced and sustainable bilateral trade, with China providing the highest facilitation for licensing Vietnamese agricultural, aquatic, and livestock products that meet standards, supporting Vietnamese goods to be exported through China to other markets; enhancing cooperation in electricity imports; promoting smart border gate cooperation and cross-border economic activities in border localities; elevating cooperation in science and technology, combined with human resource training and technology transfer, sharing experiences in new advanced fields; both sides coordinating to effectively and timely implement the Agreement between the two governments on cooperation in building three standard-gauge railway lines.
The Prime Minister proposed strengthening cooperation, creating substantial breakthroughs in local cooperation, especially between border localities of the two countries, as well as in cultural, educational, tourism, and health fields; increasing propaganda about the Vietnam-China friendship, consolidating a solid social foundation for bilateral relations.
Prime Minister Pham Minh Chinh also proposed that both sides continue to manage the land border well; seriously implement the high-level common understanding on controlling and better resolving maritime disputes based on respecting each other's legitimate rights and interests and resolving disputes through peaceful measures in accordance with international law, including UNCLOS 1982.

Highly appreciating and respecting the determination and resolute actions of the Vietnamese Government and Prime Minister Pham Minh Chinh in implementing and concretizing the high-level common understanding between the two Parties and countries in recent years, Ambassador He Wei affirmed that the Chinese Party and State always highly value and prioritize promoting relations with Vietnam. They are ready to work with Vietnam to enhance high-level strategic exchanges, share experiences and theories on Party building, state governance, elevate cooperation in key areas, regularly including diplomacy, defense, and public security, thereby strengthening higher political trust.
China is ready to promote more substantial and effective bilateral cooperation in various fields; leverage each side's advantages, enhance connectivity between the two economies in their new development stages, especially promoting economic-trade cooperation, supply chains, production chains, high-quality investment, balanced and sustainable financial-monetary development; accelerate railway cooperation, strategic transportation connectivity; promote cooperation in new fields such as high-tech science and technology, digital economy, green economy; through cultural, educational, tourism, and people-to-people exchange activities, especially among the younger generation of the two countries, continuously consolidate the friendly foundation of bilateral relations. Both sides should closely follow the high-level common understanding, jointly control and better resolve disagreements, creating a peaceful, stable, and favorable environment for each country's development.
During the meeting, representatives of border localities of Vietnam exchanged views on key cooperation areas between the two sides. Ambassador He Wei affirmed that the Chinese side values and is ready to closely coordinate with Vietnamese ministries, sectors, and localities in resolving issues and promoting continuous progress in bilateral cooperation.
