On this occasion, both sides conducted the first session of the Meeting Mechanism between the Secretary of the Party Committee of the Ministry of Foreign Affairs and the Head of the International Liaison Department of the Communist Party of China.
Head of the International Liaison Department of China Liu Haiting warmly congratulated the 14th National Congress of the Communist Party of Vietnam on its great success, marking a historic milestone in Vietnam's new era of development.
Special Envoy Liu Haiting congratulated Foreign Minister Le Hoai Trung on being elected to the Politburo of the 14th Central Committee of the Communist Party of Vietnam. He emphasized that the Central Committee of the Communist Party of China and General Secretary, President Xi Jinping support the Central Committee of the Communist Party of Vietnam, led by General Secretary To Lam, in successfully implementing the 14th Congress Resolution and building socialism suited to the country's conditions.
Expressing sincere thank for the warm congratulations from Special Envoy Liu Haiting, Minister of Foreign Affairs Le Hoai Trung provided an overview of the results of the 14th National Congress of the Communist Party of Vietnam. The Congress not only set goals and directions for the 2026–2030 term but also made strategic decisions for the future and destiny of the Vietnamese nation in the new era of development.

Politburo Member, Minister Lê Hoài Trung emphasized that the Congress, for the first time, identified foreign affairs and international integration, alongside strengthening national defense and security, as crucial and regular tasks. He affirmed that Vietnam consistently pursues an independent, self-reliant, peaceful, friendly, cooperative, and developmental foreign policy, diversifying and multilateralizing foreign relations, and actively and responsibly participating in addressing regional and international common issues.
Emphasizing the high priority in promoting Vietnam-China relations, both sides reviewed the cooperation situation and significant progress in the relationship between the two Parties and countries in recent times. They engaged in deep exchanges of views and reached a high consensus on effectively implementing high-level agreements and common understandings, especially the important common understanding achieved between the two General Secretaries during the phone call on January 26.
Affirming that the Party and State of Vietnam always prioritize relations with China, Minister Lê Hoài Trung proposed that both sides coordinate well in organizing high-level delegation exchanges between the two Parties and countries in the coming time. He called for further leveraging the role of party-to-party exchange and cooperation mechanisms, enhancing coordination at multilateral political party forums, continuing cooperation in cadre training, increasing exchanges of experience and theory, and organizing some online exchange activities on issues of mutual concern. He also suggested promptly signing cooperation programs and plans between the two Parties in the new phase, encouraging local party committees, especially those with shared borders, to strengthen friendly exchanges and cooperation, and enhancing friendly exchanges between mass organizations, especially the younger generation, to promote friendly propaganda and solidify the social foundation for bilateral relations.

Highly appreciating and agreeing with the opinions and proposals of Foreign Minister Le Hoai Trung, Special Envoy Liu Haiting affirmed that the International Liaison Department of the Communist Party of China is ready to work with the Party Committee of the Ministry of Foreign Affairs of Vietnam to maintain the tradition of close coordination between the foreign affairs and diplomatic agencies of the two Parties and countries, actively and positively contributing to the mission of promoting friendly relations between the two Parties and countries.
Both sides will continue to jointly promote the strategic advisory role, ensure regular high-level exchanges, enhance the effectiveness of cooperation mechanisms, and party-to-party dialogue. They will strengthen cooperation in theoretical research and experience exchange in areas such as party building and national governance, intensify cooperation in training and developing cadres, and leverage the party channel's advantages in promoting high-quality economic-trade and investment cooperation, infrastructure connectivity, and people-to-people exchanges between the two countries to achieve increasingly positive new developments.
Both sides also agreed to enhance closer multilateral coordination, contributing responsibly to maintaining peace, stability, and development in the region and the world. They will work together to manage and resolve disagreements based on high-level common understandings and in accordance with international law.
