In an atmosphere of excitement, shared by the people of both nations following the successful conclusion of the 14th National Congress of the Communist Party of Vietnam and the 12th Congress of the Lao People's Revolutionary Party, General Secretary To Lam and Lao General Secretary and President Thongloun Sisoulith informed each other about the situation of each Party and country, and the outstanding results of each Party's National Congress.

The two leaders exchanged extensive views on major policies outlined in each Party's Congress Resolution, the situation in each country, and global and regional developments. They discussed ways to further enhance the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Vietnam and Laos in the new phase. Both sides agreed that in the rapidly changing, complex, and unpredictable international and regional context, the continued strengthening of solidarity, political trust, and close coordination between the two Parties and States of Vietnam and Laos is of special significance.

During the talks, warmly congratulating Comrade Thongloun Sisoulith on his re-election as General Secretary of the Lao People's Revolutionary Party, General Secretary Tô Lâm warmly welcomed the Lao General Secretary, President, and his spouse, along with the high-ranking delegation of the Lao Party and State, on their state visit to Vietnam. He expressed appreciation and high regard for the fact that the Lao General Secretary and President chose Vietnam as the first country to visit in his capacity as Lao General Secretary and President, right after the successful conclusion of each Party's new term Congress.

General Secretary To Lam affirmed that the visit holds significant and historical importance, deeply reflecting the special regard of the Lao Party, State, and Comrade Thongloun Sisoulith for the Vietnam-Laos relationship. He expressed confidence that the visit will be a great success, elevating the relationship between the two countries to new heights, affirming the determination of the leaders and people of both nations to preserve and enhance the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Vietnam and Laos.

On this occasion, General Secretary To Lam sincerely thanked the Lao Party, State, people, and General Secretaty Thongloun Sisoulith for their warm affection and respectful, brotherly reception of the high-ranking delegation of the Vietnamese Party and State during their state visit to Laos in December 2025.

The Lao General Secretary and President highly appreciated the significant, comprehensive, and historically meaningful achievements that the Vietnamese people have attained over 80 years of nation-building and development, especially the remarkable accomplishments after 40 years of renovation, particularly during the 13th Congress term. He warmly congratulated the success of the 14th National Congress of the Communist Party of Vietnam, emphasizing that it is a politically significant event in determining the country's development path and tasks in the new phase. He especially congratulated General Secretary To Lam on being re-elected as General Secretary of the 14th Party Central Committee of the Communist Party of Vietnam, reflecting the high trust of the Vietnamese Party, State, and people.

Lao General Secretary Thongloun Sisoulith expressed deep confidence that under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, Vietnam will continue to uphold its glorious tradition, successfully implement the 14th Congress Resolution, and achieve the two centennial goals.

On this occasion, General Secretary To Lam once again congratulated the resounding success of the 12th Congress of the Lao People's Revolutionary Party, affirming that the success of the Congress marks a new development phase for the Lao revolution, demonstrating the great strength of the national unity bloc, the steadfastness in the comprehensive renovation path, with principles and inheritance, for the goal of protecting, building, and developing Laos. He emphasized that this is a source of pride for the Lao people and a shared joy for Vietnam, contributing to strengthening the solid political foundation for further enhancing the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Vietnam and Laos.

General Secretary To Lam affirmed the strong and comprehensive support of the Vietnamese Party, State, and people for Laos's nation-building, renovation, and protection efforts. He expressed firm belief that, building on the significant achievements and valuable experiences of 40 years of renovation, the Lao Party, State, and people will continue to successfully implement the 12th Congress Resolution and the 10th Five-Year Socio-Economic Development Plan, successfully building a peaceful, independent, democratic, unified, and prosperous Laos according to socialist goals.

In their discussions, the two leaders affirmed that the inclusion of "strategic connection" into the framework of the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos in 2025 is a new development with long-term strategic significance, creating a solid political foundation to deepen, effectively and sustainably develop the bilateral relationship. This contributes to political stability, achieving development goals, and enhancing the position of each country.

The two leaders emphasized that in the context of both Parties successfully organizing new term Congresses, opening a new development phase with long-term strategic orientations, the continued strengthening of strategic connection and deepening and more substantive comprehensive cooperation between Vietnam and Laos is of utmost importance and urgency. They affirmed that this is not only an objective requirement arising from the fundamental, long-term interests of each country but also a shared political responsibility of the two Parties to inherit, preserve, and develop the invaluable common asset that the generations of leaders and people of both countries have painstakingly nurtured. They agreed that in the new development phase, both sides need to concretize, organize, and effectively implement high-level agreements and the Vietnam-Laos Joint Statement at the center, ensuring a close connection between strategic vision and specific actions.

The two leaders agreed to leverage each country's strengths, focusing on implementing projects that meet the practical needs of the people of both countries, bearing high symbolic significance for bilateral relations. Priority will be given to key areas such as defense-security, contributing to maintaining political stability, order, and social safety in each country, and solidifying a peaceful and stable environment for long-term sustainable development. They will boost economic-trade-investment cooperation, striving for a trade turnover of 10 billion USD, enhancing the connection between the two economies, and connecting transportation with major projects like the Hanoi-Vientiane expressway and the Vientiane-Vung Ang railway. They will enhance the quality and effectiveness of education and training cooperation, developing human resources, especially high-quality human resources, exploring the possibility of applying new training models, and promoting the special Vietnam-Laos relationship. They agreed to strive to create breakthroughs and enhance cooperation efficiency in culture, tourism, science-technology based on maximizing the potential, strengths, and complementary nature of each country. They will expand cooperation in telecommunications, e-government, and digital transformation.

The two leaders agreed to maintain effective information exchange, assess the international situation, consult, closely coordinate, and effectively support each other on international and regional issues and activities at multilateral forums.

On this occasion, Lao General Secretary and President Thongloun Sisoulith extended an invitation to General Secretary To Lam to visit Laos soon. General Secretary To Lam gladly accepted the invitation.

At the conclusion of the talks, the two leaders witnessed the signing of cooperation documents between the two countries.
