Party General Secretary meets with Japanese Prime Minister

On the afternoon of April 27, 2025, at the headquarters of the Communist Party of Vietnam (CPV), Party General Secretary To Lam held a meeting with President of the Liberal Democratic Party and Prime Minister of Japan, Ishiba Shigeru, on the occasion of the latter’s official visit to Vietnam.

On behalf of the Party, State, and people of Vietnam, General Secretary To Lam warmly welcomed Prime Minister Ishiba and the high-level Japanese Government delegation, whose visit coincides with Vietnam’s solemn celebrations of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975-2025). The Vietnamese Party chief underscored the significance of the visit in opening a new chapter in the Comprehensive Strategic Partnership between the two nations.

Prime Minister Ishiba Shigeru expressed his pleasure at returning to Vietnam after 35 years and his honor in making his first visit as Prime Minister during Vietnam’s celebrations of April 30. He conveyed deep admiration for President Ho Chi Minh and Vietnam's national liberation cause, while extending his gratitude to the Vietnamese Party, State, people, and personally to General Secretary Lam for the warm and respectful reception.

During the meeting, General Secretary To Lam highlighted Vietnam’s development goals by 2030, marking the centenary of the Communist Party of Vietnam, and by 2045, the centenary of the nation’s founding, the strategy of economic model innovation for rapid and sustainable growth in the new era of national rise, as well as measures to achieve these goals, including creating breakthroughs in science and technology development and streamlining of administrative apparatus.

In terms of foreign affairs, Vietnam remains steadfast in its independent, self-reliant, peaceful, cooperative, and development-oriented foreign policy, emphasizing diversification and multilateralization of international relations, promoting increasingly deep and effective relations with partners, in which Japan is considered one of the leading and long-term strategic partners.

Prime Minister Ishiba Shigeru praised Vietnam’s remarkable socio-economic achievements and commended the country's proactive and dynamic engagement amid a rapidly evolving regional and global landscape. He expressed confidence that Vietnam will continue to achieve greater successes in the new era and affirmed that Japan stands ready to accompany Vietnam on its development journey.

Highlighting the 1,300-year history of exchanges between the two nations, General Secretary To Lam expressed delight at the flourishing and comprehensive development of Vietnam–Japan relations, marked by high political trust and vibrant high-level exchanges. He proposed seven key directions for future cooperation, including enhancing political trust, promoting substantive and effective security-defense cooperation, strengthening economic ties based on science, technology, and high-quality human resources, and encouraging Japanese participation in Vietnam's major infrastructure projects through new-generation ODA.

The Vietnamese Party chief also emphasized the need to elevate science, technology, and innovation cooperation as a new pillar of the bilateral relationship, proposing enhanced collaboration in digital transformation, high-tech agriculture, green and energy transition, and local and people-to-people exchanges.

Prime Minister Ishiba Shigeru reaffirmed that Vietnam is an indispensable partner for Japan. He pledged Japan’s continued support for Vietnam’s efforts to build an independent and self-reliant economy, industrialization, and modernization, aligning with Vietnam’s strategic and socio-economic development goals for the new era.

The Prime Minister also emphasized strengthening cooperation between the Liberal Democratic Party and the Communist Party of Vietnam.

Prime Minister Ishiba Shigeru affirmed Japan’s commitment to deepening cooperation in economics, ODA, investment, security-defense, cybersecurity, peacekeeping, culture, and people-to-people exchanges, while fostering collaboration in emerging fields such as digital transformation, innovation, quantum technology, and semiconductors. He agreed to support high-quality human resource development both in Japan and at the Vietnam–Japan University, a symbol of bilateral cooperation.

He further reiterated Japan’s support for the over 600,000 Vietnamese residing, studying, and working in Japan. Japan will send a delegation to attend the World Police Band Concert organised by Vietnam’s Ministry of Public Security, he said.

During the meeting, the two sides also agreed to enhance coordination at regional and international forums, such as the United Nations and ASEAN, especially in the context of the complex international situation, thereby contributing practically to maintaining peace, stability, cooperation, and development in the region and the world.

General Secretary To Lam took the occasion to extend an invitation to the Emperor and Empress of Japan to visit Vietnam at an early date. Prime Minister Ishiba Shigeru, in turn, invited General Secretary To Lam and his spouse to visit Japan in the near future.
