During the talks, Permanent Member of the Secretariat Tran Cam Tu sincerely thanked the Chinese Party and State for their warm and thoughtful reception of General Secretary and State President To Lam and the high-level Vietnamese delegation on their state visit to China.
Both sides expressed their delight at the positive, comprehensive, and increasingly in-depth development of relations between the two Parties and countries of Vietnam and China under the leadership and direction of the two General Secretaries and State Presidents. Notably, party-to-party exchanges and cooperation have continuously played a pioneering and strategic role in promptly implementing and effectively promoting high-level common understandings.
Affirming the positive outcomes of the high-level talks between the two General Secretaries and State Presidents, both sides discussed measures to continue realizing the common understandings between the two leaders, leveraging the unique advantages and strategic guiding role of party-to-party channels in bilateral relations, contributing to further shaping and elevating the strategic connection and establishing a new height for Vietnam-China relations in the new phase.
Both parties agreed to maintain regular contact between the highest leaders of the two Parties and countries through various flexible forms; effectively utilize the directive role of high-level party channel meetings and the coordinating role of the annual meeting mechanism between the Party Committee of the Ministry of Foreign Affairs of Vietnam and the International Liaison Department of the Communist Party of China; effectively implement the cooperation plan between the two Parties for the 2026-2030 period, including cadre training cooperation, especially for strategic-level cadres; elevate theoretical cooperation between the two Parties, promptly determine the theme and plan for organizing the 21st Theoretical Seminar between the two Parties; enhance friendly exchanges and substantive cooperation between corresponding central and local party organizations, especially in border areas. The Communist Party of China affirmed its readiness to continue actively sharing experiences and coordinating with Vietnam in the construction of the Communist Party of Vietnam Museum.
Permanent Member of the Secretariat Tran Cam Tu proposed that both sides closely coordinate to elevate strategic trust, ensure political security, and enhance cooperation between key agencies of the two countries, effectively implement the 3 3 Strategic Dialogue mechanism at the ministerial level of Foreign Affairs, Public Security, and Defense; appropriately handle disagreements based on high-level common understandings and in accordance with international law, maintaining a peaceful and stable environment for both countries.
The Permanent Member of the Secretariat suggested that both sides create a tighter bond in cooperation, jointly building a solid material foundation for bilateral relations, focusing on accelerating the elevation of strategic infrastructure connectivity, giving the highest priority to railway cooperation, promoting more balanced and sustainable trade development, and further elevating connections in science and technology, innovation, and digital transformation.
The Permanent Member of the Secretariat expressed a desire for both sides to further promote people-to-people exchanges, effectively implement the Vietnam-China Tourism Cooperation Year 2026-2027 initiative by the two General Secretaries and State Presidents; enhance cooperation in culture and education; continue to closely coordinate and support each other in hosting important international events such as APEC 2026 in China and APEC 2027 in Vietnam.
Expressing high agreement with the views of Permanent Member of the Secretariat Tran Cam Tu, Comrade Cai Qi emphasized the irreplaceable importance of strategic exchanges between the highest leaders of the two Parties; suggested that both sides ensure good strategic exchanges regularly with flexible forms between the two General Secretaries and State Presidents.
Cai Qi proposed that both sides promptly implement the high-level common understandings achieved during this visit by General Secretary and State President To Lam, continue to deepen exchanges and cooperation between the two Parties on theoretical exchanges, sharing experiences in party building and state management, continuously promoting the key and guiding role of party-to-party relations in the development of bilateral relations.
Cai Qi affirmed that China is ready to share development opportunities with Vietnam during the implementation of the 15th Five-Year Economic-Social Development Plan; jointly promote modernization, create breakthroughs, and highlights in new cooperation fields, especially in science and technology, innovation, and high-quality talent training.
The two leaders also agreed to further enhance people-to-people exchanges, effectively implement friendly cooperation programs such as the red journey, border people-to-people exchanges; jointly manage and better resolve disagreements based on high-level common understandings and in accordance with international law.
