As the result, the Muong Nhe district Party Committee has reached the target of no hamlet without any party member, establishing party cells at hamlet and village level; improving the capacity of local Party leaders and strength of local Party cells.
The Muong Nhe District Party Committee has helped Ly Tu Xe - a villager who was imprisoned for drugs possessing and trafficking - strive to retrieve, becoming a Party member and being elected as the village party secretary.
Ha Nhi ethnic Ly Tu Xe (born in 1983 at Nam Pac hamlet, Cheung Chai Commune, Muong Nhe district, Dien Bien Province) was arrested in 2005. In 2008, after a period of good performance, he was able to return to his family. With the sharing from the local people and authority, he started to rebuild his life.

In 2017, he was honored to be in the ranks of the Party and in 2019 was elected party secretary of Nam Pac hamlet.
“I made a mistake. During the time in prison, I thought a lot. When I returned home, my wife advised me not to go back to the previous path, but concentrating on farming for economic development ”, Xe recalled.
Previously, his family faced with lots of difficulties while his children were still so young. Now, both of Xe’s children have finished grade 12, the family has fields to cultivate, having pigs and chickens raised and thus getting out of poverty.
The village has 37 households with 139 people, mainly of the Ha Nhi ethnic group. Starting from only 3 or 4 party members, the hamlet Party Committee of Secretary Ly Tu Xe now has had 16 party members. The hamlet can have party meeting once a month.
“At the moment I only want to be supported by the authorities and government with seedlings, knowledge and business experience for economic development, so that I can share with others in the village, helping people to get out of poverty and have stable lives”, said Xe.
Muong Nhe is one of the 62 poorest districts in the country, ethnic minorities account up to 93.6% of the district's population (Mong 64.4%; Ha Nhi 11.7%, Thai 10%; the rest are from other minoritoes). The ethnic people's living conditions are still poor.
With the potential of fertile land, large land fund, and sparse population density, in the past, people from Lai Chau, Lao Cai, Ha Giang, Son La, Yen Bai provinces massively migrated to Dien Bien, especially to Muong Nhe. This causes a number of complex security issues.

Mr. Vu Van Nguyen, Chairman of the District People's Committee, said that over the past years, the district has received special attention from the Party, State, ministries, branches and Dien Bien province authority, the district’s economy gradually has developed, the people's material and spiritual life has been improved.
Nguyen also said that the Party Committee and district authorities have defined the top priorities and tasks such as to build and consolidate the national unity, maintain political security, social order and safety, protect national border sovereignty.
Muong Nhe District Party Committee has effectively implemented many projects and plans to improve the quality of party activities, especially thematic activities. The District Standing Committee issued a Resolution on "Improving the quality of party activities, especially in the hamlets and villages" and the Action Plan to implement the Resolution.
Every year, Muong Nhe District Party Committee organizes meetings to exchange experiences, training party-related works, skills and methods of organizing periodical party activities, thematic activities for local party secretaries within the district.
Nguyen Quang Hung, Secretary of Muong Nhe Party Committee, said, “During the past term, we admitted nearly 700 new Party members, 500 of whom are ethnic people. We have made sure all 38 hamlets have Party members and have established 75 grassroots Party cells. We are providing training and awareness improvement for leading villagers”.
26 village patriarchs have been admitted to the Party. 12 of them have assumed the dual role of village chief and Party cell secretary. Outstanding individuals and role models are recognized each year, Hung said.
“They are the nucleus in spreading the Party and State's directions, policies, and laws, especially in poverty reduction. They are also the nucleus in resolving community conflicts,” Hung added.
Party meetings at the grassroots level usually focus on urgent local issues and are attended and evaluated by district and commune leaders. This allows Party leaders at all levels to assess the quality of Party activities at the grassroots level, criticism and self-criticism, and the fighting spirit of Party members, help people stabilize their lives, and inspire trust in the Party leadership.
