Government Party Committee promotes digital technology application in party building

WVR - On the afternoon of June 15, the Office of the Government Party Committee, in collaboration with the Department of Digital Transformation - Cryptography, and the Office of the Party Central Committee, organized a training conference to implement the Party's administrative procedures in an electronic environment within the Government Party Committee.

Nguyen Thi Tuyen, Member of the Party Central Committee, Deputy Secretary of the Government Party Committee, delivered the opening speech at the Conference.

The conference was attended by Member of the Party Central Committee, Deputy Secretary of the Government Party Committee Nguyen Thi Tuyet; and Deputy Secretary of the Government Party Committee Lai Xuan Lam.

The conference was connected online to 317 locations with the participation of 1,826 party committee members, officials, and civil servants from advisory and assisting agencies, as well as IT and administrative officers from party committees under the Government Party Committee.

At the venue at the Ministry of Foreign Affairs, representatives from the Standing Committee of the Party Committee of the Ministry; specialized advisory and assisting agencies of the Party Committee of the Ministry; representatives from affiliated party committees and cells within the country; along with officers responsible for party building and digital transformation from units under the Ministry of Foreign Affairs were present.

In her opening remarks, Member of the Party Central Committee, Deputy Secretary of the Government Party Committee Nguyen Thi Tuyen emphasized that digital transformation is becoming an essential requirement in the process of innovating leadership methods, enhancing the ruling capacity of the Party, and improving the effectiveness and efficiency of the political system. Implementing the Party's administrative procedures in an electronic environment is a crucial step to concretize the major policies of the Party on the development of science, technology, innovation, and national digital transformation.

Nguyen Thi Tuyen stressed that implementing Resolution No. 57 of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation; Decision No. 204 of the Secretariat on the Digital Transformation Project in Party agencies, along with directives from the Politburo and the Secretariat, digital transformation in the Government Party Committee has achieved many positive results. The system of legal documents, regulations, and rules on digital transformation in Party agencies is increasingly being completed, creating an important legal corridor for synchronized implementation from the Central to the grassroots level.

Notably, the Office of the Party Central Committee has gradually built and put into operation many shared digital platforms, creating a digital ecosystem serving Party work. Platforms such as the Electronic Party Member Handbook, the Party's Operational Information System, the Online Meeting and Work Processing System, the Resolution, Directive, and Conclusion Implementation Monitoring System, and the Party's Administrative Procedure Resolution Information System in an electronic environment have contributed to innovating leadership, direction, and management methods, enhancing the quality of Party building work in the new phase.

For the Government Party Committee, Nguyen Thi Tuyen stated that the Government Party Committee has promptly issued plans to operate the operational information system, the Electronic Party Member Handbook, while also developing a digital transformation plan and implementing four Party administrative procedures in an electronic environment. Digital infrastructure investment is prioritized; the wide-area information network of Party agencies is securely and smoothly connected; the use of digital signatures and management platforms is expanded; and the party member database is updated and completed.

These initial results have contributed to enhancing the quality of leadership, direction, and management of the Government, the Prime Minister, and the Government Party Committee in the digital environment, while also promoting administrative reform, building a digital government, and a modern, professional administration.

Alongside the achievements, the Deputy Secretary of the Government Party Committee also pointed out some challenges in the implementation process. The digital awareness and skills of some officials and party members are not the same; the restructuring of business processes, data digitization, and effective system utilization are not yet deep; traditional work processing habits still exist in some units. Meanwhile, the requirements for ensuring cybersecurity, information safety, and state secret protection are increasingly high, requiring more attention, investment, and decisive direction.

Nguyen Thi Tuyen emphasised that for digital transformation in the Government Party Committee to be truly effective, party committees and organizations need to promote leadership and direction roles throughout; leaders must pioneer and set an example in changing work methods and applying digital technology. Additionally, efforts should be made to strengthen communication, training, and enhancing digital capabilities for officials and party members, creating a strong shift in awareness and action across the entire system.

Implementing Regulation No. 338-QD/TW of the Secretariat and Plan No. 77-KH/VPTW of the Office of the Party Central Committee, the Government Party Committee issued Plan No. 23-KH/DU on April 6, 2026, to implement four Party administrative procedures in an electronic environment, including: paying party fees; temporary party membership transfer; official party membership transfer; and obtaining feedback from the residential cell for party members working in the Government Party Committee.

ComradeNguyen Thi Tuyen urged party committees and organizations to promote the pioneering role of leaders, intensify digital technology application, and create substantive changes in Party building work.

According to Member of the Party Central Committee Nguyen Thi Tuyen, these procedures are frequently performed and directly related to party members and party organizations at all levels. Digitizing these procedures does not alter the authority or business processes already regulated but focuses on transforming the implementation method from paper-based to electronic, thereby enhancing transparency, reducing processing time, and facilitating party organizations and members.

At the Conference, Dinh Quang Huy emphasized the key contents of Regulation No. 338-QD/TW and guided the implementation of Plan No. 77-KH/VPTW. He affirmed that the issuance of Regulation No. 338 is an important breakthrough in the reform of the Party's administrative procedures, creating a legal foundation to transform business activities from manual, paper-based methods to a modern, unified, and secure electronic environment.

Delegates attending the Conference were also guided on the process of implementing four Party administrative procedures in an electronic environment, and they exchanged and clarified technical and business-related content. The conference contributed to raising awareness, skills, and capacity for digital transformation implementation in Party building work, laying the groundwork for party organizations under the Party Committee of the Ministry of Foreign Affairs to continue promoting digital technology application, building modern, professional working methods that meet the requirements of the country's new development phase.
