National Assembly Standing Committee hosts first legal construction forum

National Assembly Chairman Tran Thanh Man, Head of the Organizing Committee, presided over the Forum.

Co-chairing the event were Vice Chairman of the National Assembly Nguyen Khac Dinh, Deputy Head of the Organizing Committee; Deputy Prime Minister Ho Quoc Dung; Chairman of the National Assembly's Committee on Legal and Judicial Affairs Hoang Thanh Tung; and Minister of Justice Nguyen Hai Ninh.

The Forum was attended by Vice Chairmen of the National Assembly; members of the National Assembly Standing Committee; National Assembly delegates; leaders from ministries, agencies, provinces, and cities; representatives from the Vietnam Chamber of Commerce and Industry (VCCI), research institutes, universities; and various experts, scientists, and researchers.

This is the first legal forum organized by the National Assembly Standing Committee, aimed at objectively and comprehensively assessing the legislative work of the National Assembly, thereby proposing solutions to continue perfecting institutions and laws to meet the country's development needs in the new phase.

In his opening remarks, National Assembly Chairman Tran Thanh Man emphasized that the first-ever Legal Construction Forum, coinciding with the review of the 15th National Assembly's term, is an opportunity to objectively and comprehensively evaluate the legislative work of the National Assembly, thereby proposing solutions to continue perfecting institutions and laws to meet the country's development needs in the new phase.

The Chairman affirmed that legal construction is a core, continuous, and regular task of the National Assembly. Over nearly 80 years since the first general election, the legislative work of the National Assembly has achieved remarkable results. Notably, the legal system has become increasingly comprehensive and synchronized, meeting the country's development needs. In particular, building on the achievements and experiences of previous terms, the legislative work of the 15th National Assembly has seen many innovations, taking a leading role in institutional development and affirming the National Assembly's central position in perfecting institutions.

The National Assembly amended the 2013 Constitution with 100% of present delegates voting in favor, a vivid testament to the National Assembly's timely institutionalization of the Party's correct policy on streamlining the state apparatus for efficiency, effectiveness, and proximity to the people, reflecting high consensus and unity between the Party's intentions and the people's will.

For the first time, the National Assembly developed and submitted the Legislative Program Orientation for the entire term to the Politburo, providing a crucial foundation for agencies to proactively implement, coordinate, and execute. Timely amendments were made to the Law on Promulgation of Legal Documents; Resolution No. 197 was issued to institutionalize the Party's orientation on renewing and perfecting the legislative process, and innovating legal construction and enforcement.

National Assembly Chairman Tran Thanh Man stated that the National Assembly has considered and passed a large number of laws and resolutions, with many historic decisions timely addressing difficulties and obstacles, promoting socio-economic development, ensuring national defense, security, foreign relations, and combating corruption, waste, and negativity. Notably, in the last four sessions of the term, the National Assembly clearly demonstrated a spirit of innovation in legal construction; applying science and technology, artificial intelligence. Laws only regulate issues within the National Assembly's authority, granting the Government proactive and flexible rights in law implementation; promoting administrative reform, decentralization, and delegation of authority.

Simultaneously, the National Assembly has been flexible and responsive to new situations, deciding on complex and challenging issues arising from real life, such as mechanisms and policies for Covid-19 prevention and control, allowing the Government to issue resolutions adjusting regulations contrary to the law in certain special cases. These are unprecedented legislative initiatives, reflecting the National Assembly's genuine companionship with the Government and the entire political system.

National Assembly Chairman Man pointed out that the perfection of institutions has not fully met practical demands; some legal provisions have not quickly adapted to the context of deep international integration and emerging practical issues; some legal regulations lack synchronization, feasibility, and high predictability.

Particularly, as General Secretary To Lam stated at the recent 14th Central Conference, some policies are slow to be implemented, with outstanding guiding documents, uneven organizational deployment; decentralization and delegation of authority are not entirely smooth, and accountability is unclear in some places; unresolved "bottlenecks" in land, capital markets, skilled labor... Policy communication is not "accurate - sufficient - timely". "These are issues that need to be addressed quickly in the near future," the Chairman emphasized.

According to the Chairman, legal construction must be closely coordinated from both sides: the presenting agency and the verifying agency. If the presenting agency prepares early, thoroughly, and submits comprehensive dossiers to the verifying agencies, such as the Ethnic Council and Committees, for submission to the National Assembly Standing Committee, and then to the National Assembly, the quality of laws will be enhanced.

National Assembly Chairman Man emphasized that despite facing numerous difficulties and challenges, the National Assembly has firmly affirmed its role as the highest state authority and the highest representative body of the people. The National Assembly amended the 2013 Constitution with 100% of present delegates voting in favor, a vivid testament to the National Assembly's timely institutionalization of the Party's correct policy on streamlining the state apparatus for efficiency, effectiveness, and proximity to the people, reflecting high consensus and unity between the Party's intentions and the people's will.

Clarifying important issues to be continued in the future, the Chairman pointed out that legal construction must be closely coordinated, early, and from afar from both the presenting and verifying agencies, thereby enhancing the quality of laws. Subsequently, it is necessary to promptly issue guiding documents for the implementation of laws and resolutions; promote dissemination and education among officials and the public so that everyone lives and works according to the Constitution and the Law.

National Assembly Chairman Man expressed confidence that the Forum will yield practical results, receiving many intelligent, dedicated, and responsible contributions from National Assembly delegates, experts, scientists, and researchers, actively contributing to the innovation, enhancement of quality, and effectiveness of legal construction and institutional perfection.

At the Forum, delegates watched a video titled “Institutions and Laws Leading the Way - The Mark of the 15th National Assembly”; listened to Chairman of the National Assembly's Committee on Legal and Judicial Affairs Hoang Thanh Tung present an overview report; followed by speeches and discussions emphasizing the role of institutions, innovation, and enhancement of the quality of Vietnam's legal system to meet the country's development needs in the new era.
