Lao Cai–Hanoi–Hai Phong Railway: Opening new development space for Hai Duong

The Lao Cai–Hanoi–Hai Phong Railway Construction Investment Project is a national key transportation project. It also serves as a driving force to promote socio-economic development and facilitate multimodal transport connectivity among industrial centers and seaports in the northern delta region.

Once completed, the project will enhance transport capacity, reduce the burden on existing road routes (such as National Highways 32, 5, 37, and Expressways CT.05, CT.04), and stimulate investment in industrial zones and urban areas along the railway. It will also enable effective connection to Hai Phong’s port system (Lach Huyen, Dinh Vu–Cat Hai, Nam Do Son), providing momentum for the development of the logistics sector.

Construction of 11 resettlement areas to facilitate site clearance

Accordingly, the section of the railway passing through Hai Duong province spans over 40 kilometers, crossing five districts (Cam Giang, Binh Giang, Gia Loc, Tu Ky, and Thanh Ha) and 19 communes. The total area of land to be reclaimed is approximately 188 hectares, affecting around 3,296 households—of which 2,798 involve agricultural land and 498 residential land. A total of 407 households will require resettlement, with the estimated cost of site clearance around VND 3,893 billion.

Hai Duong province will have three railway stations: Binh Giang Station (in Hung Thang Commune, Binh Giang District) covering approximately 10.5 hectares; Southern Hai Duong Station (in Gia Loc Town, Gia Loc District) covering approximately 11.5 hectares; Tu Ky Station (in Chi Minh Commune, Tu Ky District) covering about 5.3 hectares.

Hai Duong has been assigned the responsibility of organizing and implementing site clearance and land handover for the project. This includes: Carry out resettlement projects (planning, land surveying, compensation, site clearance, and land recovery for resettlement area construction); Issuing land acquisition notices; Conducting household inventories and developing compensation plans; Relocating technical and social infrastructure.

Simultaneously, the province will prepare material supply sources for the project, designate sites for disposal of construction waste and topsoil from rice cultivation land, review zoning plans for areas surrounding the railway stations, and tap into land funds and the added land value in these surrounding areas.

As of May 21, Hai Duong had completed land clearance volume identification, with about 188 hectares of land to be reclaimed and 3,296 affected households—407 of which require resettlement. The total estimated cost for site clearance is approximately VND 3,893 billion.

Hai Duong Province is implementing eight resettlement projects with a total area of 28.86 hectares and an estimated investment of approximately VND 465 billion. These resettlement areas are planned in convenient locations to meet the living and production needs of local residents. Construction is expected to begin in September 2025 and be completed by November 2025.

Cadastral surveying and the preparation of land acquisition records in 19 communes and townships have been basically completed. Local authorities are now urgently verifying land origins, aiming to finish by the end of May 2025.

Hai Duong will develop 11 resettlement areas and expand 5 cemeteries to serve the site clearance needs of the Lao Cai–Hanoi–Hai Phong railway project through the province.

The province will advance funds from the Land Development Fund to invest in these resettlement areas. Contractor selection will be carried out in accordance with Point c, Clause 10, Article 3 of Resolution 187/2025/QH15 of the National Assembly.

According to the plan, the province must complete the site clearance work by November 2025 to ensure the project can begin construction on December 19, 2025.

As a province the railway runs through, Hai Duong not only benefits directly from the project but also continues to affirm its role as a strategic link in the interregional transportation network.

Moreover, this railway project is expected not only to enhance transportation connectivity but also to open up new development space, boost trade and services, and become a driving force for Hai Duong’s socio-economic growth.

Recognizing this, Mr. Nguyen Quang Phuc, Head of the Hai Duong Provincial Party Committee’s Commission for Information, Education and Mass Mobilisation, said that understanding the pivotal role of land clearance in ensuring the project’s progress and effectiveness, the Commission has proactively developed a comprehensive and methodical communication plan, tailored to each specific phase of the project.

The communication campaign has been implemented through a variety of flexible and diverse formats, with a special focus on households directly affected by the project. The aim is to help people clearly understand the importance and significance of the project, as well as to provide them with comprehensive information on associated social welfare policies, including compensation, support, resettlement, and vocational training.

This effort is intended to foster public consensus, strengthen trust in local authorities, raise legal awareness, and promote a sense of civic responsibility. In doing so, it encourages residents to actively cooperate and support land clearance plans, thus facilitating timely project completion.

At a recent meeting of the Land Clearance Steering Committee for the Lao Cai–Hanoi–Hai Phong railway project in Hai Duong province, Hai Duong Provincial Party Secretary Tran Duc Thang highly praised the proactive and committed involvement of departments, agencies, and localities in implementing project-related tasks. Notably, despite encountering certain challenges and obstacles during implementation, the relevant units have taken the initiative to address them and promptly report issues to the provincial authorities for resolution.

To ensure that land clearance for the project is completed by November 2025, Hai Duong Provincial Party Secretary Tran Duc Thang has instructed localities to urgently define the boundaries of the land clearance areas and strive to complete the boundary marking process by June 10, 2025.

He also requested the five districts along the railway route to strengthen communication and mobilisation efforts, urging people to strictly comply with regulations and prevent illegal construction within the planned area, which could hinder compensation and clearance work and ultimately impact the rights of the people themselves.

With the action motto “Six Clarities”- clear personnel, clear tasks, clear timeline, clear responsibilities, clear deliverables, and clear authority - and the spirit of “only discuss how to do, not whether to do,” Hai Duong province is committed to completing the land clearance by November 2025, meeting the requirement to start construction on December 19, 2025, in accordance with the Prime Minister’s directive.
