Temporary and Dilapidated Housing Elimination Program Exceeds Prime Minister’s Timeline
At the meeting, Member of the Party Central Committee and Secretary of the Hai Duong Provincial Party Committee Tran Duc Thang made a report to the Party Central Committee’s Secretariat on the province’s socio-economic development and its leadership in grasping, implementing, and executing the Resolution of the 11th Plenary Session of the 13th Party Central Committee.
In the first five months of 2025, the province achieved remarkable socio-economic growth. The Gross Regional Domestic Product (GRDP) at comparable prices was estimated at VND 50.814 trillion, an increase of 11.1% compared to the same period last year. Budget revenue continued to rise sharply, reaching VND 13.990 trillion, or 50.7% of the annual estimate. Development investment also showed positive signs, with total social investment capital in the first five months estimated at VND 25.247 trillion, up 17.7% over the same period in 2024.
As of May 19, Hai Duong Province had disbursed VND 3,357.6 billion in public investment capital, reaching 32.1% of the target assigned by the Prime Minister, ranking 7th out of 63 provinces and cities nationwide.
The province has actively coordinated the implementation of key national investment projects and major provincial projects. At the same time, it is collaborating on a proposal to build a new transportation axis connecting to the center of Hai Phong City to meet people’s travel needs and create new development space following the provincial merger.
Hai Duong has also focused on implementing the program to eliminate temporary and dilapidated housing in the province. As of May 19, construction had started on 100% of the planned houses (1,453 units). Of these, 757 out of 761 homes have been repaired (99.5%), and 459 out of 692 new homes have been built (66.3%). The entire project is expected to be completed before June 20, 2025 — ahead of the deadline set by the Prime Minister.

The Standing Committee of the Hai Duong Provincial Party Committee has led and directed the serious and effective implementation of the Resolution of the 11th Plenary Session of the 13th Party Central Committee, along with related directives from the Central Government. The study, dissemination, and implementation of the Resolution and Central directives have been carried out comprehensively across the entire province.
The process of restructuring, merging, and consolidating organizational structures and administrative units has been firmly directed by party committees at all levels and actively supported by the entire political system, with strong backing from the people.
The Standing Committee of the Hai Duong Provincial Party Committee and the Standing Committee of the Hai Phong Municipal Party Committee have coordinated closely in directing the development and completion of the proposal to merge the two localities, along with related plans for reorganizing commune-level administrative units, and submitted them to the Government on schedule.
The Standing Committee and the Hai Duong Provincial Party Committee promptly issued resolutions, proposals, plans, and guiding documents to effectively direct and implement the streamlining and reorganization of the political system’s organizational structure, as well as the development of a two-tier local government model. To date, all tasks have been carried out effectively, meeting the requirements and timeline set by the Central Government; no items are behind schedule or left unimplemented.
The leadership and direction for preparing and organizing Party Congresses at the grassroots level, the immediate higher levels, and commune/ward-level Party organizations have been implemented by the Standing Committee of the Provincial Party Committee in accordance with Directive No. 35-CT/TW and Directive No. 45-CT/TW of the Politburo on the Party Congresses at all levels, in preparation for the 14th National Party Congress.
Proper management and archival of records have be ensured
In his concluding remarks at the working session, Permanent Member of the Party Central Committee’s Secretariat Tran Cam Tu acknowledged and highly praised the efforts and results achieved by the Standing Committee of the Hai Duong Provincial Party Committee and the province as a whole. Hai Duong has accomplished a substantial amount of work in restructuring and streamlining its organizational apparatus, achieving a high level of unity within the Party and gaining consensus and support from the people.
Hai Duong has also promoted and achieved many notable results in socio-economic development and ensuring social welfare. These accomplishments serve as a solid foundation, creating favorable conditions for carrying out subsequent tasks.

Emphasizing that the time remaining to complete the restructuring and streamlining of the organizational apparatus is limited, Permanent Member of the Party Central Committee’s Secretariat Tran Cam Tu urged the Standing Committee of the Hai Duong Provincial Party Committee to focus on reviewing all tasks and responsibilities in accordance with the Central Government’s plans and directives to ensure timely, high-quality, and effective completion. He also emphasized the need to lead and direct commune- and ward-level Party organizations in preparing well for organizing congresses under the new model.
Attention should be paid to the careful, objective, and impartial arrangement and appointment of commune-level leadership personnel, ensuring the selection of qualified and capable officials who meet task requirements. Emphasis should be placed on training, and providing guidance for the newly appointed commune-level leadership team to ensure effective implementation of new tasks right after the operation of reorganized administrative units.
The Standing Committee of the Hai Duong Provincial Party Committee has promptly and closely coordinated with the Standing Committee of the Hai Phong Municipal Party Committee to lead and direct the personnel arrangements for the new city following the merger. This has been done in strict adherence to the Party's principles on personnel work, ensuring transparency, impartiality, and absolutely avoiding localism or group interests.
There should also be a focus on training and promoting young cadres, female cadres, and scientifically qualified staff. The personnel work of the Party committees must be linked with leadership positions in the People’s Council and People’s Committee for the 2026–2031 term.
Efforts should focus on restructuring and improving the quality of the cadre, civil servant, and public employee workforce to meet the demands of decentralization and the two-tier local government model. Agreement with Hai Phong City is also needed on the allocation of office locations for agencies and units, as well as the management and use of public assets in accordance with regulations after the merger.
The Permanent Member of the Party Central Committee’s Secretariat, emphasized that the Standing Committee of the Hai Duong Provincial Party Committee should strengthen communication and public awareness efforts to build consensus among officials, Party members, civil servants, and the general public regarding the major policies of the Central Government and the implementation of local political tasks — particularly the restructuring and streamlining of the organizational apparatus. He also directed the committee to ensure effective management and archiving of records, digitization of documents, inventory and auditing activities during the reorganization process.
In addition to effectively implementing the Resolution of the 11th Plenary Session of the 13th Party Central Committee, Hai Duong must continue to focus on carrying out newly issued Central resolutions and socio-economic development tasks to ensure that the province achieves its target of double-digit growth in 2025. It is essential to maintain and reinforce administrative discipline and order in the leadership, direction, and administration of all agencies and units. The province must also ensure strong performance in national defense and security, and implement comprehensive measures to prevent and combat corruption, wastefulness, and other negative phenomena.

Permanent Member of the Party Central Committee’s Secretariat Tran Cam Tu said that the Party Central Committee, the National Assembly, the Government, and relevant ministries and agencies are expediting the completion and issuance of documents to serve as the legal basis for Party committees and authorities at all levels to implement tasks related to organizational restructuring and streamlining. He also acknowledged the proposals and recommendations of the Hai Duong Provincial Party Standing Committee and committed to conveying them to competent authorities for consideration and resolution.
Politburo member Tran Cam Tu expressed his confidence and best wishes to the Hai Duong Provincial Party Standing Committee, encouraging them to continue leading and directing the successful fulfillment of the tasks outlined in the Resolution of the 11th Plenary Session of the 13th Party Central Committee, as well as in other resolutions, conclusions, and directives of the Politburo and the Party Central Committee’s Secretariat.
Expressing gratitude and acknowledgment for the guidance of the Permanent Member of the Party Central Committee’s Secretariat, Secretary of the Hai Duong Provincial Party Committee Trần Đức Thắng affirmed that the achievements Hai Duong has made in recent times are thanks to the strong leadership and direction of the Politburo and the Secretariat, as well as the close coordination of ministries, central agencies, and departments.
He pledged to the Permanent Member of the Secretariat that he, along with the Provincial Standing Committee and the Standing Committee of the Provincial Party Committee, will continue to lead and direct the successful fulfillment of all tasks assigned by the Central Government — especially during the critical period from now until the completion of the merger with Hai Phong City.
He also requested that the Permanent Member of the Secretariat and members of the Central delegation continue to provide leadership, direction, coordination, and guidance to Hai Duong, so the province can accelerate progress and effectively complete upcoming tasks and responsibilities.
