Positioned as a northern mountainous border province, Lang Son boasts a 231.74km border adjoining the Guangxi Zhuang Autonomous Region (China). Blessed by nature, it holds numerous cultural and geological heritages, abundant potential for economic and commercial development, and strategically crucial positioning in defense, security, and foreign affairs. It stands as a core area for economic growth and development in the Midland and Northern Mountainous regions of Vietnam.
The thorough grasping and implementation of the Party’s stance on harmonizing economic-social development with reinforced national defense and security holds practical and vital significance across various dimensions. It’s both urgent and fundamentally enduring.
“The Northern Gem”
Lang Son not only showcases strengths in natural resources and historical-cultural relics but also emerges as a bright investment spot in the Northeast region. Its proximity to border gates, well-established infrastructure, numerous large-scale projects, and synchronized development in transportation, trade, and tourism solidify its standing.
Lang Son Province serves as the starting point in the economic corridor connecting Lang Son - Hanoi - Ho Chi Minh City – Moc Bai and a key national economic corridor connecting Lang Son - Hanoi - Hai Phong - Quang Ninh. It acts as a gateway not only for Vietnam but also for ASEAN countries to access the Guangxi market and Southern China within the China-ASEAN Free Trade Area (CAFTA), actively contributing to regional integration.
Lang Son’s border gate system is considered as a “floating port” on land because of its advantageous proximity to China, a dynamic economic neighbor, and its possesion of two international border gates, one national border gate, and nine auxiliary border gates.
Alongside its convenient railway and road systems linking major economic hubs in Vietnam, the continuous increase in import-export turnover in recent years has bestowed upon Lang Son a significantly crucial position. Presently, the province is submitting a proposal to the Government for approval of a pilot project to build smart border gates. These serves as a substantial opportunity to boost Lang Son’s economic development in border trade, services and industry.
In addition to its potential in agricultural development, the province places special emphasis on industrial growth. To date, the Provincial People’s Committee has approved the establishment of two industrial parks (IPs): Dong Banh and Huu Lung Industrial Park. The province is actively executing investment procedures for infrastructure development in one IP, covering nearly 600 hectares. By 2030, the province aims to have 22 industrial clusters and six IPs covering a planned total area of over 3,000 hectares.
Striving to become the leading economic powerhouse in the Northeast region, the provincial authority of Lang Son has gained favor among investors by implementing numerous crucial solutions and partnering with enterprises to foster sustainable development. This approach builds a business-friendly and secure investment environment, always placing the people and business community at the center of development.
The most tangible evidence lies in 2023 when the province welcomed over 80 delegations from various countries to work, survey, and explore investment opportunities, notably drawing interest from major investors from leading global economies such as China, Republic of Korea, Japan, and Singapore. Several prominent domestic corporations such as Vingroup, Sun Group, Sovico, APEC, VSIP have established a presence in Lang Son, while others like Viglacera, T&T, TH True Milk express their desire to invest in the province.

Over recent years, the investment and business environment in Lang Son has been consistently improved. The awareness of administrative agencies at all levels, officials, and public servants regarding enhancing the investment and business environment and boosting competitiveness has shown positive changes. Administrative procedures have been streamlined, the operation of the Public Administrative Service Center has been increasingly enhanced, leading to satisfaction among the people and businesses.
In 2022, Lang Son was recognized as one of the five localities providing the best online public services, attracting widespread participation from citizens and businesses. It achieved success in improving the Provincial Competitiveness Index (PCI) in 2022, scoring 67.88 points, ranking 15th out of 63 provinces and cities nationwide, a significant leap of 21 places compared to 2021, placing it among the top 30 provinces and cities with the best governance quality in Vietnam.
Lang Son also recorded the successful implementation and efficient operation of the first digital border gate platform. 100% of vehicles are declared online and processed on the platform before entering the gate. In fact, the program recorded over 238,000 import-export vehicle declarations in 2023.
In the Northern Mountainous region, Lang Son ranked 3rd out of 14 localities. Additionally, when VCCI first introduced the Green Index to promote green-oriented development and investment, Lang Son is included in the top 3, underscores its position as a leading environmentally conscious province in Vietnam in 2022.

“Administration in service of the people”
Amidst Vietnam’s deepening international integration, aligning with the Party and State policies to enhance foreign affairs and international integration, especially the international integration strategy outlined in the 13th National Party Congress, Lang Son has placed significant emphasis on directing all levels and sectors to actively and effectively implement comprehensive strategies across three pillars: party-to-party diplomacy, state diplomacy, and people-to-people diplomacy. This approach aims to proactively and actively engage in international integration, leveraging favorable international conditions, and maximizing the potential and advantages of a border province.
The Provincial Party Committee of Lang Son has set forth key tasks for the 2020-2025 term in economic development: “Promoting innovation and entrepreneurship, supporting the development of enterprises and cooperatives, enhancing administrative reform, improving the business investment environment. Establishing mechanisms and policies to attract businesses from various economic sectors to participate in socio-economic development investments”.
Operating under the motto of “administration in service of the people”, the provincial leadership has directed agencies and units to prioritize the needs of the people and businesses, making them the focal point and driving force for reforms. Continuously enhancing responsibilities, especially at the top leadership level, leveraging dynamism and creativity, and resolutely directing efforts towards improving the business and investment environment, intensifying digital transformation, and developing the digital economy are all aimed at enhancing competitiveness, in order to the ensurance of sustainable development for businesses within the province.
In the upcoming period, Lang Son looks forward to MOFA continuing its guidance, direction, coordination, and support for the province in its foreign affairs and international integration endeavors within the new context. This includes expanding foreign relations, promoting economic diplomacy to serve socio-economic development while ensuring national security, defense, building peaceful and friendly borderlines, and mutual development. The province seeks to broaden amicable cooperation with key partners such as China, Japan, Republic of Korea, France, Australia, and several European countries. Additionally, there’s a desire to garner support for facilitating Foreign Direct Investment (FDI) promotion, mobilizing Official Development Assistance (ODA), and involving Non-Governmental Organizations (NGOs) in the province. Moreover, organizing training programs for local officials to enhance their professional competence, language proficiency, knowledge on foreign affairs and international integration, negotiation skills are also the aspiration of the province. |
