Plan 131/KH-UBND reaffirms that digital transformation must be closely tied to administrative reform to improve service quality for the people and businesses.
The primary focus is on enhancing the efficiency of online public service delivery, not merely "digitising" but restructuring processes and simplifying procedures to ensure convenience and ease of use.
Additionally, the development of digital data is identified as a key task. The city requires strengthening construction, connections, and data sharing among state agencies to build a shared data platform for management, administration, and public service delivery. Data is not just a supporting tool but becomes a crucial "resource" in the digital transformation process.
In the digital economy pillar, Hanoi aims to strongly promote digital transformation in businesses, especially small and medium enterprises. The application of digital technology in production and business, the development of e-commerce, and the promotion of cashless payments continue to be emphasised to drive new growth.
Simultaneously, the task of developing a digital society is emphasised, focusing on enhancing digital skills for the populace and expanding access to and use of digital services. This is a crucial factor in ensuring that digital transformation occurs not only within state agencies and businesses but also spreads throughout society.
A notable aspect of the Plan is the requirement to enhance discipline and order in the implementation of digital transformation. The city clearly defines the responsibilities of agency and unit heads, with digital transformation results serving as a criterion for evaluating task completion.
The Plan outlines implementation principles, emphasising ensuring cybersecurity and compliance with legal regulations, while ensuring synchronisation and interoperability between systems. The development of digital platforms must align with practical needs to avoid scattered, inefficient investments.
Notably, Hanoi requires strengthening the monitoring and evaluation of implementation results, with specific, measurable indicators. Agencies and units must regularly report progress, promptly identifying and addressing issues and limitations as they arise during implementation.
In the field of digital infrastructure, the city continues to invest in and upgrade information technology systems to ensure seamless and secure connectivity. Infrastructure development must precede the laying of the foundation for digital applications and services.
The Plan also calls for increasing resources for digital transformation, including financial and human resources. The city encourages public-private partnerships and mobilises businesses and organisations to implement digital transformation initiatives.
Particularly, communication efforts and awareness-raising about digital transformation are emphasised to build consensus across society. The people and businesses are not only beneficiaries but also active participants, contributing to the promotion of the digital transformation process.
With clearly defined focuses, tasks, and responsibilities, Plan 131/KH-UBND is expected to bring about significant changes in building a digital government, developing a digital economy, and forming a digital society in the capital by 2026.
