WVR - On the afternoon of January 11, in Thai Nguyen Province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for projects celebrating the 14th National Congress of the Communist Party: Investment projects for infrastructure at Viet Bac Ethnic Boarding School and preparatory universities under the Ministry of Ethnic and Religious Affairs.

Also in attendance were comrades: Do Van Chien, Politburo Member, Permanent Vice Chairman of the National Assembly; General Phan Van Giang, Politburo Member, Deputy Secretary of the Central Military Commission, Minister of Defense; Mai Van Chinh, Central Party Committee Member, Deputy Prime Minister; leaders of ministries, departments, and central agencies.

The program was held directly at Viet Bac Highland School (Thai Nguyen), with online connections to two locations: Ho Chi Minh City Preparatory University and Sam Son Ethnic Preparatory University (Thanh Hoa).

In recent years, the National Target Program for socio-economic development in ethnic minority and mountainous areas has achieved significant results, contributing to poverty reduction, infrastructure improvement, livelihood creation, and enhancing the quality of life for the people.

The simultaneous groundbreaking of three infrastructure investment projects at the aforementioned schools is a practical activity to celebrate the 14th National Party Congress. The projects are expected to be completed and inaugurated by September 2026, in time for the new academic year.

Upon completion, these projects will help strengthen and enhance infrastructure, improve training capacity, gradually modernize the learning environment, thereby improving the quality of preparatory university education for ethnic minority students, laying the foundation for their continued higher education.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that building schools for students in remote areas is of special importance to the education sector, ensuring national defense, security, and equal access to education.

This is also a crucial social welfare task, reflecting the consistent viewpoint of the Party and State that progress, social justice, and the environment should not be traded for mere economic growth.

According to the Prime Minister, for ethnic minority and mountainous regions, education is pivotal. Investing in ethnic schools is investing in sustainable development, an investment of “ethnic sentiment, national unity”, a connection “from heart to heart”.

Education not only imparts knowledge but also opens up long-term development opportunities, strengthens national solidarity, and maintains political, social, and national defense stability. Every student who attends school in a safe, humane environment will become a valuable citizen, contributing to national construction and defense.

The Prime Minister affirmed that investing in educational infrastructure for ethnic minority and mountainous regions is an investment in fairness, equal access to education, and the long-term development of the country.

This is the responsibility of the entire political system to ensure that every student, regardless of circumstances, has a sustainable educational pathway, contributing to building a high-quality workforce, especially in remote, border, and island areas.

Recently, education in ethnic minority, mountainous, and border areas has always been prioritized by the Party and State. The school system from preschool to high school has been expanding; boarding and semi-boarding schools have been strengthened; many support policies such as tuition fee exemptions, study cost support, scholarships, designated admissions, and student credit have been effectively implemented.

The Prime Minister requested the Ministry of Ethnic and Religious Affairs to continue motivating, inspiring, and better caring for ethnic minority students.

Education and training are key components of the National Target Program for socio-economic development in ethnic minority and mountainous areas for the 2021–2030 period, with the task of enhancing infrastructure and equipment for thousands of ethnic boarding, semi-boarding, and preparatory university schools.

The Prime Minister demanded that investments be systematic, comprehensive, and effective; the Ministry of Ethnic and Religious Affairs should conduct an overall review of the school system, develop plans for upgrading and renovating; the Ministry of Finance should balance appropriate funding sources.

Schools need to arrange scientific layouts that do not affect teaching and learning; teachers should continue to uphold their sense of responsibility and commitment to challenging areas; families and communities should facilitate children’s schooling, ensuring no student is left behind.

On this occasion, Prime Minister Pham Minh Chinh, Defense Minister Phan Van Giang, and other leaders presented 160 gifts to students of Viet Bac Highland School.
