The conference, co-organized by the Ho Chi Minh National Academy of Politics and the Ministry of Foreign Affairs, aimed to review the implementation of the strategic orientation for multilateral diplomacy outlined in the documents of the 13th Party Congress, focusing on breakthrough solutions for Vietnam's multilateral diplomatic activities in the new development phase.
The event gathered over 120 delegates, including experts, scientists, diplomats, and high-level representatives from both domestic and international spheres. Attendees included representatives from major international organizations such as the United Nations and the European Union, as well as ambassadors and embassy representatives from countries like the United States, China, India, Laos, Japan, Australia, Indonesia, Singapore, and Cambodia.
On the Vietnamese side, leaders from various departments and institutes of the Ho Chi Minh National Academy of Politics and the Ministry of Foreign Affairs participated, along with numerous scholars and researchers from both within and outside the country. The conference featured over 40 presentations by scientists from Vietnam, Russia, and Australia, along with speeches from diplomatic delegations, which were compiled into the conference proceedings.

Chairing the conference, Associate Professor Dr. Hoang Phuc Lam, Deputy Director of the Ho Chi Minh National Academy of Politics, emphasized: “Heading towards the 14th Congress, amidst new opportunities and challenges, Vietnam is determined to further enhance its role in multilateral mechanisms, proactively shaping the rules and actively contributing to a common future for peace, cooperation, and sustainable development.”
According to Associate Professor Dr. Hoang Phuc Lam, this conference demonstrates thorough theoretical preparation and a deep summary of multilateral foreign policy practices, providing a foundation for advising the Party in policy formulation, leading the country into a new development phase, and further elevating Vietnam's international standing.

Co-chairing the conference, Deputy Minister of Foreign Affairs Nguyen Minh Hang affirmed that multilateral diplomacy is a crucial pillar for firmly safeguarding independence and sovereignty while promoting national development. Vietnam is committed to strengthening cooperation with partners, actively participating in shaping multilateral institutions, and attracting external resources to effectively serve domestic development goals, contributing to building an international order based on rules, equality, and mutual respect, for peace and common prosperity.
The conference took place in a special context, as the entire Party, people, and military are striving towards the 14th National Party Congress. It is considered a key scientific forum, providing profound arguments to contribute to the formulation of wise multilateral foreign policy in the upcoming period, enhancing Vietnam's position and capacity on the international stage.

The conference focused on clarifying the theoretical and practical basis of multilateral diplomacy. Scholars emphasized that Ho Chi Minh's diplomatic school is a valuable legacy that continues to illuminate the process of strengthening and developing Vietnam's current multilateral diplomacy, adhering to the principles of “independence, self-reliance” and “unchanging to adapt to changes”, ensuring territorial integrity and national sovereignty through flexible and adaptable methods.
Delegates analyzed the shifting geopolitical landscape, major power competition, the Fourth Industrial Revolution, rapidly evolving traditional and non-traditional security challenges, and the emergence of new multilateral institutions.
Delegates agreed that this context creates opportunities for Vietnam to enhance its role, proactively and creatively in policy-making, perfecting institutions, training high-quality human resources, strengthening research, strategic forecasting, promoting economic and cultural diplomacy, digital transformation, and development-oriented diplomacy. Representatives of diplomatic delegations expressed their commitment to accompany, support, and highly appreciate Vietnam's increasingly active and responsible contributions.
