Vietnam plays active role and contributes substantially to the work of the International Seabed Authority

WVR - On the morning of November 28, the Ministry of Foreign Affairs co-hosted an international scientific conference with the Nha Trang Institute of Oceanography on the role of the Legal and Technical Commission of the International Seabed Authority in managing activities in the Area, held in Nha Trang, Khanh Hoa province.

The Conference was attended by over 100 delegates, including officials, experts, scientists, and researchers from domestic and international agencies and organizations such as the Legal and Technical Commission, central and local ministries, universities, and research institutes in the fields of legal and marine scientific research.

In her opening remarks, Deputy Minister of Foreign Affairs Nguyen Minh Hang emphasized the crucial role of the International Seabed Authority (ISA) and the Legal and Technical Commission (LTC) in managing and promoting the responsible, effective, and sustainable use of resources in the Area as stipulated by the United Nations Convention on the Law of the Sea 1982, the "Constitution of the Oceans".

These bodies not only help apply the principle of the common heritage of mankind but also implement a balanced approach between exploitation and conservation, facilitating equitable benefit-sharing, enhancing marine scientific research, and increasing environmental protection responsibilities in the Area.

Highlighting some key tasks of the Legal and Technical Commission, such as issuing recommendations on environmental impact assessments for mineral exploration activities in the Area, the Deputy Minister praised the professional work and significant role of the Commission's experts in assisting the ISA in fulfilling its duties, especially as the seas and oceans face major challenges.

Additionally, Vietnam has been increasingly proactive and positive, making substantial contributions to the work of the ISA and LTC, having previously served as a member of the ISA Council and currently having an expert (Assoc. Prof. Dr. Dao Viet Ha) as a member of the Legal and Technical Commission.

Speaking at the Conference, Assoc. Prof. Dr. Dao Viet Ha expressed appreciation and highly valued the role and practical contributions of the Commission in recent times, enabling the ISA to effectively and responsibly fulfill its mission, particularly in marine environmental protection and promoting sustainable use of ocean resources. The Assoc. Prof. is proud to be a member of the Commission and is committed to continuing active and proactive contributions to the Commission's work.

During the discussion sessions, speakers and delegates discussed the role and contributions of the Commission and other international bodies in protecting and preserving the marine environment, evaluated recent developments and their impact on the LTC's work, and discussed Vietnam's role.

Information about the Legal and Technical Commission

The Legal and Technical Commission (LTC), an organ of the International Seabed Authority (ISA), comprises experts nominated by ISA members and elected by the ISA Council to perform assigned tasks.

The current LTC consists of 41 members from 41 different countries worldwide, elected in 2022 for a five-year term starting January 2023.

This body manages exploration and exploitation activities of non-living resources on the seabed and subsoil beyond national jurisdiction, known as the Area, where resources are designated as the "common heritage of mankind" and shared equitably among nations.
