Efforts accelerated to complete the 220kV Nghia Lo – Viet Tri Transmission Line and 500kV Substation Project by 2025

The 220kV transmission line project connecting Nghia Lo to the Viet Tri 500kV substation is one of the projects initiated by the Vietnam General Confederation of Labour and Vietnam Electricity (EVN) to accelerate completion by 2025.

Efforts to overcome challenges

The project is invested by the National Power Transmission Corporation (EVNNPT), with the Central Power Project Management Board (CPMB) managing the project on behalf of the investor, and Power Transmission Company 1 taking over operations upon completion.

Spanning two circuits and nearly 94 km, the project traverses Yen Bai and Phu Tho provinces.

According to CPMB Deputy Director Nguyen Van Tinh, the project has so far secured the handover of 256 foundation positions and 112/256 pole spans (equivalent to 40/96 line corridor spans).

Regarding construction progress, 253 foundations have been completed, 175 poles erected, and 256/256 poles delivered to the site, with wire installation underway. Numerous teams are simultaneously erecting poles and installing wires along the line.

CPMB leadership shared that the project faced significant challenges in land clearance compensation. Newly merged communes have delayed the issuance of compensation procedures and unit prices. Additionally, localities struggle with manpower for compensation procedures.

To ensure construction sites, CPMB is closely coordinating with local authorities to address specific issues step by step.

CPMB has also requested project participants to increase compensation staff to collaborate with localities in land origin verification and compensation planning; mobilize households to hand over foundation sites; and bolster manpower and equipment for simultaneous pole erection and wire installation.

CPMB has reported and registered meetings with Lao Cai Provincial People's Committee leaders for directives to resolve land clearance compensation issues and expedite project progress.

A construction representative noted that recent weather disruptions from storms have significantly impacted construction efforts. Additionally, manpower is spread thin due to urgent projects in the electricity sector. However, the unit has mobilized full teams and machinery to accelerate construction, determined to meet the investor's requirements.

Determination to ensure progress

Upon completion, the 220kV Nghia Lo - Viet Tri 500kV Substation Transmission Line Project will facilitate power evacuation from medium and small hydropower plants in the Northwest. It will reduce power loss in the transmission grid, enhance regional power system connectivity, and improve safety, reliability, and stability for regional and national power systems, meeting industrial, commercial, service, residential, and other demands in the Northwest.

Once completed, the project will strengthen power system connectivity, enhance operational safety, flexibility, and stability for the national power system, and ensure power supply for the North.

At a recent project progress review meeting, EVNNPT Deputy General Director Truong Huu Thanh urged the entire site to maintain high determination and great effort to complete the project.

Specifically, EVNNPT leadership tasked CPMB leadership to frequently visit the site, focus on directing and managing to ensure foundation completion by October 20, 2025; pole erection by October 25, 2025; and wire installation by November 10, 2025, for commissioning in November 2025.

All challenges must be promptly resolved on-site. Additionally, CPMB should actively coordinate with local authorities and relevant departments to address land clearance compensation issues and mobilize public support for the project.

EVNNPT Deputy General Director requested CPMB to meet with each project contractor to expedite construction based on specific progress milestones; contractors must work simultaneously to meet required progress milestones.

Furthermore, EVNNPT leadership instructed construction contractors to mobilize all resources, including manpower and machinery, for simultaneous pole erection and wire installation, ensuring project commissioning as required.

Meanwhile, EVNNPT's specialized departments should regularly monitor construction progress on-site to assist CPMB in resolving issues; promptly report and advise the corporation's leadership on challenges beyond their authority.

With high determination and relentless effort on-site, it is believed that the 220kV Nghia Lo - Viet Tri 500kV Substation Transmission Line Project will accelerate to meet its deadline, marking another successful milestone for EVN in 2025.
