WVR - On the morning of August 28, the 9th National Congress of the Vietnam Union of Science and Technology Associations, term 2026-2031, solemnly commenced in Hanoi.

Under the theme “Unity – Creativity – Breakthrough – Development”, the 9th Congress is a significant political and social event for the Vietnam Union of Associations and the scientific and technological intellectual community, marking a new development phase after more than 40 years of establishment and growth.
Ms Bui Thi Minh Hoai – Member of the Politburo, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, and Central Mass Organizations, Chairwoman of the Central Committee of the Vietnam Fatherland Front attended and delivered a directive speech at the Congress.
Also attending the Congress were Mr Nguyen Sinh Hung – former Member of the Politburo, former Chairman of the National Assembly... along with representatives from central committees, ministries, and sectors; the Party Committee of the Vietnam Fatherland Front, central mass organizations, the Central Committee of the Vietnam Fatherland Front; representatives of political and social organizations; and the presence of 489 official delegates attending the Congress.

A term marked by significant achievements
In his opening speech, Mr Phan Xuan Dung, President of the Vietnam Union of Science and Technology Associations, term VIII, stated that the 9th National Congress holds special significance, setting the direction for the development of the Vietnam Union of Associations and the scientific and technological intellectual community in the 2026-2031 period, a phase when the country accelerates the implementation of strategic goals by 2030 and a vision towards 2045.
According to Mr Phan Xuan Dung, the past term was marked by significant achievements. The work of gathering, uniting, and promoting the intelligence of the scientific and technological intellectual community continued to be strengthened; activities in consultancy, criticism, and social assessment became more profound, contributing practically to the formulation of the Party and State's policies; scientific research activities, knowledge dissemination, innovation promotion, digital transformation, environmental protection, international cooperation, and intellectual recognition were effectively implemented, creating a positive impact in society.
The position, reputation, and role of the Vietnam Union of Science and Technology Associations in the political system and the country's scientific and technological life continued to be enhanced.

| With the theme: “The scientific and technological intellectual community united – creative – breakthrough – developing, contributing significantly to the country's prosperous development in the era of national resurgence”, the Congress aims to comprehensively evaluate the results of implementing the Resolution of the 8th Congress; determine the direction, goals, tasks, and solutions for the 2026-2031 term; discuss and decide on amending the Charter and important issues to continue promoting the role of the Vietnam Union of Science and Technology Associations in the country's new development era. |

Intellectuals are the nation's valuable asset
Speaking at the Congress, Member of the Politburo, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, and Central Mass Organizations, Chairwoman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai affirmed that intellectuals in general and those in the field of science and technology, in particular, are the nation's valuable asset. Throughout the leadership of the Vietnamese revolution, our Party has always valued the role of intellectuals, leading to their practical contributions alongside various classes and social strata in achieving the nation's glorious victories under the Party's leadership.
The national strategy for developing the intellectual community during the period of accelerating industrialization and modernization of the country until 2030, with a vision towards 2045, has affirmed that “Developing the intellectual community is a regular, long-term task of the Party, the State, the leaders, and the intellectual community itself; it is a strategic investment that needs to be placed in a long-term vision, linked with national development strategies.”
Chairwoman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai stressed that, as a mass organization entrusted by the Party and State, the Vietnam Union of Science and Technology Associations has effectively carried out the political tasks assigned by the Party and State over the years.
Particularly, in the recent 13th term, despite facing numerous difficulties and challenges, under the close leadership and direction of the Party and State, the consensus and unified action of the Vietnam Fatherland Front, and especially with the spirit of creative labor, dedication, and commitment, the Vietnam Union of Science and Technology Associations and the scientific and technological intellectual community nationwide have achieved comprehensive results, leaving a profound mark in many fields.
As an active member of the Vietnam Fatherland Front, the Vietnam Union of Science and Technology Associations has effectively fulfilled its function of gathering, uniting, and promoting the intellectual potential of intellectuals both domestically and internationally, including those in enterprises, schools, and research institutes. Through this, the Union has created an open, democratic environment that respects creativity, allowing intellectuals to contribute with peace of mind.
Ms Bui Thi Minh Hoai emphasized that to achieve the two centenary goals of the era of national resurgence, it is impossible to follow the old growth model that relies solely on natural resources or cheap labor. The aspiration for resurgence can only be realized through the path of science and technology, innovation, and national digital transformation. This is the decisive driving force, the most advanced productive force, shaping the comprehensive national strength in the new era.

In this new context, the responsibility of the Vietnam Union of Science and Technology Associations – the organization representing the voice of national science – is very heavy. The new Executive Committee and the entire system of associations from central to local levels must deeply understand this context, clearly identify the political responsibility before the Party and the People to proactively advise, propose solutions, and directly collaborate with sectors and levels to address the practical development challenges of the country and localities.
“The Vietnam Union of Science and Technology Associations must be a reliable address for intellectuals to express their thoughts and aspirations; proactively advise and propose to the Party and State to perfect institutions, policies, and laws to unleash creative capacity, respect the independence, objectivity, and freedom of creativity in scientific research; establish mechanisms to honor and appropriately reward the outstanding contributions of intellectuals,” Ms Bui Thi Minh Hoai suggested.
Additionally, Chairwoman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai proposed that the Vietnam Union of Science and Technology Associations promptly research and build the “National Database on Experts, Scientific and Technological Intellectuals – VUSTA Global”. This is a powerful tool for us to gather and attract the intellectual resources of young intellectuals, those working in research institutes, universities, major private economic corporations, and especially thousands of Vietnamese intellectuals abroad who are eager to contribute to their homeland and country.
On behalf of the Party and State leadership, Ms Bui Thi Minh Hoai congratulated the 143 comrades elected by the Congress to the Executive Committee of the Vietnam Union of Science and Technology Associations, term IX, 2026-2031; and expressed confidence that these comrades will unite, use their intellect, and lead the Union to successfully fulfill its tasks, decisively implementing the action motto set by the Congress: Unity – Creativity – Breakthrough – Development.
“Every scientist, every scientific and technological intellectual in Vietnam, continue to ignite the flame of passion and creativity, constantly learning, researching, committing, and contributing for a strong and prosperous Vietnam. The Party, State, and the Vietnam Fatherland Front always accompany, listen, and create the best conditions for you to contribute your intellect to the country,” Ms Bui Thi Minh Hoai emphasized.
| The Congress elected the 9th Executive Committee consisting of 143 members; the Presidium includes 24 members. Chau Van Minh, former Member of the Party Central Committee, Non-specialized Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Secretary of the Party Committee of the Vietnam Union of Science and Technology Associations, was elected as President of the Vietnam Union of Science and Technology Associations, term IX, 2026-2031. |
