On December 4, upon hearing about the severe damage to lives and property caused by heavy rains and floods due to Cyclone Ditwah in Sri Lanka, President Luong Cuong sent a condolence message to President Anura Kumara Disanayaka, and Prime Minister Pham Minh Chinh sent a message to Prime Minister Harini Amarasuriya.

On the same day, Minister of Foreign Affairs Le Hoai Trung sent a condolence message to Minister of Foreign Affairs, Foreign Employment, and Tourism Vijitha Herath.
