Completion of rotor installation – A key milestone for the Hoa Binh Hydropower Expansion Project

90% of Work Completed
At 10:18 AM on October 7, at the construction site of the Hoa Binh Hydropower Expansion Plant (Hoa Binh Ward, Phu Tho Province), Vietnam Electricity (EVN) and the Project Management Board 1 collaborated with contractors to successfully install the rotor for the second turbine of the Hoa Binh Hydropower Expansion Project. This marks a crucial step forward, completing the rotor installation for the entire project. This milestone also paves the way for the goal of generating electricity from the second turbine in November 2025.
The rotor installation was attended and directly overseen by EVN Chairman Dang Hoang An, EVN Deputy General Director Pham Hong Phuong, representatives from the corporation's specialized departments, Director of Project Management Board 1 (EVNPMB1) Bui Phuong Nam, along with numerous leaders, officials, engineers, and workers from construction, installation, and supervisory consulting units working at the site.
According to the Project Management Board 1, the rotor for the second turbine weighs approximately 585 tons, with a diameter of 11.24 meters and a height of 2.50 meters – classified as super-heavy equipment requiring a special construction process.
The entire assembly, alignment, and installation process was conducted under strict technical supervision, utilizing a high-capacity lifting system with a lifting capacity of 900 tons, counterbalance equipment, and more. It also required close and harmonious coordination among the forces involved in the project.
Previously, the rotor for the first turbine was successfully installed on July 6, 2025, and began generating electricity on August 19, 2025. Lilama10's project commander Bui Binh Nhuong stated that during peak periods, Lilama10 mobilized up to 600 personnel on-site to complete the installation of the first turbine while assembling the rotor for the second turbine.
EVNPMB1 Director Bui Phuong Nam emphasized that with the successful installation of the rotor for the second turbine, the Hoa Binh Hydropower Expansion Project has now completed approximately 90% of the work. In the coming period, the focus will be on aligning the turbine and conducting tests to ensure the second turbine generates electricity in November and completes the project by 2025. Completing the project will significantly contribute to welcoming the 14th National Party Congress.

Adding 490 Million kWh annually to the national grid
The Hoa Binh Hydropower Expansion Project is a national key project, approved for investment by the Prime Minister in Decision No. 389/QD-TTg dated April 10, 2018. The project is invested by EVN, with Project Management Board 1 representing the investor.
The expansion project is located on the right bank of the existing Hoa Binh Hydropower Dam. The plant is situated in Hoa Binh Ward, with the water intake and channel located in Thong Nhat Ward, Phu Tho Province. The expanded Hoa Binh Hydropower Plant will share existing reservoir, dam, and spillway facilities with the current Hoa Binh Hydropower Plant. New constructions include the water intake channel, water intake, water tunnel, and the plant itself.
The project has a total investment of over 9,220 billion VND, comprising two turbines with a total capacity of 480 MW (2 x 240 MW), and an average annual electricity output of approximately 490 million kWh.
Upon completion, the Hoa Binh Hydropower Expansion will enhance peak load capacity for the National Grid, improve the economic operation of the existing Hoa Binh Hydropower Plant within the system, and enhance frequency regulation and stability of the National Grid. It will also contribute to reducing operating costs of the National Grid, lessen the workload of existing turbines, thereby extending equipment lifespan and saving maintenance and repair costs.
With the successful installation of the rotor for the second turbine, the Hoa Binh Hydropower Expansion Project continues to affirm the professional, responsible working spirit and determination to "meet deadlines" of Vietnam's electricity sector.
