At the invitation of the Central Committee of the Communist Party of Vietnam and National Assembly Chairman Tran Thanh Man, Zhao Leji, Member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and Chairman of the Standing Committee of the National People's Congress of China, will pay an official visit to Vietnam from August 31 to September 2. He will attend the 80th Anniversary of the August Revolution and Vietnam's National Day on September 2, and co-chair the first session of the Cooperation Committee between the Vietnamese National Assembly and China's National People's Congress.

Firstly, Zhao Leji leading a high-level delegation from the Chinese Party and State to attend the 80th Anniversary of the August Revolution and Vietnam's National Day on September 2 clearly demonstrates China's special emphasis on the comprehensive, stable, and long-term strategic partnership with Vietnam. It highlights the increasing international role and prestige of Vietnam and respects the monumental historical significance of Vietnam's August Revolution, which ushered in an era of national independence linked to socialism, contributing significantly to the global movement for national liberation and peace. This occasion allows both countries to reflect on 80 years of "shoulder-to-shoulder" support and assistance in the struggle for national liberation and independence, as well as in today's nation-building and development efforts.
Secondly, Zhao Leji's official visit to Vietnam occurs at a particularly crucial time for Vietnam-China relations. This visit is part of a series of regular exchanges between key leaders of the two Parties and States in recent times. Notably, it follows two historic state visits: General Secretary To Lam's visit to China in August 2024 and General Secretary and President Xi Jinping's visit to Vietnam last April. It coincides with the working visits to China by President Luong Cuong (September 2-4) and Prime Minister Pham Minh Chinh (August 31-September 1). This occasion provides both sides with an opportunity to review the achievements made over 75 years of diplomatic relations and to chart strategic directions, thereby laying a solid foundation for a new phase of cooperation that is stronger, more stable, and more sustainable.
Thirdly, the visit takes place amid positive and favourable developments in Vietnam-China relations since the consensus to build a Community with a Shared Future of strategic significance. It marks a new high point in the 75th anniversary of diplomatic relations and the Year of Vietnam-China Humanistic Exchanges.
With the growing political trust between the two Parties and States, bilateral cooperation mechanisms have become more comprehensive, diverse, and effective. The coorperation between the legislative bodies of the two countries has also grown closer, standing out as a highlight with greater depth and substance.
The visit clearly demonstrates the mutual respect and strong political determination of both countries to consolidate and deepen the comprehensive strategic cooperation partnership between Vietnam and China. The highest leadership of China's National People's Congress visiting Vietnam and, for the first time, co-chairing a session of the Cooperation Committee between the Vietnamese National Assembly and China's National People's Congress with the Chairman of the Vietnamese National Assembly not only promotes legislative cooperation but also highlights the rich achievements across diplomatic channels of the Party, State, Government, National Assembly, and People. This solidifies the political foundation for cooperation in all areas such as politics-diplomacy, defense-security, trade, investment, science-technology, and people-to-people exchanges, driving the bilateral relationship towards greater stability, substance, and effectiveness.
Regarding the program, the visit features prominent highlights. Senior Vietnamese leaders and National Assembly leaders will hold meetings and discussions, extensively exchanging views to further strengthen bilateral relations and strategic cooperation in the future, while also discussing regional and international issues of mutual concern.

Through bilateral engagements and especially the first session of the Cooperation Committee between the Vietnamese National Assembly and China's National People's Congress, both sides will discuss directions and measures to effectively implement the high-level consensus reached between the top leaders of the two Parties and countries. They will build on past cooperation achievements, enhance experience exchange between various levels, specialized committees, friendship parliamentary groups, and localities of the two countries in legislative, supervisory, anti-corruption, socialist rule-of-law state building, national governance, and social management to further facilitate economic and strategic development connectivity between the two countries. This will establish a comprehensive and extensive cooperation model, including strategic transportation infrastructure connectivity, innovation cooperation, science and technology, digital economy, and green development.

Could the Ambassador evaluate the role of parliamentary cooperation in the overall Comprehensive Strategic Cooperative Partnership between the two countries and the practical parliamentary cooperation between them in recent times?
The cooperative relationship between the Vietnamese National Assembly and China's National People's Congress has seen many positive developments in recent years. This is a crucial pillar in the overall Comprehensive Strategic Cooperative Partnership between Vietnam and China.
Firstly, parliamentary cooperation completes the legal framework, supervises the implementation of bilateral agreements, and ensures that high-level commitments are substantively and correctly implemented.
Secondly, cooperation between the National Assembly/National People's Congress of the two countries contributes to enhancing political trust and mutual understanding between the two Parties and States. Parliamentary engagements create a space for regular policy exchanges, thereby strengthening strategic trust.
Thirdly, the legislative bodies of the two countries maintain contact and coordination at multilateral forums, implementing diverse cooperative activities at various levels, serving as a bridge to expand bilateral relations to all levels, deepening and enriching exchanges between localities and people of the two countries.
In practice, the legislative bodies of the two countries have maintained regular high-level delegation exchanges, most recently with Vice Chairman of the National Assembly Tran Quang Phuong's successful working visit to China (August).
Both sides also closely coordinate at multilateral parliamentary forums, share perspectives on global issues, have side meetings at international and regional inter-parliamentary forums, and implement cooperation at the level of committees, friendship parliamentary groups, localities, and young National Assembly/National People's Congress delegates. They have signed a new Cooperation Agreement between the National Assembly and the National People's Congress, establishing a cooperation mechanism headed by the Chairman of the National Assembly/Chairman of the National People's Congress, which is the highest-level inter-parliamentary cooperation mechanism China currently has with other countries.
The content of cooperation is increasingly substantive, linked to specific issues in law-making, supervision, and national decision-making. The legislative bodies of the two countries have closely coordinated to review and supplement the legal framework, facilitating cooperation in economy, trade, investment, science and technology, education and training, tourism, and people-to-people exchanges. This underscores the important role of the parliamentary channel in the overall traditional friendship and Comprehensive Strategic Partnership between Vietnam and China.
