WVR - On May 26, the 19th Bac Ninh Provincial People’s Council (term 2021–2026) held its 29th session to review, discuss, and pass resolutions on a number of important emerging issues within its authority.

Attending the session were Chairman of the Bac Ninh Provincial People’s Committee, Mr. Vuong Quoc Tuan; members of the Provincial Party Standing Committee; representatives from the Provincial People’s Committee, the Provincial Vietnam Fatherland Front Committee, and related departments and sectors.

The session was chaired and moderated by Ms. Nguyen Huong Giang – Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council; Ms. Tran Thi Hang – Member of the Provincial Party Standing Committee and Permanent Vice Chairwoman of the Provincial People’s Council; and Mr. Nguyen Anh Tuan – Vice Chairman of the Provincial People’s Council.

Approval of six resolutions

At the session, the Bac Ninh Provincial People's Council (PPC) listened to, discussed, and gave feedback on proposals submitted by the Provincial People’s Committee, along with evaluation reports from the PPC’s Committee for Culture and Society and Committee for Economic and Budget Affairs. Based on these discussions, the Provincial People’s Council voted to approve six resolutions:

(i). Adjustment to the 2021–2025 Medium-Term Public Investment Plan (10th revision).

(ii). Plan for the recovery, allocation, and supplementation of the 2025 public investment capital** (3rd round).

(iii). Adjustments, supplements, and financial support for several programs and projects.**

(iv). Approval of funding support for the construction of university campuses in Bac Ninh, including: Hanoi Medical University, Hanoi University of Natural Resources and Environment, Foreign Trade University, and a training facility under Hanoi University of Science and Technology.

(v). Adjustments and supplements to medical service pricing at public healthcare facilities within the province.

(vi). Revocation of Resolution No. 109/NQ-HĐND dated April 17, 2018, on the planning for the exploitation and gathering of riverbed sand, gravel, and construction materials.

Additionally, the Council approved a resolution allowing Mr. Nghiem Dinh Trung to step down from his role as a Provincial Council deputy due to his retirement.

Developing Bac Ninh into a Center for higher and postgraduate education

Chairwoman of the Bac Ninh Provincial People’s Council, Ms. Nguyen Huong Giang, affirmed that the Bac Ninh Provincial Planning for the 2021–2030 period, with a vision to 2050, sets the strategic goal of transforming Bac Ninh into a hub for university and postgraduate education, closely connected with research, innovation, and technology transfer.

This resolution serves as a policy mechanism to support, encourage, and attract reputable public universities to invest in and expand their training facilities in the province. It is expected to have a positive impact on Bac Ninh’s socio-economic development and human resource capacity.

The Bac Ninh Provincial People’s Committee is responsible for reporting to the newly consolidated Provincial People’s Council at its nearest session to continue implementing this resolution. Based on budget capacity, the province will allocate and balance funding to support project implementation once the projects meet the requirements under the Law on Public Investment and other relevant legislation.

The session voted to approve the resolution allowing Mr. Nghiem Dinh Trung — former Member of the Provincial Party Standing Committee, former Commander of the Provincial Military Command, and deputy of the Provincial People’s Council representing Yen Phong District — to step down from his role as a deputy of the 19th Bac Ninh Provincial People’s Council (2021–2026 term) upon his own request. The Provincial People’s Council also reviewed and provided feedback on several important matters, including: The proposed adjustment to Bac Ninh’s 2021–2025 medium-term public investment plan; A proposal on the recovery, allocation, and supplementation of the 2025 public investment capital plan (3rd round); A proposal on financial adjustments, additions, and support for certain projects; A draft resolution on adjusting and supplementing medical service prices at public healthcare facilities across Bac Ninh province; A proposal to repeal Resolution No. 109/NQ-HĐND dated April 17, 2018, of the 18th Provincial People’s Council (2016–2021 term) on the planning of riverbed sand and gravel extraction and storage areas, as well as construction material resources.

All resolutions passed at the session are considered significant and will serve as a foundation for implementing key socio-economic development tasks.

According to the Bac Ninh Provincial People’s Committee, there are currently 56 vocational education institutions in the province, including 13 colleges, 18 intermediate-level schools, 17 vocational education centers, and 8 other institutions involved in vocational training activities. However, Bac Ninh only has two colleges currently offering high-quality vocational training programs: Bac Ninh Industrial College; Bac Ninh College of Electromechanics and Construction. These schools provide training in high-demand fields such as Industrial Electronics, Metal Cutting, and Industrial Electricity.

Despite these efforts, the province has faced limitations in recent years in terms of enrollment and training outcomes. The enrollment rate for college and intermediate levels remains low, accounting for just 16.6% of total enrollment. The technical college-level workforce (technicians) currently meets only about 15% of the demand for skilled labor with technical expertise in the province’s industrial parks and clusters. With the current scale of enrollment, vocational training structure, and qualification levels, Bac Ninh is not yet meeting the demand for building a highly skilled workforce to support the province’s socio-economic development goals.
