First Deputy Chairman of the Russian Federation Council Yatskin A.V. expressed satisfaction with the positive development of the comprehensive strategic partnership between Russia and Vietnam across all fields and through all state, parliamentary, organizational, and people-to-people channels.
He emphasized that the close relationship between the two legislative bodies plays a crucial role in promoting and overseeing the implementation of high-level agreements signed by the leaders of the two countries.
Representing federal entities, the Russian Federation Council places special importance on promoting local cooperation between the two countries. Mr. Yatskin noted that many regions and provinces in Russia are currently eager to sign cooperation agreements with localities in Vietnam.
Ambassador Dang Minh Khoi highly appreciated the cooperation between the Russian Federation Council and the National Assembly of Vietnam in recent times, affirming that Vietnam wishes to strengthen and enhance cooperation in all areas with the Russian Federation.

According to Ambassador Dang Minh Khoi, Vietnam and the Russian Federation have actively increased delegation exchanges and contacts at all levels, promoted economic cooperation, and strengthened collaboration in education, science, and technology. Notably, Vietnam and the Russian Federation recently signed an agreement on cooperation in building a nuclear power plant, a project that plays an important role in ensuring Vietnam's energy security.
Additionally, both sides acknowledged the vast potential for cooperation in tourism and discussed the possibility of opening direct flights from major Russian cities such as Saint Petersburg to Hanoi and Ho Chi Minh City, to facilitate people-to-people exchanges and boost economic and trade cooperation.
In terms of education and training, both parties agreed to continue expanding scholarships and increasing student exchanges, focusing on science and technology, arts, music, and cinema—fields in which Russia excels and Vietnam is prioritizing human resource development.
