14th National Party Congress: Promoting innovation in thinking and action to elevate strategic advisory work

The Party Committee of Central Party Agencies was established by the Politburo on January 24, 2025. It is a party organization under the Central Committee, consisting of 14 party committees of advisory and assisting bodies of the Central Committee; the Party's public service units; and the Party Committees of the Supreme People's Court, the Supreme People's Procuracy, and the Office of the President.
This Party Committee holds a particularly important position, directly leading and coordinating strategic advisory work for the Central Committee, the Politburo, and the Secretariat. It is a party organization that gathers many key leaders and high-ranking officials of the Party and State, strategic management personnel, and experts in research, training, communication, advisory, policy consultation, and judicial activities.
Recently, under the close attention and direction of the Politburo and the Secretariat, the Party Committee has prioritized implementing new policies from the Central Committee, fostering a spirit of solidarity, unity, dynamism, creativity, innovation, and decisiveness. Officials and party members have consistently demonstrated responsibility and commitment to fulfilling their assigned tasks.
Since the end of 2024, under the leadership of the Party Central Committee, the Politburo, and the Secretariat, headed by General Secretary To Lam, party organizations within the Party Committee of Central Party Agencies have advised on the issuance and implementation of many strategic, groundbreaking, and historically significant policies, particularly in advising on the "revolution" of organizational restructuring and completing the overall model of the political system.
Party committees, organizations, officials, and party members throughout the Party Committee have exemplified leadership in merging, consolidating, and streamlining organizations on a large scale; reducing 110 department-level and equivalent units, 440 division-level units, 35 public service units, 2,512 staff positions, and 2,038 leadership and management titles at various levels. Party building work within the Party Committee has seen significant innovations and clear results.
The study, dissemination, and implementation of the Party Central Committee's resolutions, directives, and conclusions have been conducted seriously. The study and emulation of Ho Chi Minh's ideology, ethics, and style, along with regulations on the responsibility of setting an example for officials and party members, have been effectively implemented with many new methods. The work of theoretical research, practical summarization, forecasting, and strategic policy advisory has become more systematic and improved in quality. The work of ideological orientation, public opinion monitoring, and protecting the Party's ideological foundation has been strengthened. Organizational and personnel work, strengthening grassroots party organizations, party cell activities, party member management, and internal political protection have seen positive changes.
The sense of responsibility, exemplary spirit, and proactivity of officials and party members, especially leaders, have significantly improved. Inspection and supervision work has been conducted seriously, promptly correcting organizations and individuals with limitations, weaknesses, and shortcomings, strictly handling and preventing violations. Administrative reform within the party has been decisively and comprehensively directed, linked with promoting digital transformation in a more substantive and effective manner...
Expressing strong agreement with the draft documents submitted to the Congress, the Party Committee of Central Party Agencies has urgently and seriously disseminated and thoroughly implemented the contents of the 14th Party Congress Resolution, focusing on the following key tasks and solutions:
Firstly, continue to vigorously innovate thinking and action, elevate strategic advisory work; enhance forecasting capacity, theoretical research, and practical summarization to advise the Central Committee, the Politburo, and the Secretariat, promptly concretizing and successfully implementing the 14th Party Congress Resolution. Continue to lead and direct the advisory work for issuing policies and completing the Party's regulatory system, meeting the requirements and tasks in the new situation; effectively implement the Central Committee's resolutions, directives, and conclusions, especially strategic resolutions to promote rapid and sustainable national development.
Secondly, enhance the leadership capacity and combativeness of party committees and organizations. Strengthen coordination between party committees and central agencies' leadership in directing and implementing political tasks. Continue to effectively consolidate a streamlined, efficient, and effective organizational structure; vigorously innovate personnel work; build a truly exemplary cadre team with sufficient qualities, capabilities, and prestige to meet the demands of the new development era.
Thirdly, effectively promote the exemplary role and pioneering spirit of party organizations, officials, and party members, especially leaders, in performing their duties. Effectively implement the Central Committee's resolutions, conclusions, and directives on party building and rectification, promoting the study and emulation of Ho Chi Minh's ideology, ethics, and style. Establish workplace and party culture standards; build a working environment of solidarity, unity, democracy, responsibility, and discipline throughout the Party Committee.
Fourthly, innovate and enhance the quality and effectiveness of inspection, supervision, and disciplinary enforcement within the Party; combat corruption, waste, and negativity, strengthen self-inspection and supervision; proactively inspect and supervise areas prone to violations; strictly enforce regulations on power control; provide early warnings, prevent from afar, ensuring no "gaps" or "dark areas" that the Party's inspection and supervision cannot reach.
Fifthly, continue to vigorously innovate working methods and styles, using quality and effectiveness as measures; strongly promote the application of science, technology, and digital transformation, quickly completing databases for monitoring, evaluation, inspection, supervision, sharing, and reducing administrative procedures with urgency, decisiveness, comprehensiveness, and effectiveness.
Based on the awareness of the new development era with very high requirements to realize the country's two strategic 100-year goals; deeply grasping the Party's policy stated in the draft documents of the 14th Party Congress on "focusing on building the Party's central leadership bodies as the true intellectual nucleus, the 'strategic general advisory body'; vigorously innovating the activities of the Party's committees and agencies to meet the strategic advisory requirements and tasks for the Central Committee"; and implementing the directives of General Secretary To Lam at the first Congress of the Party Committee of Central Party Agencies, all officials, party members, and workers within the Party Committee will unite, with the highest determination and will, act vigorously, focusing on building a clean, strong, exemplary Party Committee of Central Party Agencies in terms of politics, ideology, ethics, organization, and personnel; elevating strategic advisory work, worthy of the important position and role of the Party Committee, meeting the trust and expectations entrusted by the Party Central Committee.
