1. The congratulatory message from the Communist Party of the Russian Federation reads as follows:
The Congress is a significant event marking a new phase in implementing policies and building the nation. Through collective wisdom, the Congress will deeply and comprehensively assess the results and achievements that the Communist Party of Vietnam has attained through relentless and creative efforts over the past five-year term.
Under the leadership of the Communist Party of Vietnam—a tested vanguard force—Vietnam is confidently implementing the resolutions of the Congresses, laying a solid foundation for progress and development, maintaining principles while being innovative in both domestic and foreign affairs. The Russian Communist Party is always proud and ready to continue cooperating with the Communist Party of Vietnam.
