In his opening remarks, Pham Quang Anh, the Chargé d'Affaires of the Vietnamese Embassy in France, emphasized that the seminar is an opportunity for intellectuals to demonstrate their responsibility, align with the strategic directions of the Party and State, and mobilize collective intelligence to address challenges in science and technology development, innovation, and attracting expatriate intellectual resources.
During over four hours of discussion, many experts presented papers and shared in-depth perspectives on fields such as high technology, human resource policies, mechanisms to attract intellectuals, and proposed solutions to enhance scientific connections between expatriates and the homeland.
Many opinions highlighted that prioritizing the development of science and technology is a core factor in realizing the country's sustainable growth goals.
The seminar created a space for connection, promoting joint research projects and academic community activities of expatriates, aiming to contribute to Vietnam's development in the new phase.
The recommendations and ideas of expatriate intellectuals were compiled and sent to relevant authorities as a basis for policy research and advice.
