14th National Party Congress: Overseas Vietnamese in France anticipate a breakthrough driver for cultural development

WVR - Diane Nguyen Duc, President of the Association for the Promotion of Vietnamese Culture (APCV), believes that the 14th National Party Congress holds special significance as it is expected to further concretize the spirit of the 13th Congress Resolution, making culture a genuine intrinsic resource and a breakthrough driver for sustainable development.

Diane Nguyen Duc expressed her hope that the new directions of the Congress will establish a comprehensive "cultural ecosystem", where traditional values are preserved and promoted amidst the continuous evolution of modern life.

According to her, this is not only a strategic requirement but also a condition for Vietnamese culture to continue leading, nurturing the identity and spiritual strength of the nation in the new era.

Particularly, Diane Nguyen Duc expects the 14th National Party Congress to propose long-term policies to strengthen the unity of the entire nation, where the overseas Vietnamese community is seen as an inseparable part.

She believes that every Vietnamese abroad can become a strong "cultural bridge", contributing to spreading Vietnamese values globally, while jointly building an advanced Vietnamese culture rich in national identity, suitable for the country's development and integration needs.

Discussing the expansion of Vietnamese culture's influence internationally, especially in France – considered a major cultural hub of Europe – Diane Nguyen Duc suggests that the 14th National Party Congress's directions should focus on balancing the preservation of identity with encouraging creativity.

She argues that for Vietnamese culture to not only remain an internal pride but truly "shine" on the international stage, there needs to be a shift in approach from pure "promotion" to "conquering" international audiences with highly creative cultural industry products.

Diane Nguyen Duc emphasizes the importance of systematic investment in digitizing cultural heritage, viewing it as a practical solution to preserve traditional values while expanding international public access in the context of digital transformation. Alongside, professionalizing cultural exchange activities in host countries is also a key factor to enhance the sustainability and depth of programs introducing Vietnamese culture abroad.

According to the APCV President, using modern artistic language to tell stories about Vietnam's history, people, and identity will help international friends and young overseas Vietnamese easily empathize and accompany, thereby naturally and enduringly amplifying the spread of Vietnamese cultural values.

Regarding the more effective contribution of overseas Vietnamese artists and intellectuals, Diane Nguyễn Đức considers them a valuable resource, always ready and eager to contribute to the homeland. She believes that to unlock and harness this resource, strategic partnership mechanisms and open creative spaces that respect the creative freedom of artists and intellectuals are necessary.

Firstly, Diane Nguyen Duc suggests specific "commissioning" policies for national cultural projects, thereby enabling overseas Vietnamese artists and intellectuals to participate as creative entities, directly contributing with their capabilities and experiences.

Additionally, building forums and online knowledge networks is seen as a necessary solution to bridge geographical distances, allowing the contributions of the overseas Vietnamese community to occur regularly, continuously, and deeply.

An equally important factor is establishing a mechanism for appropriate recognition and strict intellectual property protection. This is not only an acknowledgment of specific contributions but also a significant spiritual encouragement, fueling the passion for each Vietnamese intellectual and artist in France and globally to confidently and willingly dedicate their talents to the development of national culture.

From these insights, Diane Nguyen Duc expresses confidence that if the 14th National Party Congress continues to affirm and concretize the central role of culture in the national development strategy, while having appropriate mechanisms to connect and harness the intellectual and artistic resources both domestically and internationally, Vietnamese culture will gain strong momentum to rise, maintaining national identity while actively integrating and spreading deeply in the cultural life of the region and the world.
