WVR - Dr. Pham Thi Thanh Loan, General Director of Viet - Viet Guangdong Tourism and Trade Service Co., Ltd., assesses that the draft documents for the 14th Party Congress are comprehensive and profound, reflecting the strategic vision and high political determination of the Party amidst numerous domestic and international changes.

The 14th Party Congress documents not only objectively and truthfully evaluate the achievements after five years of implementing the 13th Congress Resolution and 40 years of Renovation but also clearly identify the limitations and weaknesses that need to be addressed. From there, they outline directions, goals, and solutions for national development in the new phase.

Dr. Pham Thi Thanh Loan asserts that in the draft documents of the 14th Party Congress, the content she is most interested in and highly values is the shaping of a new growth model, with science, technology, innovation, and digital transformation as the main drivers.

This is a strategic mindset aligned with the development trends of the era, especially as the Fourth Industrial Revolution is profoundly impacting all aspects of socio-economic life.

Identifying this key driver, along with specific goals such as increasing the contribution of total factor productivity (TFP) to over 55% and developing the digital economy to account for about 30% of GDP, demonstrates a strong determination to shift from a growth model based on capital and low-cost labor to one based on knowledge, technology, and high-quality labor productivity.

The integration of technological breakthroughs with three key institutional pillars (socialist-oriented market economy, socialist rule of law, and socialist democracy) creates a comprehensive framework for breakthrough development.

To further refine the draft documents, Dr. Pham Thi Thanh Loan offers three proposals:

Firstly, regarding the mechanism to realize human resources: While the documents emphasize developing high-quality human resources and attracting talent, there needs to be a clearer articulation of specific, superior mechanisms to turn these policies into reality.

Specifically, there should be truly attractive incentives, a scientific working environment, and strong autonomy mechanisms for research institutes and universities to attract and retain leading scientists, including overseas Vietnamese. Additionally, there should be a specific roadmap to integrate digital economy and innovation thinking into the education system from the primary level.

Secondly, concerning regional connectivity in the context of a new organizational apparatus: The revolution to streamline the apparatus and transform the local government model is a breakthrough step.

However, the documents need to emphasize more and propose specific mechanisms and tools to effectively promote regional connectivity in the new development space. The formation of "growth poles" and "economic corridors" should be linked with resource coordination mechanisms, benefit-sharing, and seamless infrastructure connectivity among localities to avoid fragmented and isolated development.

Thirdly, on the issue of adapting to climate change: Although the documents have mentioned it, this should be considered a vital challenge and needs to be more strongly integrated into all socio-economic, defense, and security development strategies, especially for the Mekong Delta and Central Coast regions. There should be very specific targets and solutions for pollution control, disaster-resilient infrastructure development, and enhancing forecasting and early warning capabilities.

Dr. Pham Thi Thanh Loan emphasizes that the draft documents have outlined a correct and ambitious vision. Supplementing and clarifying the mechanisms, tools, and specific roadmaps to realize strategic goals will help the documents truly become a guiding torch, gathering the collective strength of the entire nation in the mission of building and developing the country in the new phase.

As an intellectual and expatriate who has lived and worked in China for nearly 20 years, Dr. Pham Thi Thanh Loan believes that she, along with other Vietnamese community members there, always looks towards the homeland with deep love and faith.

The upcoming 14th Party Congress is eagerly anticipated by the community with significant expectations, marking a crucial milestone that opens a new era of strong national advancement.

First and foremost, she hopes the Congress will pass breakthrough policies to realize the aspiration for national development. Specifically, the institutionalization of a growth model based on science, technology, and innovation in a strong and creative manner.

This will create a significant attraction for Vietnamese intellectuals and experts worldwide, opening opportunities for the community to directly contribute to building the digital economy, developing high-tech industries, and enhancing national competitiveness.

Secondly, she expects a more transparent, open, and stable legal environment. A synchronized institutional system, with administrative procedures simplified to the maximum, will be a key factor in strongly attracting intellectual and financial resources from the expatriate community.

She affirms that the expatriate community is ready to bring back knowledge, technology, and modern management experience, but this requires a truly "open door" mechanism from within the country, facilitating startup activities, innovation, and knowledge transfer.

Finally, she hopes for a closer and more sustainable connection between the expatriate community and the country. According to her, the meaningful participation of the expatriate community not only in economic projects but also in policy-making forums, educational, cultural, and social development programs will contribute to spreading the spirit of companionship with the homeland.

Vietnam's development in the new era, with an increasingly high position on the international stage, is a source of pride and motivation for each expatriate to become an ambassador, promoting the image of a dynamic, creative, and aspirational Vietnam.

With these expectations, Dr. Pham Thi Thanh Loan believes that under the leadership of the Party and the strength of national solidarity, Vietnam will seize opportunities, overcome challenges, and successfully achieve the goal of becoming a developed, prosperous nation by 2045.
