The event was attended by Ana Prestes, Secretary in charge of International Relations (Head of Foreign Affairs) of the Communist Party of Brazil (PCdoB); Pedro de Oliveira, journalist, historian, and Secretary General of the Brazil-Vietnam Friendship and Cooperation Association (ABRAVIET); along with representatives from several political parties, journalists from various media outlets, representatives from the states of Goias, Mato Grosso, Para, and Rio Grande do Sul, as well as some close Brazilian friends of Vietnam.

The program began with delegates watching a video clip showcasing Vietnam's outstanding foreign achievements and the results of the 33rd Diplomatic Conference held in Hanoi from August 1-7.

Speaking at the press conference, Ambassador Bui Van Nghi emphasized that the event took place at a significant time, as the entire Party, army, and people of Vietnam are gearing up to celebrate the 81st anniversary of the August Revolution (August 19), National Day (September 2), and 40 years of the Doi Moi reform, while also entering the first year of implementing the guidelines of the 14th National Congress of the Communist Party of Vietnam.

The Ambassador focused on sharing three main topics: the outstanding achievements of Vietnam after 40 years of Doi Moi; foreign policy orientation in the new development phase; and prospects for deepening and effectively enhancing the Vietnam-Brazil Strategic Partnership.

According to Ambassador Bui Van Nghi, four decades of Doi Moi have brought about profound changes, transforming Vietnam from an economy facing many difficulties into a dynamic economy with high openness and increasing integration with the world.

In the first seven months of 2026, Vietnam's socio-economic landscape continued its positive growth trajectory. Industrial production increased by 11.4%; total retail sales of goods and service revenue rose by 13.1%; registered foreign direct investment reached 38.06 billion USD, up 58%; and Vietnam welcomed 13.9 million international visitors, an increase of 13.8%.

Alongside these achievements, Vietnam candidly acknowledges challenges related to growth quality, labor productivity, innovation capacity, business competitiveness, climate change, and an aging population.

Therefore, Vietnam identifies science, technology, innovation, and digital transformation as key development drivers; while also promoting green transition, circular economy, high-quality human resource development, and institutional improvement, aiming for a fast, sustainable, inclusive growth model centered on the people.

Regarding foreign policy, the Ambassador affirmed that Vietnam remains steadfast in its independent, self-reliant, peaceful, friendly, cooperative, and developmental path; diversifying and multilateralizing international relations; respecting the United Nations Charter and international law; resolving disputes by peaceful means; and choosing justice, right, and common interests of the international community over taking sides.

In the new phase, foreign affairs, alongside defense and security, become crucial, regular tasks, significantly contributing to maintaining a peaceful, stable environment for national development, protecting the Fatherland early and from afar, and effectively mobilizing external resources for national development.

Diplomacy should play a pioneering role with the motto “early detection, correct advice, timely action”, while focusing on substantive effectiveness and transforming good political relations into specific programs, projects, and benefits.

Regarding Vietnam-Brazil relations, Ambassador Bui Van Nghi affirmed that the two countries are facing a unique opportunity to promote stronger cooperation. After more than 37 years of diplomatic relations, the bilateral relationship has been built on a foundation of political trust, increasingly strong people-to-people relations, friendship, and many shared interests.

Recent high-level visits between the two countries' leaders, along with the upgrade of relations to a Strategic Partnership in November 2024, especially the State visit to Vietnam by President Luiz Inácio Lula da Silva in March 2025, have provided a strong political impetus for cooperation between the two countries.

According to Vietnam Customs data, in the first seven months of 2026, Vietnam-Brazil trade turnover reached 5.49 billion USD, up 23% compared to the same period in 2025. Vietnam's exports to Brazil reached 2.18 billion USD, up 42%; imports from Brazil reached 3.31 billion USD, up 13%. This result shows that bilateral trade continues to maintain a positive development trajectory, with a clearly complementary commodity structure.

The Vietnamese Ambassador to Brazil believes that the goal of achieving 15 billion USD in bilateral trade by 2030 is entirely feasible if the two countries actively remove barriers, diversify products, promote two-way investment, and build common supply chains. Both sides need to go further in goods exchange to promote joint ventures, technology transfer, research cooperation, and human resource training.

In the latter half of 2026, the Vietnamese Embassy in Brazil will focus on promoting areas with the potential to yield specific results such as trade and investment; agriculture and food security; renewable energy, ethanol, and sustainable aviation fuel; science and technology, semiconductors, and digital transformation; education and training; defense, security, and combating transnational crime; culture, tourism, and people-to-people exchanges.

The Embassy will continue to expand cooperation with the Federal Government and National Congress, state and city governments, political parties, business associations, universities, research institutes, and friendship organizations in Brazil.

Recent activities in the federal district of Brasília, and the states of Maranhao, Rio de Janeiro, and Rio Grande do Sul show that cooperation between localities, universities, and businesses can create specific projects that effectively complement central-level relations.

Speaking at the event, Ana Prestes affirmed that the relationship between PCdoB and the Communist Party of Vietnam has deep historical and political roots. For many generations of Brazilian communists, Vietnam is a symbol of the struggle for independence, sovereignty, and the right to self-determination of nations.

Ana Prestes suggested that the relationship between the two Parties should not only remain in historical memory but should be transformed into concrete, strategic cooperation aimed at the future. Both sides can establish regular exchange programs between leaders, foreign affairs agencies, youth and women's organizations, and research institutions; enhance exchanges on party building, political training, media, technological innovation, social policies, and issues facing socialism in the 21st century.

The PCdoB representative also proposed promoting joint seminars between universities, foundations, and research centers of the two countries; linking party diplomacy with economic cooperation; promoting joint ventures, production investment, technology transfer, and value chain connections.

According to her, Brazil can become an important platform for Vietnam to access the South American market, while Vietnam serves as a natural bridge to help Brazil strengthen relations with Southeast Asia and ASEAN.

For his part, Pedro de Oliveira assessed that the upgrade to a Strategic Partnership reflects the substantive convergence of interests between Vietnam and Brazil in the current international context. The two countries have great potential for cooperation in agriculture, food security, green technology, telecommunications, renewable energy, circular economy, education, healthcare, scientific research, space technology, and defense.

He emphasized that a sustainable strategic relationship must be built on mutual respect, cultural exchange, and connections between the peoples of the two countries. Friendship organizations, political parties, diplomatic agencies, businesses, and academia play important roles in transforming political orientations into trade agreements, investment projects, scientific and technological cooperation, and jobs for the people.

During the interaction-exchange session, Ambassador Bui Van Nghi and the delegates answered questions from the press, discussing Vietnam's development policies, prospects for Vietnam-Brazil relations, and measures to enhance mutual understanding between the peoples of the two countries.

Ambassador Bui Van Nghi particularly emphasized the role of the press and media in bridging the perception gap between the two nations. Every accurate, objective article and every authentic story about the countries and peoples of Vietnam and Brazil can open a new door for cooperation.

The Ambassador affirmed that the Vietnamese Embassy in Brazil is ready to act as a bridge, providing timely information, enhancing dialogue with the press, listening to partners' difficulties, and coordinating to find suitable solutions.

With a solid political foundation, complementary economies, and the determination of leaders, people, and businesses of both countries, the Vietnam-Brazil Strategic Partnership is expected to continue to grow strongly, deepen, and deliver increasingly practical results.
