Press Conference: Resolution No. 23 creates new opportunities to mobilize Overseas Vietnamese resources
WVR - Resolution No. 23-NQ/TW dated August 2, 2026, by the Politburo on the work concerning overseas Vietnamese marks a new development in the mindset and approach to leveraging the resources of the overseas Vietnamese community, creating conditions for them to participate more deeply in the process of building, developing, and defending the homeland.

From “mobilize, gather, care” to “accompany, create”
Deputy Chairman of the State Committee for Overseas Vietnamese Affairs Ngo Trinh Ha stated that Resolution No. 23 is the result of a 20-year review of the implementation of Resolution No. 36-NQ/TW and related directives from the Politburo and the Secretariat on overseas Vietnamese affairs.
The resolution inherits the consistent and valuable perspectives of Resolution No. 36-NQ/TW, while also reflecting a new development in the mindset regarding overseas Vietnamese affairs, aligning with the country's development needs in the new phase and the changes within the overseas Vietnamese community.
One of the notable new points is that the resolution identifies overseas Vietnamese not only as an inseparable part of the Vietnamese ethnic community but also as one of the important strategic resources, contributing to enhancing the nation's overall strength, serving as a bridge between Vietnam and the world, and directly participating in the cause of building, developing, and defending the homeland.
With over 6.5 million people living, studying, and working in more than 130 countries and territories, the overseas Vietnamese community is increasingly growing in both quantity and quality, as well as in the level of integration. The community includes a growing number of intellectuals, experts, scientists, entrepreneurs, and artists with status and influence in many countries.
Thus, the work concerning overseas Vietnamese is elevated from “mobilize, gather, care” to “accompany, create” mechanisms for overseas Vietnamese to participate more deeply in the journey of integration, building, and developing the country.
The resolution emphasizes effectively leveraging the resources of overseas Vietnamese to serve the rapid and sustainable development of the country, including in science, technology, innovation, digital transformation, artificial intelligence, semiconductors, biotechnology, and the startup ecosystem.
The method of mobilizing resources is also expanded. Instead of primarily mobilizing and attracting individual contributions, the resolution calls for building databases, networks, and a global ecosystem to connect experts, intellectuals, scientists, entrepreneurs, artists, and the younger generation of overseas Vietnamese. Contributions can be made flexibly, not only by returning to work directly in the country but also remotely in suitable and effective forms.
Notable new points
According to Mr. Ngo Trinh Ha, Resolution No. 23 introduces several notable new points regarding the mindset, tasks, and implementation methods of overseas Vietnamese affairs.
Firstly, overseas Vietnamese are identified as one of the important strategic resources, contributing to enhancing the nation's overall strength, while also serving as a bridge between Vietnam and the world and a force directly involved in the cause of building, developing, and defending the homeland.
Secondly, the mindset regarding overseas Vietnamese affairs shifts from “mobilize, gather, care” to “accompany, create”, creating mechanisms for overseas Vietnamese to participate more deeply in the process of integration, building, and developing the country.
Thirdly, the resolution emphasizes effectively leveraging the resources of overseas Vietnamese, focusing on fields such as science, technology, innovation, digital transformation, artificial intelligence, semiconductors, biotechnology, and the startup ecosystem.
Along with this is the building of databases, networks, and ecosystems for connection and expanding flexible contribution forms, including from afar. Overseas Vietnamese are facilitated to participate more extensively in the development of policies, national development programs, and activities in science, technology, innovation, and digital transformation.
Fourthly, the resolution highlights the role of overseas Vietnamese in defending the homeland from early and afar, contributing to protecting national interests; while also promoting the role of “cultural ambassadors, the country, and the Vietnamese people”, considering culture as a resource and tool of national soft power. The resolution also encourages and supports capable Vietnamese individuals to participate in international organizations.
Fifthly, the resolution calls for strengthening inter-sectoral, inter-field, and inter-regional coordination mechanisms, enhancing the responsibility of agencies and leaders. The agency responsible for overseas Vietnamese affairs should have sufficient authority and status to comprehensively lead and coordinate; while also emphasizing the responsibility of Vietnamese Representative Missions abroad.
The resolution also pays special attention to the younger generation of overseas Vietnamese through education, experiences, returning to the roots, learning, entrepreneurship, innovation, volunteering, and people-to-people exchanges, to help the younger generation deeply understand and maintain a lasting connection with their homeland.
Connecting resources with development needs
An important point in implementing the resolution is building a sustainable ecosystem connecting overseas Vietnamese resources with the country's development needs.
Mr. Ngo Trinh Ha informed that four main connection networks are expected to be formed: a network of intellectuals and experts in key fields; a network of entrepreneurs and investors; a network of artists, influencers, and notable individuals; and a network of young overseas Vietnamese.
Based on the 10 identified strategic technology sectors, Vietnamese Representative Missions abroad are building and connecting networks of experts in fields such as artificial intelligence, semiconductors, biotechnology, energy...
For the network of entrepreneurs and investors, the goal is to link the resources of overseas Vietnamese entrepreneurs with the country's development opportunities; continue to strengthen and enhance the effectiveness of the Vietnam Business Association abroad.
The network of artists, influencers, and notable individuals is oriented to contribute to enhancing national soft power, promoting the image, culture, and people of Vietnam to the world. Meanwhile, the network of young overseas Vietnamese is identified as the future force, needing attention, connection, and development.

Mr. Ngo Trinh Ha emphasized that building networks must be linked to results. The connection is only truly sustainable when knowledge is linked to the country's development needs, experts are connected with projects, and ideas are transformed into specific contributions.
In discussions with the press, he stated that in the near future, the Ministry of Foreign Affairs, with the State Committee for Overseas Vietnamese Affairs as the focal point, will coordinate with the Central Propaganda Department to organize the dissemination and implementation of the resolution, while promptly developing the Government's resolution and action programs to implement Resolution No. 23.
Vietnamese Representative Missions abroad are required to disseminate the resolution to the community, grasp, and assess public opinion and reactions from the people.
Each Representative Mission should become a center for connecting Vietnamese resources in the locality; each foreign affairs officer should become a connector of cooperation opportunities, knowledge, technology, investment, and development resources for the country, shifting from organizing individual activities to creating sustainable cooperation networks.
Resolution No. 23 is issued in the context of increasingly fierce global competition for knowledge, technology, talent, and national soft power, while Vietnam demands the highest mobilization of resources for development.
The new approach not only aims to enhance the effectiveness of overseas Vietnamese affairs but also contributes to harnessing the strength of the entire nation, mobilizing Vietnamese resources globally to serve the cause of building, developing, and defending the homeland.
