Vietnam urges de-escalation, protection of civilians, and support for two-state solution at UNSC: Diplomat Nguyen Hoang Nguyen

WVR - On April 28-29, at the United Nations Headquarters in New York, USA, the United Nations Security Council (UNSC) held a high-level open debate on "The Situation in the Middle East and the Palestinian Question" under the chairmanship of the Foreign Minister of Bahrain, the President of the Security Council for April 2026.

The session was attended by Mohamed Khaled Khiari, Assistant Secretary-General of the United Nations for the Middle East, Europe, the Americas, Asia, and the Pacific, Norwegian Foreign Minister Espen Barth Eide, in his capacity as Chair of the Ad Hoc Liaison Committee for Assistance to the Palestinians, and former British Prime Minister Tony Blair, a member of the Executive Board of the Peace Council.

During the session, countries focused on discussing the recent complex developments in the Middle East, particularly in Gaza, the West Bank, Southern Lebanon, and the Strait of Hormuz.

Most opinions called on parties to fully comply with obligations under international law, the Charter, and relevant United Nations resolutions, adhere to ceasefire agreements, and continue diplomatic efforts to end conflicts and achieve sustainable peace.

Regarding the Strait of Hormuz, countries emphasized the urgency of ensuring freedom and security of navigation, limiting negative impacts on international trade, energy security, food security, and the global humanitarian situation.

Speaking at the session, Diplomatic Minister Nguyen Hoang Nguyen, Deputy Head of the Permanent Mission of Vietnam to the United Nations, expressed concern about the complex situation in many hotspots in the Middle East; opposed military attacks on sovereign nations, especially those that have declared non-involvement in conflicts; condemned hostile actions targeting United Nations personnel and facilities; and extended condolences to the United Nations, governments, and families of peacekeeping personnel killed in recent attacks on the United Nations Interim Force in Lebanon (UNIFIL) mission.

The Vietnamese representative affirmed that civilians and essential civil infrastructure must be protected in all circumstances according to Security Council Resolution 2573 (2021); emphasized that safety, security, and freedom of navigation and aviation must be ensured under international law, especially the United Nations Convention on the Law of the Sea (UNCLOS) 1982, considering it not only an urgent requirement for stability in the Middle East, including the Strait of Hormuz, but also a common interest of the international community in ensuring energy supply, food security, trade, and global economic stability.

On this occasion, the Deputy Head of the Permanent Mission of Vietnam called on the international community not to let recent developments in the Middle East overshadow the Palestinian issue; reaffirmed Vietnam's steadfast support for the Palestinian people's right to self-determination, supported the State of Palestine becoming a full member of the United Nations, and continued to support the two-state solution based on pre-1967 borders, in accordance with international law and relevant United Nations resolutions.
