Vietnam-Russia strengthen international information security cooperation following the Hanoi Convention: Deputy FM Le Anh Tuan

During the talks, Deputy Minister Le Anh Tuan welcomed Mr. Lyukmanov back to Hanoi six months after the Opening Ceremony of the Hanoi Convention in October 2025, thanked the Government of the Russian Federation for actively supporting Vietnam in hosting and organizing the Opening Ceremony, and highly appreciated the role of the Russian Federation in the negotiation and implementation process of the Hanoi Convention.

Deputy Minister Le Anh Tuan stated that Vietnam has ratified the Hanoi Convention and submitted the depositary document to the United Nations Secretariat on April 17, 2026, becoming the first country in Southeast Asia and the third in the world to submit the ratification document. Vietnam is swiftly completing its legal system, domesticating the Convention's provisions, establishing and operating a national focal mechanism, and promoting initiatives in international cooperation on combating cybercrime, including the initiative to establish the first regional center for cybercrime of the United Nations Office on Drugs and Crime (UNODC) in the Asia-Pacific, located in Hanoi.

Within the framework of multilateral forums in the field of information and communication technology, such as the ASEAN-Russia Dialogue Forum on the safe use of information and communication technology and the United Nations Global Mechanism on Information and Communication Technology Security, Vietnam highly values the role of the Russian Federation and wishes for both sides to continue discussions at these forums.

On behalf of the Russian delegation, Mr. Artur Lyukmanov thanked Deputy Minister Le Anh Tuan for taking the time to receive the delegation and congratulated Vietnam on successfully organizing the Opening Ceremony of the Hanoi Convention and being one of the first countries to complete the ratification of the Convention. The Russian Federation is also in the process of completing ratification procedures. At multilateral forums on cybersecurity, the Russian Federation wishes to continue cooperating with Vietnam; supporting the initiative to establish the UNODC regional center on cybersecurity in Hanoi. On this occasion, Mr. Lyukmanov also introduced several forums that the Russian Federation plans to organize, such as the Digital Forum with many side events involving major Russian technology companies; inviting Vietnam to send a delegation to attend. Deputy Minister Le Anh Tuan thanked and requested the Russian side to provide specific information and programs.

Concluding the talks, both sides reaffirmed their commitment to continue promoting cooperation on cybersecurity for the benefit of the people of both nations and to participate in the joint efforts of the international community to address global challenges. Deputy Minister Le Anh Tuan wished the delegation continued success in their working program in Vietnam.
