Vietnam, Russia hold Deputy Ministerial-Level Political Consultation in Moscow

WVR - On the morning of August 21, in Moscow, as part of the cooperation plan between the Vietnamese Ministry of Foreign Affairs and the Russian Ministry of Foreign Affairs, Deputy Minister of Foreign Affairs Le Thi Thu Hang and Russian Deputy Minister of Foreign Affairs Andrey Rudenko co-chaired the Deputy Ministerial-Level Political Consultation between the two Ministries of Foreign Affairs.

In a friendly, open, and trusting atmosphere, the two Deputy Foreign Ministers reviewed and assessed the bilateral relationship since the consultation in February 2025 in Hanoi. They discussed directions and measures to overcome difficulties and comprehensively promote the relationship between the two countries in general and cooperation between the two Ministries of Foreign Affairs in particular. They agreed to coordinate and thoroughly prepare for high-level delegation exchanges in the near future, especially from now until the end of 2026, while also exchanging views on international and regional issues of mutual interest.

Welcoming Deputy Minister Le Thi Thu Hang and the Vietnamese Ministry of Foreign Affairs delegation, Deputy Minister Andrey Rudenko affirmed that Vietnam has always been a reliable and sincere partner of the Russian Federation. The traditional friendship between the two countries has been tested over time and through many historical ups and downs.

In the context of a world with many changes, Vietnam remains a reliable partner and a priority direction in Russia's foreign policy in the Asia-Pacific region.

Deputy Minister Andrey Rudenko congratulated the Vietnamese people on their significant achievements in socio-economic development in recent times. He expressed confidence that with the strategic goals and directions set by the 14th National Congress of the Communist Party of Vietnam, Vietnam will develop strongly and achieve new successes in the nation's construction and development.

Thanking the Russian Ministry of Foreign Affairs for their warm reception, Deputy Minister Le Thi Thu Hang affirmed that the Russian Federation has been, is, and will continue to be one of Vietnam's most important partners. Vietnam will never forget the valuable support and assistance from the former Soviet Union and the current Russian Federation; this is a solid foundation for the two countries to enhance cooperation in the new era.

Deputy Minister Le Thi Thu Hang proposed that the two Ministries of Foreign Affairs closely coordinate, promote their role in coordinating and urging the two countries' ministries and sectors to aggressively and effectively implement high-level commitments and agreements. They should jointly review and meticulously, thoroughly, and substantively prepare both the content and program for high-level delegation exchanges between the two countries' leaders in the near future, thereby creating new milestones for the bilateral relationship.

At the consultation, the two Deputy Ministers were pleased to note the positive results in Vietnam-Russia relations in recent times under the guidance of high-level leaders and the efforts of the two countries' ministries and sectors. Delegation exchanges and contacts at all levels, especially high-level ones, occur regularly, creating important momentum for the increasingly deep and broad development of bilateral relations.

The Governments of the two countries have decisively directed, and the agencies, ministries, and sectors have actively implemented the high-level commitments and agreements reached during visits to the Russian Federation by General Secretary To Lam in May 2025, former Prime Minister Pham Minh Chinh in March 2026, and Prime Minister Le Minh Hung in June 2026.

Economic and trade cooperation has maintained a positive growth trajectory, with bilateral trade turnover increasing year by year. Energy cooperation has expanded into new, green, sustainable, and high-tech energy fields. Within the framework of the Cross-Year of Science and Education, the two countries will organize over 100 activities; the number of Vietnamese applicants for study in Russia in 2025 continues to rise.

Tourism cooperation and cultural exchanges continue to be highlights in bilateral relations. The two countries support organizing cultural exchange activities, including the “Russian Cultural Season in Vietnam” in 2027; facilitating the teaching of Vietnamese in Russia and Russian in Vietnam, thereby enhancing mutual understanding between the peoples of the two countries, educating and popularizing the tradition of bilateral relations to the younger generation, contributing to a sustainable and long-term development foundation for Vietnam-Russia relations.

Based on the results achieved, the two Deputy Ministers affirmed their determination to maintain and strongly promote the momentum of cooperation in all fields: political-diplomatic, economic-trade, defense-security, science-technology, education-training, culture, tourism, and local cooperation. They also agreed on the need to effectively utilize the Free Trade Agreement between Vietnam and the Eurasian Economic Union to increase trade turnover, expand investment, and facilitate the entry of goods and products from both countries into each other's markets on a balanced and sustainable basis.

Discussing the world and regional situation, both sides agreed on the need to enhance the exchange of views, information, coordination, and mutual support at international organizations and multilateral forums, including the United Nations. They aim to contribute to maintaining peace and stability in the Asia-Pacific region and the world, protecting the interests of the peoples of both countries.

Concluding the consultation, both sides agreed to effectively maintain the Political Consultation mechanism to enhance understanding and cooperation between the two Ministries of Foreign Affairs, promote the role of coordinating and managing bilateral relations, fully implement the high-level leaders' agreements, and deepen the Vietnam-Russia Comprehensive Strategic Partnership in a substantive and effective manner.
