Contributing to realizing Vietnam's New Maritime Vision
At the third Conference of the 14th Central Executive Committee on July 28, 2026, the Central Executive Committee issued Resolution No. 20-NQ/TW on building and developing Vietnam into a strong maritime nation. The resolution identifies this as a strategic task for the entire Party, people, military, and the entire political system; emphasizing the central role of the People and businesses; setting goals for 2030, with a vision to 2045, and nine groups of tasks and solutions.
The new resolution marks a significant shift in thinking, from exploiting the sea to managing it; from coastal economic development to developing a strong maritime nation; from sectoral management to integrated, unified national maritime space governance. The sea and islands are linked to sacred sovereignty, the space for survival and development of the country, a gateway for international exchange, and a crucial foundation of national comprehensive strength. Modern maritime economic development must simultaneously protect ecosystems, improve people's lives, and maintain sovereignty, sovereign rights, jurisdiction, and national interests at sea.

The content of the Vietnam Maritime Forum 2026 is designed to be comprehensive, interdisciplinary, closely following the task groups and solutions of the Resolution; focusing on overarching issues including: mobilizing finance and investment, maritime infrastructure, science and technology and data, integrated governance and maritime spatial planning, environment, ecosystems, climate, human resources, and maritime culture. The sea forum includes an Opening Session, a High-Level Orientation Session, three parallel Thematic Sessions, a Summary Session of the three parallel sessions, and a Closing Session. Speeches at the high-level orientation session will focus on identifying goals, needs for international cooperation, bottlenecks, and coordinated solutions to effectively implement the solutions of Resolution No. 20-NQ/TW.
