Attending and speaking at the session were United Nations Secretary-General António Guterres, Chairperson of the African Union Commission Mahmoud Ali Youssouf, and representatives from nearly 100 UN member states.

In his speech, Diplomatic Minister Nguyen Hoang Nguyen, Chargé d'Affaires of the Permanent Mission of Vietnam to the United Nations, shared the concerns of UN leaders and many countries about unprecedented challenges to multilateralism and international law, especially geopolitical tensions, armed conflicts in various regions, violations and selective application of international law, and the use or threat of force in international relations…

These challenges are eroding trust in multilateral mechanisms and disrupting the modern legal order based on the UN Charter that the international community has built together.

In this context, the Vietnamese envoy affirmed that respecting and adhering to international law, especially the UN Charter, is a prerequisite for ensuring international peace and security. All nations, regardless of size, must fully implement their obligations under treaties they are part of, resolve disputes peacefully, and refrain from using or threatening force; respect diplomatic and legal processes.

Diplomatic Minister Nguyen Hoang Nguyen reaffirmed Vietnam's strong commitment to multilateralism, international rule of law, and the central role of the United Nations in addressing global issues. He emphasized that Vietnam supports all efforts and initiatives to resolve conflicts and build peace based on ensuring the rule of law and in accordance with the UN Charter.

The Vietnamese representative stressed that strengthening the rule of law at all levels also requires key UN bodies, including the Security Council, General Assembly, international courts, as well as political and peacekeeping missions, to fully perform their assigned functions and tasks, coordinating closely with each other and with relevant regional and national organizations to ensure the feasibility and inclusiveness of efforts to promote peace and security.

As a responsible member state, Vietnam is always ready to collaborate with UN member states and relevant partners to build a fair, stable, and prosperous world for all nations and people.
