In Southeast Asia, Vietnam was placed fourth after Singapore, Thailand and Malaysia. However, it is noteworthy that Vietnam was the only country in the region to record year-on-year increases in scores and rankings, while the other nations saw drops.

In 2018, Vietnam scored 51.73 points and stood at 50th in the rankings.

According to the Ministry of Information and Communications, Vietnam has a busy postal market with the participation of about 400 enterprises from different economic sectors.

The market has posted a yearly growth of over 50 percent over the past few years, with total revenue estimated at about 30 trillion VND (1.4 billion USD) in 2018.

The 2IPD provides an overview of postal development around the globe. The computation of the 2IPD stems from the integration of UPU postal big data with over 22.9 billion tracking records since 2013 checked and analysed, official UPU statistics, and key UPU surveys.

This index offers a benchmark performance score (from 0 to 100) along four dimensions of postal development: reliability, reach, relevance and resilience.

In addition to revealing the relative performance of postal operators around the world, the 2IPD sheds light on how to foster postal development and maximize the efficiency of postal infrastructure. This makes the 2IPD a unique tool for policymakers, regulators, postal operators and other sector stakeholders eager to understand the role of postal services in the era of e-commerce.
