Prime Minister Pham Minh Chinh: Nuclear power plant construction considered a major strategic project with long-term vision
WVR/VNA - On the morning of January 26, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee and the Party Committee of the Government to approve draft reports and submissions to competent authorities regarding nuclear power projects.

Also in attendance were Deputy Prime Ministers; Deputy Secretaries of the Government Party Committee; Ministers, Heads of ministerial-level agencies, government agencies; leaders of central ministries and agencies; and leaders of related economic corporations.
Faced with new development demands, by the end of 2024, the Central Executive Committee and the National Assembly carefully reviewed and agreed on the policy to restart the Ninh Thuan nuclear power project.
On August 20, 2025, the Politburo issued Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045, urging the prompt implementation of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects.
The Prime Minister has made decisions to establish a Steering Committee for the construction of the nuclear power plant, directing the resolution of important inter-sectoral issues during the implementation of the National Assembly's resolution on continuing the investment policy for the Ninh Thuan nuclear power project.
At the meeting, delegates assessed that the Government and the Prime Minister have closely directed, and ministries, sectors, and agencies have actively and proactively carried out assigned tasks, achieving specific results in vigorously promoting the construction of the Nuclear Power Plant. This includes basically completing institutional construction; implementing some land clearance work, and training human resources...
Notably, after many rounds of negotiations, a basic agreement was reached with Russia on the entire draft agreement on cooperation to build the Ninh Thuan 1 Nuclear Power Plant. At the meeting, delegates exchanged and agreed on important contents to build reports and submissions for competent authorities' opinions.

Concluding the meeting, Prime Minister Pham Minh Chinh commended and highly appreciated the ministries, sectors, and agencies for closely following the policies and directives of competent authorities, actively implementing tasks, and basically completing negotiations with the Russian partner on building the Ninh Thuan 1 Nuclear Power Plant.

The Prime Minister requested the Ministry of Industry and Trade to lead, coordinate with related ministries, agencies, and economic corporations to complete draft reports and submissions of the Government Party Committee on the project; simultaneously present the draft agreement between Vietnam and Russia and make proposals and recommendations for competent authorities to consider. Additionally, draft resolutions and directives from competent levels and agencies regarding the project should be developed.
The Prime Minister directed that the content of reports and submissions should be concise yet comprehensive; focusing on clearly reflecting the project's implementation process; the negotiation situation with partners and results; the basic content achieved to ensure the highest national and ethnic interests, attract high technology, simplify administrative procedures, and optimize project efficiency; the core contents of the draft agreement on cooperation to build the Ninh Thuan 1 Nuclear Power Plant that both parties are particularly interested in and have discussed thoroughly; and the contents related to promoting the implementation of the Ninh Thuan 2 Nuclear Power Plant...
The Prime Minister assigned Deputy Prime Minister Bui Thanh Son to direct; the Ministry of Industry and Trade to lead, with the Minister of Industry and Trade directly directing and signing related documents, fully incorporating the opinions of the Government Standing Committee, coordinating with ministries, sectors, and agencies, and completing reports and drafts by January 27 for submission to competent authorities.
