Vietnam – Algeria adopt Joint Statement on establishing strategic partnership

WVR - Vietnam and Algeria have issued a joint statement on elevating bilateral relations to a Strategic Partnership during Prime Minister Pham Minh Chinh’s official visit to the country from November 18-20 at the invitation of his Algerian counterpart Sifi Ghrieb.

The World and Vietnam is honoured to present content of the Joint Statement on establishing the Strategic Partnership between Vietnam and Algeria (unofficial translation):

1. Since establishing diplomatic relations in 1962, the Socialist Republic of Vietnam and the People's Democratic Republic of Algeria have fostered a traditional and friendly cooperative relationship across various fields. This relationship is built on shared historical struggles for national independence, strengthened by political trust, and expanded through solidarity, cooperation, and mutual support over decades.

2. During the official visit of Prime Minister Pham Minh Chinh of the Socialist Republic of Vietnam to the People's Democratic Republic of Algeria from November 18 to 20, 2025, at the invitation of Algerian Prime Minister Sifi Ghrieb, both sides agreed to elevate bilateral relations to a Strategic Partnership, aligning with the visionary and common will of the high-level leaders of both countries.

3. The new relationship framework reflects the stature of bilateral relations in the new era, both bilaterally and multilaterally. It aims to expand cooperation comprehensively, substantively, and effectively across all fields; enhance and strengthen existing cooperation mechanisms; and promote the formation of new mechanisms to deepen cooperation based on respect for international law, independence, sovereignty, territorial integrity, and each side's political system.

4. To realize the vision of the Strategic Partnership, both countries agreed to enhance cooperation in the following key areas:

I. POLITICAL, DIPLOMATIC, SECURITY, AND DEFENSE COOPERATION

5. Both sides agreed to further enhance exchanges and contacts at all levels, especially high-level delegations, to strengthen political cooperation and mutual understanding. They will continue to promote and enhance the effectiveness of existing mechanisms such as the Intergovernmental Committee and Political Consultations, while also exploring and promoting the establishment of subcommittees in specialized areas of mutual interest, particularly in investment, energy, industry, agriculture, and digital transformation.

6. Both sides agreed to strengthen cooperation in defense, security, law, and justice, in line with each country's needs and capabilities, ensuring independence, sovereignty, and territorial integrity, and contributing to maintaining a peaceful and cooperative environment in both regions and globally. They will also enhance cooperation and share experiences in addressing non-traditional security threats.

7. Both sides emphasized the importance of maintaining peace, stability, and prosperity in Asia, Africa, and globally, based on full respect for the United Nations Charter and adherence to international law. They affirmed their support for multilateralism and will continue to cooperate closely in international and regional organizations, promoting processes to reform global governance systems towards fairness and efficiency, advancing the aspirations of developing countries, and supporting the Global South in unifying their voice and playing a greater role on the international stage.

8. Both sides support the central role of the Association of Southeast Asian Nations (ASEAN) and the African Union (AU) and agreed to contribute to promoting cooperation between Asian and African countries and South-South cooperation. Vietnam welcomes Algeria's accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC) in July 2025 and supports Algeria's desire to become an ASEAN dialogue partner in specific fields, affirming support for enhanced cooperation between Algeria, ASEAN, and its member states, particularly in areas of mutual interest, aligned with each country's potential and strengths. For its part, Algeria supports Vietnam in enhancing cooperation and making practical contributions to the implementation of the AU's Agenda 2063.

II. ECONOMIC – TRADE – INVESTMENT COOPERATION

9. Both sides emphasized their determination to further promote cooperation in economic, trade, and investment sectors, considering these as important pillars and driving forces for the Strategic Partnership framework. The two countries agreed to boost trade promotion, diversify, and enhance the exchange of key goods such as agricultural products, seafood, textiles, footwear, consumer goods, electrical and electronic equipment, building materials, oil and gas, ores and minerals, fertilizers, etc.

Within the framework of a joint commitment to further strengthen economic and trade relations, both sides expressed their desire to initiate negotiations towards a preferential trade agreement, aiming to gradually eliminate tariff and non-tariff barriers and promote bilateral exchanges for a list of products to be determined later.

Both sides will soon study the direction in which this Agreement will be built on respecting current international standards and global trade principles, while considering each side's socio-economic characteristics.

Additionally, both sides agreed to establish the Algeria-Vietnam Business Cooperation Working Group comprising representatives from both the public and private sectors, as a strategic foundation for dialogue, identifying opportunities, and resolving obstacles. This Council will be established within three (03) months from the date the two sides adopt this Joint Declaration and will meet at least once a year, alternating between the two countries.

10. Both sides encourage businesses to enhance connections, seek investment opportunities, and collaborate in production to fully exploit the complementary potential of the two economies. To achieve this goal, Algeria encourages Vietnamese companies to register and use the "Cooperation Exchange Platform" developed by the Algerian Investment Promotion Agency, an interactive tool that connects economic actors and project developers seeking partnerships in Algeria.

Both sides are committed to promoting a favorable, transparent, fair, and non-discriminatory trade and investment environment; enhancing business meetings and exchanges.

Both sides recognize the importance of financial cooperation in promoting sustainable economic and trade relations, encouraging the sharing of knowledge and experience in banking and finance.

Both sides recall the Maritime Cooperation Agreement signed on February 28, 2011, between the two countries as a solid foundation for developing maritime, port, and logistics exchanges, and express their desire to enhance the implementation of this Agreement through coordinated measures for the mutual benefit of both sides.

Both sides also agreed to expand cooperation into other transport sub-sectors, particularly aviation, aiming to sign a bilateral agreement on establishing direct flights between the two countries, thereby enhancing connectivity and promoting tourism and trade exchanges between North Africa and Southeast Asia.

Both sides also agreed to develop technical and institutional cooperation in transport sub-sectors, including human resource training and digitization, facilitating logistics operations.

11. Both sides appreciate the continuous cooperation over the past two decades between the national oil and gas corporations Sonatrach and PetroVietnam, encouraging both sides to continue seeking all opportunities and measures to enhance and strengthen cooperation, especially through the implementation of new joint projects in oil and gas exploration and exploitation, for the mutual benefit of both sides, thereby contributing to expanding partnership and cooperation into other sectors such as petrochemical refining.

Both sides also agreed to explore the potential for developing strategic cooperation projects in the mining sector, given the vast potential of this field.

12. Both sides encourage businesses to engage in bilateral exchanges, explore investment opportunities in priority areas in each country, such as oil and gas cooperation, infrastructure, innovation, information technology, digital transformation, and energy transition, industry, and agriculture.

Both sides agreed to promote dialogue between the investment promotion agencies of the two countries to review common interests and identify specific cooperation directions.

III. AGRICULTURE – ENVIRONMENT, HOUSING, SCIENCE – TECHNOLOGY, INNOVATION, AND DIGITAL TRANSFORMATION COOPERATION

13. Both sides agreed to promote bilateral and multilateral cooperation in agriculture; enhance the sharing of development experiences and agricultural techniques, especially in sustainable agriculture development, environmental resource management, and climate change response.

Both sides agreed to enhance agricultural production cooperation, encouraging Vietnam to invest in developing agricultural complexes in Algeria with the participation of businesses from both countries, contributing to ensuring food security for Algeria and the region.

14. Both sides agreed to promote cooperation in science and technology, digital transformation, innovation, and facilitate connections, exchanges, and cooperation between businesses in these fields. Algeria is ready to facilitate Vietnamese businesses' participation in digital transformation projects of Algerian agencies and localities. In this context, both sides encourage the exchange of experiences, best practices, and the development of partnerships in telecommunications, digital infrastructure, and the private sector, particularly in new generation networks, data centers, smart postal services, and artificial intelligence, to support the development and modernization of communication networks and services.

15. Recognizing the potential for bilateral cooperation in the Halal industry, based on its capabilities and experience, Algeria is ready to support Vietnam through sharing technical and management experience, training human resources, and mutual recognition of Halal certificates, contributing to developing the Halal ecosystem in Vietnam, serving the global supply and distribution chain, including Algeria.

16. Both sides are committed to enhancing cooperation in housing, urban planning, urban management, and territorial planning. This cooperation includes exchanging information and experiences on legal and technical construction frameworks; mobilizing experts to enhance technical capacity; organizing training courses for specialized staff; developing partnerships between research centers to minimize disaster risks; and promoting technical and scientific cooperation between agencies and organizations of both countries in building new urban centers.

IV. CULTURAL, EDUCATIONAL – TRAINING, PEOPLE-TO-PEOPLE EXCHANGE, AND LOCAL COOPERATION

17. Both sides agreed to promote partnerships and cooperation between businesses, coordinate organizing sports, cultural, artistic, and people-to-people exchange activities to strengthen friendship and enhance mutual understanding.

18. Both sides agreed to enhance cooperation in education and training and higher education, increase the exchange of experts in education, and connect educational and research institutions of both countries, as well as exchange expertise and best practices in education, teaching, and academia.

Both sides affirmed their joint commitment to enhancing cooperation in the field of archives; encouraging the sharing of experiences in document management, preservation, digitization, and exchange of archival materials, as well as promoting the value of historical documents related to the relationship between the two countries.

19. Both sides expressed their desire to enhance cooperation between localities with economic, geographical, and cultural similarities, implementing exchange programs and cooperation between Vietnam's Dien Bien province and Algeria's Batna province to enhance understanding, exploit complementary strengths, bring practical benefits, and strengthen the friendship between Vietnam and Algeria.

20. Both sides agreed to promote the initiation of negotiations for a visa exemption agreement for holders of ordinary passports of both countries to encourage and facilitate people-to-people exchanges, tourism, economic cooperation, and investment between the two sides.

21. Both sides facilitate the community and Vietnamese businesses in Algeria and Algerian citizens and businesses living and working in Vietnam, enabling them to continue contributing positively to the traditional friendship and cooperation between the two nations.
