The Non-Aligned Movement called to enhance its positive role in global peace, cooperation, and development

WVR - On October 15, the 19th Ministerial Conference of the Coordinating Bureau of the Non-Aligned Movement, themed “Enhancing Cooperation for Global Common Prosperity”, commenced in Kampala, Uganda.

The Conference was attended by over 30 ministers, deputy ministers, along with ambassadors and heads of delegations from 80 member countries of the Non-Aligned Movement, observer countries, and international and regional organizations.

Ambassador Pham Hai Anh, Director General of the Department of International Organizations, Ministry of Foreign Affairs, led the Vietnamese delegation to the Conference.

In his opening remarks, Ugandan President Yoweri Kaguta Museveni praised the historical achievements of the Movement and called for the protection of the Non-Aligned stance amidst the current complex international landscape. He urged for strengthened unity, mutual support, and actions for common prosperity, prioritizing opportunities for cooperation, especially in trade, investment, and tourism, while condemning hegemonic actions, political impositions, or interventions.

Most countries emphasized the core principles of Non-Alignment, supporting the Movement to have a unified and more significant voice on major global issues, while affirming the need to reform operational methods to enhance effectiveness.

Speaking at the Conference, Ambassador Pham Hai Anh noted that competition among major powers, prolonged conflicts, inequalities in trade and financial systems, climate change, and the widening digital divide pose risks of falling behind for many developing countries and Non-Aligned members.

Pham Hai Anh stated that to protect multilateralism and promote cooperation for common prosperity, it is essential to adhere to the basic principles of the Non-Aligned Movement, particularly independence, sovereignty, territorial integrity, non-interference in internal affairs, peaceful dispute resolution, and non-use of force.

The head of the Vietnamese delegation called for the Movement to strengthen unity, innovate methods, enhance operational efficiency, and promote South-South cooperation. He also emphasized the need for a common stance in global governance, especially regarding UN reform, implementing the 2030 Agenda for Sustainable Development, climate action, reforming global trade and financial systems, and managing emerging technologies.

Highlighting Vietnam's solidarity and support with Non-Aligned members for common interests, the head of the Vietnamese delegation underscored ASEAN's unity in maintaining and promoting peace, security, stability, safety, and freedom of navigation and overflight in the East Sea, as well as resolving disputes peacefully based on international law principles, including the 1982 United Nations Convention on the Law of the Sea.

On international issues, Vietnam welcomed the ceasefire agreement between Israel and Hamas to end the conflict in Gaza, appreciated the mediation efforts of the involved parties, and called for adherence to the agreement, aiming for a two-state solution and lasting peace in the region. The head of the Vietnamese delegation reiterated support for the Cuban people and called for an end to the embargo against Cuba.

Ambassador Pham Hai Anh affirmed Vietnam's commitment to making more positive and substantive contributions to multilateral cooperation, particularly by hosting the Signing Ceremony of the UN Convention against Cybercrime in Hanoi at the end of October 2025 and assuming the role of Chair of the NPT Review Conference in 2026. He expressed hope for continued support and cooperation from Non-Aligned member countries in these events and processes.

On this occasion, Ambassador Pham Hai Anh sincerely thanked the Non-Aligned member countries for electing Vietnam to rejoin the UN Human Rights Council for the 2026-2028 term.

The Non-Aligned Movement was established in 1961, based on the Bandung Declaration of 1955. From the initial 25 member countries, the Movement has now expanded to a broad coalition of 121 countries, affirming the aspiration for unity against colonialism, and the struggle for peace, national independence, and peaceful coexistence among nations.
