During the meeting, Prime Minister Pham Minh Chinh highly appreciated the comprehensive strategic partnership between Vietnam and Japan, which is developing well, substantively, and effectively across various fields, with high political trust, especially amidst complex international and regional developments.
The Prime Minister urged Ambassador Ito Naoki to continue to focus on and further promote investment cooperation projects with Vietnam, including Thanh Hoa Province – a locality with significant potential and development space, particularly in areas ensuring supply chains, energy...
The Prime Minister also emphasized the cooperation principle of “harmonized interests, shared risks”, “say what you do, commit and deliver, and ensure effectiveness”, thereby enhancing the efficiency of investment cooperation, bringing practical benefits to businesses and people of both countries.
On this occasion, the Prime Minister thanked Ambassador Ito Naoki and numerous Japanese businesses for their interest and active participation in the 2026 Thanh Hoa Province Investment Promotion Conference.

Delighted to meet Prime Minister Pham Minh Chinh again, Ambassador Ito Naoki shared that Thanh Hoa is one of the localities with many Japanese investment projects such as the Nghi Son Refinery and Petrochemical Complex, Nghi Son Cement Plant, Nghi Son Thermal Power Plant... contributing to the socio-economic development of the province in particular and Vietnam in general. He noted that Japan, specifically Japanese businesses, will continue to prioritize investment in Thanh Hoa and Vietnam.
Ambassador Ito Naoki expressed gratitude to the Prime Minister for hosting the Dialogue with Japanese Businesses on March 21; affirming that the Japanese business community continues to regard Vietnam as one of the important and attractive investment destinations in the region.
The Ambassador also appreciated the positive attention and support from the leadership and authorities of Thanh Hoa Province towards Japanese investors, and affirmed that he would continue to promote cooperation with Thanh Hoa in the future.
On this occasion, Ambassador Ito Naoki expressed his desire for both sides to closely coordinate and effectively promote key cooperation projects between the two countries such as the Nghi Son Refinery and Petrochemical Complex and the Vietnam-Japan University Project.
