Speaking at the Summit, Prime Minister Le Minh Hung proposed three key cooperation directions to address energy issues and maintain supply chains.

The Summit was attended by leaders from 15 countries, including 10 AZEC member countries: Japan, Australia, Brunei, Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand, and Vietnam, as well as five guest countries: Republic of Korea, Bangladesh, India, Sri Lanka, East Timor, and leaders from the Asian Development Bank (ADB) and the International Energy Agency (IEA).

In his opening remarks, Japanese Prime Minister Takaichi Sanae emphasized that the Summit was organized to address the disruption of energy supply chains and ensure energy security for Asian countries due to energy supply disruptions.

Prime Minister Takaichi Sanae announced Japan's decision to allocate a 10 billion USD financial package to support the diversification of energy supplies for Asian countries, focusing on emergency response measures such as procurement of materials and maintaining supply chains, as well as enhancing long-term economic and energy resilience.

Prime Minister Takaichi Sanae also proposed upgrading the AZEC initiative to AZEC 2.0 to ensure energy security and increase the resilience of Asian economies.

Prime Minister Le Minh Hung proposes three key cooperation directions

Speaking at the Summit, Prime Minister Le Minh Hung noted that the current energy crisis is not only due to short-term fluctuations but also reflects structural imbalances and increased strategic competition among nations, especially in accessing energy resources.

The Prime Minister stated that the fundamental solution is not only to diversify energy supplies but also to enhance strategic trust, promote cooperation, dialogue, and resolve disputes through peaceful measures based on international law.

Affirming Vietnam's efforts towards achieving net-zero emissions by 2050, with renewable energy development and green transition as strategic priorities, Prime Minister Le Minh Hung proposed three key cooperation directions to address energy issues and maintain supply chains.

First, in the short term, countries need to enhance cooperation and policy coordination to diversify energy supplies, facilitate trade, and maintain stable and seamless supply chains, especially in energy and food.

Second, in the medium and long term, it is necessary to enhance strategic autonomy and resilience of economies through the development of synchronized energy infrastructure, strengthening strategic reserves, and promoting technology transfer.

Third, it is essential to accelerate the effective and substantive implementation of cooperation projects within the AZEC framework, in line with the capabilities and practical conditions of each country.

The Prime Minister expressed support for upgrading AZEC to AZEC 2.0 and affirmed Vietnam's commitment to continue actively and closely coordinating with Japan and other partners in effectively implementing AZEC initiatives to jointly create a greener, more sustainable, and prosperous future for current and future generations.

Leaders of countries and international organizations welcomed Japan's initiative to host the online Summit on energy security in the current context; expressed concern about supply chain disruptions and emphasized the importance of ensuring trade routes based on respect for international law.

The leaders appreciated Japan's support for Asian countries, endorsed the AZEC 2.0 initiative, and affirmed their desire to closely cooperate with Japan to promote supply chain enhancement and ensure energy security.

The Japanese Prime Minister thanked the insightful speeches and proposals from the leaders of Vietnam and other countries, and stated that relevant Japanese agencies would promptly engage with other countries to soon materialize these initiatives.
