During the meeting, Prime Minister Le Minh Hung congratulated the Ambassador on a very successful term in Vietnam and highly appreciated Ambassador Choi Young Sam's positive contributions to promoting the comprehensive strategic partnership between Vietnam and the Republic of Korea, bringing tangible benefits to the people of both nations.
Highlighting the notable achievements during Ambassador Choi Young Sam's tenure in Vietnam, Prime Minister Le Minh Hung emphasized that both sides successfully organized numerous high-level and other exchanges. These included the state visit to the Republic of Korea by General Secretary To Lam (August 2025) and the state visit to Vietnam by Republic of Korea President Lee Jae Myung (April 2026). Additionally, cooperation in defense, security, local collaboration, and people-to-people exchanges have been increasingly expanded, thereby enhancing political trust between the two countries.
Prime Minister Le Minh Hung expressed confidence that the solid foundation of relations between the two countries will serve as a basis for further expanding cooperation in various fields in the future. He proposed that both sides continue to promote high-level and other exchanges, expand defense and security cooperation, and focus on achieving the bilateral trade target of 100 billion USD by 2026 and aiming for 150 billion USD by 2030 in a balanced and sustainable manner. He also encouraged Republic of Korea businesses to continue investing and expanding their investments in Vietnam, particularly in high-tech electronics manufacturing, semiconductors, renewable energy, urban railways, and smart cities.

Prime Minister Le Minh Hung affirmed that the Vietnamese Government will create all favorable conditions for foreign enterprises, including Republic of Korea businesses, to invest stably and long-term in Vietnam.
Prime Minister Le Minh Hung suggested that both sides enhance cultural cooperation and support Vietnam in developing its cultural industry. He also proposed expanding people-to-people exchanges by increasing quotas and sectors for Vietnamese labor that the Republic of Korea needs, such as information technology, services, nursing, and shipbuilding. Strengthening cooperation between localities was also emphasized to promote economic development and people-to-people exchanges between the two countries.
Expressing agreement with Prime Minister Le Minh Hung's proposals, Ambassador Choi Young Sam affirmed that the Republic of Korea always values and wishes to further strengthen the bilateral relationship, especially in new fields where the Republic of Korea has strengths and Vietnam has needs, such as science and technology, semiconductors, renewable energy, LNG power, artificial intelligence, and infrastructure. He emphasized that the Republic of Korea remains a reliable partner and a companion with Vietnam in implementing Vietnam's development goals by 2030 and 2045.
Ambassador Choi Young Sam expressed his hope that Vietnam will continue to pay attention, support, and create favourable conditions for Republic of Korea businesses and citizens to invest and live stably and long-term in Vietnam.
On this occasion, Ambassador Choi Young Sam expressed his sincere thanks to the leaders of the Party, State, Government, and relevant ministries of Vietnam for their support, which enabled him to successfully complete his term in Vietnam. He affirmed his continued efforts to foster the cooperative relationship between the two countries, contributing practically to promoting the comprehensive strategic partnership between Vietnam and the Republic of Korea to develop more strongly, substantively, and comprehensively in the future.
